Laguna Lake Development Authority (Official) LLDA is a quasi-government agency that leads, promotes, and accelerates the sustainable development in the Laguna de Bay Region.

MANDATE

The Laguna Lake Development Authority was created by Republic Act No. 4850 (as amended by Presidential Decree 813), entitled: AN ACT CREATING THE LAGUNA LAKE DEVELOPMENT AUTHORITY, PRESCRIBING ITS POWERS, FUNCTIONS AND DUTIES, PROVIDING FUNDS THEREOF, AND FOR OTHER PURPOSES. Chapter I, Section I:
"It is hereby declared to be the national policy to promote, and accelerate the development and balanced growth of the Laguna Lake area and the surrounding provinces, cities and towns hereinafter referred to as the region, within the context of the national and regional plans and policies for social and economic development and to carry out the development of the Laguna Lake region with due regard and adequate provisions for environmental management and control, preservation of the quality of human life and ecological systems, and the prevention of undue ecological disturbances, deterioration and pollution."

Sa pamumuno ni General Manager Engr. Leopoldo V. Parumog, isinagawa ng Enforcement Division ng Laguna Lake Development Authority (LLDA) ang pagpapatupad ng Cease and Desist Order (CDO) laban sa isang fast-food restaurant sa Pasig City ngayong Setyembre 10, 2026 dahil sa paglabag sa R.A. 9275, o Clean Water Act at R. A. No. 4850, as amended.

Ang naturang paglabag ay may kaugnayan sa pagbagsak ng kalidad ng wastewater discharge ng nasabing restaurant sa umiiral na effluent standards sang-ayon sa batas at regulasyon na kung hindi ipapasara ay makakapinsala kalaunan sa mga tributary ng Laguna Lake.

Binigyang-diin ng LLDA na kinakailangang tugunan ng restaurant ang mga kaukulang corrective measures upang makapasa ang wastewater discharge sa itinakdang pamantayan ng batas at regulasyon.

Alinsunod sa mga requirements ng Temporary Lifting Order (TLO) na legal remedy sa CDO, ang restaurant ay dapat magsagawa ng Comprehensive Pollution Control Program, kung saan napapaloob ang mga corrective measures tulad ng pagsasaayos ng Sewerage Treatment Plant, pag appoint ng Pollution Control Officer, pagkuha ng Clearance/Discharge Permit, pagbabayad ng multa sang-ayon sa batas, at ilan pang requirements.

Ang LLDA ay patuloy na magsasagawa ng monitoring at enforcement activities upang maitama ng mga industriya ang kanilang wastewater management nang sa gayon ay maiwasan ang polusyon na nagdudulot ng masamang epekto sa katubigan na dumadaloy sa mga tributaries patungo sa Laguna Lake.

Ang pagsunod sa environmental laws na ipinapatupad ng LLDA ay bahagi ng shared responsibility ng mga industriya na pangalagaan ang Laguna Lake.
