RPOC-NCR emphasizes commitment to ending POGOs and OSAEC, strengthens peace and order initiatives in election monitoring during the 2025 1st Quarter Full Council Meeting

The Regional Peace and Order-National Capital Region (RPOC-NCR) held its First Quarter Full Council Meeting on March 20, 2025 at the Quezon City M.I.C.E. Center in Diliman, Quezon City.
The Full Council Meeting was attended by the members of the RPOC-NCR Executive Committee Members and Special Action Committee (SAC) Leads. Headed by DILG-NCR Regional Director and RPOC-NCR Head Secretariat Maria Lourdes L. Agustin, CESO III, RPOC-NCR Vice Chairperson and NCRPO Regional Director Brig. Gen. Anthony Aberin, NCR Commander Brig. Gen. Eric A. Macaambac, and representatives and heads of RPOC-NCR member agencies, RPOC host Mayor Joy Belmonte of Quezon City welcomed the representatives to the 1st Quarter Full Council Meeting.

In her opening remarks, Mayor Belmonte reaffirmed her full support to the RPOC’s mission. “A society’s strength lies not only in the absence of problems, but in how its leaders respond. Ensuring peace and order is a shared responsibility, which is a collective effort similar to a family uniting in times of crisis,” she added.

RPOC-NCR Vice Chairperson BGen Aberin commended the members for their active efforts in addressing peace and order and public safety concerns, most especially the fire prevention concerns that are timely and relevant in the urban setting of the National Capital Region. The council also stressed initiatives in election monitoring to ensure that they are conducted fairly, transparently, and in accordance with the law.

Resolutions enjoining Local Government Units of the National Capital Region to Support Efforts on the Localization of Republic Act No. 11930 or the Anti-Online Sexual Abuse or Exploitation of Children and Anti-Child Sexual Abuse or Exploitation Materials Act, as well as affirming the Implementation of the Department of the Interior and Local Government Memorandum Circular No. 2025-025: Ensuring the Absence of Philippine Offshore Gaming Operations (POGOs), Internet Gaming Licensees (IGLs) and Scam Hubs Nationwide were among the 10 adopted resolutions in the Full Council Meeting.

The Regional Peace and Order Council-National Capital Region continues to be a driving force in heeding the call to action in proactive and relevant approaches that will aid in intensifying peace and order efforts in the NCR.

The Regional Peace and Order Council – National Capital Region (RPOC-NCR) 2024 First Quarter Full Council Meeting, hosted by the DILG-NCR, was held at the Novotel Manila Araneta City, Cubao, Quezon City last March 13, 2024.

Chairperson of the Regional Peace and Order Council-National Capital Region (RPOC-NCR) and San Juan City Mayor Francisco Javier M. Zamora led the First Quarter Full Council Meeting, and emphasized on the Council’s primary deliverables for the following quarter, which includes— Strengthening law enforcement and local government cooperation during the Holy Week and Ramadan, combating traffic congestion in Metro Manila and developing strategies to address the El Niño phenomenon.

RPOC-NCR Secretariat Head pays a courtesy visit to the newly installed JTF-NCR Commander

DILG National Capital Region (DILG-NCR) Regional Director and Regional Peace and Order Council-National Capital Region (RPOC-NCR) Head Secretariat Maria Lourdes L. Agustin, CESO III paid a courtesy visit on February 7, 2024, to Joint Task Force-National Capital Region (JTF-NCR) Commander Brigadier General Jimmy D Larida.

During the meeting, Head Secretariat Agustin congratulated Brigadier General Larida on his appointment as the new JTF-NCR Commander, which became effective on December 27, 2023.

Pursuant to Executive Order No. 773, series of 2009 titled “Further Reorganizing the Peace and Order Council”, Brigadier General Larida serves as the Co-Vice Chairperson of the RPOC-NCR. Concurrently, he is also the Chairperson of the RPOC-NCR Special Action Committee on Violent Extremism and Insurgency (SAC on VEI).

Head Secretariat Agustin, together with RPOC-NCR Secretariat members, briefed Brigadier General Larida on the structure, programs, and initiatives of the Council as well as its Special Action Committees.

Further, Head Secretariat Agustin discussed the role of JTF-NCR in the implementation of the Capacitating Urban Communities for Peace and Development (CUCPD), a sectoral-based approach designed to identify the real and most urgent needs of the vulnerable sectors of society – youth, women, transport, and labor sectors – particularly in urban communities.

Brigadier General Larida expressed his commitment to the Council by discussing key areas of collaboration that JTF-NCR and DILG-NCR may further explore to contribute to the thrusts of the Council.

For her part, Head Secretariat Agustin likewise assured the continued support and partnership between and among RPOC-NCR, JTF-NCR, and the Council’s member-agencies to further promote peace and order and ensure public safety in the region.

The National Capital Region Task Force to End Local Communist Armed Conflict (NCRTF-ELCAC), composed of members of the Regional Peace and Order Council - NCR and Regional Development Council - NCR convened yesterday, November 9, 2023, for a meeting called by the Cabinet Officer for Regional Development and Security in NCR, Technical Education and Skills Development Authority (TESDA) Secretary Suharto T. Mangudadatu, Ph.D.

Also in attendance were National Task Force-ELCAC Secretariat Usec. Ernesto C. Torres, Jr, NTF-ELCAC Secretariat Director Alexander S. Umpar, RPOC-NCR Chairperson San Juan City Mayor Hon. Francisco Javier M. Zamora, and officials and representatives from NCR local government units, regional line agencies, and the private sector.

LOOK | The RPOC-NCR Secretariat, represented by the Assistant Head Secretariat, DILG-NCR Assistant Regional Director Atty. Ana Lyn R. Baltazar-Cortez, CESO V, met with the RPOC-NCR Chairperson, San Juan City Mayor Hon. Francisco Javier Zamora, to seek his guidance for upcoming activities and operations that the Council is responsible for.

They were joined by other members of the Secretariat, namely, DILG San Juan City Director Perla M. Upano, CESO V and RPOC-NCR Program Coordinator Abigayle C. Baligod, who will be coordinating with concerned individuals and agencies upon Chairperson Zamora's instructions for the scheduled RPOC-NCR 3rd Quarter Full Council Meeting.

IN PHOTOS | The RPOC-NCR held its Second Quarter Full Council Meeting presided over by San Juan City Mayor and RPOC-NCR Chairperson Francisco Javier Zamora. Hosted by the NCRPO, the meeting was held on June 20, 2023 at the NCRPO Headquarters in Camp Bagong Diwa, Taguig City.

The Full Council Meeting was attended by RPOC-NCR Vice-Chairperson NCRPO Regional Director PMGen Edgar Alan O Okubo, RPOC-NCR Head Secretariat DILG-NCR Maria Lourdes L. Agustin, CESO III, RPOC-NCR Co-Vice Chairperson Representative JTF-NCR Deputy Commander Col. Romel P Recinto, BFP-NCR Regional Director FCSupt. Narum B Tarroza, PDEA-NCR Regional Director Emerson Rosales, CESE, Taguig City Mayor Maria Laarni L. Cayetano, Malabon City Mayor Hon. Jeannie N. Sandoval, and heads and representatives from the RPOC-NCR member agencies.

With major events such as the State of the Nation Address, the hosting of the Palarong Pambansa 2023 and the FIBA Basketball World Cup 2023, and the Barangay and Sangguniang Kabataan Elections (BSKE) coming up soon, as well as the plan to conduct a joint inspection of public buildings and heritage sites in the NCR, the discussions focused on the preparations necessary to maintain peace and order during the conduct of these events. Also discussed during the meeting was the council’s recommendations for the NAPOLCOM-NCR’s Regional Appellate Board membership.

One of the key proposals put forward by RPOC-NCR Chairperson Zamora was the establishment and institutionalization of a mechanism for the Philippine Reservists Recruitment through the National Capital Region Local Government Units.
