CHANGE HAS COME FOR THE FILIPINO YOUTH: SK REFORM ACT IRR APPROVED
The National Youth Commission hails the approval of the Implementing Rules and Regulations (IRR) for the Sangguniang Kabataan Reform Act of 2015 (RA 10742). “With the signing of the SK Reform Act IRR, we have gained more confidence in pushing our plans and strategic partnerships in encouraging the youth to get involved in the new and reformed Sangguniang Kabataan,” according to Asec. Earl Saavedra, concurrent NYC OIC Chairperson.
The Commission has relentlessly pursued preparatory activities to conform to the provisions of the new SK law that includes the formulation of the Implementing Rules and Regulations (IRR). Section 34 of the law mandated seven government agencies to formulate the SK IRR. These agencies are the Department of the Interior and Local Government (DILG), Department of Education (DepEd), Commission on Higher Education (CHED), Commission on Audit (COA), Department of Budget and Management (DBM), Commission on Elections (COMELEC) and the National Youth Commission (NYC).
“We strongly believe that the approval of the SK Reform Act IRR is a manifestation of the recognition of the important role of the youth in participatory local governance and it was very timely because we are preparing for the SK registration and the elections,” said Commissioner-At-Large Jose Rafael Cruz head of the NYC SK IRR Technical Working Group.
The NYC initiated the formulation of the IRR through a series of consultations with various youth sectors and youth organizations in Quezon City, Iloilo, Davao and Baguio City from December last year to March of 2016. The NYC also spearheaded a series of Interagency Writeshops with the seven mandated agencies of the SK Reform. They provided significant inputs on the IRR formulation. Also present during the writeshops were representatives from the Union of Local Authorities of the Philippines (ULAP), National Economic and Development Authority (NEDA), Council for the Welfare of Children (CWC) and the United Nations Population Fund (UNFPA).
Commissioner Cruz added, “We hope that with the eventual publication of the IRR, we will be able to entice a new breed of SK leaders who will take the cudgels for a more responsive SK leadership.”
