CHED International Affairs Service International Affairs Service is the high-level technical office in charge of internationalization.

The International Affairs Service (IAS) is the high-level technical Secretariat that ably assists the CHED Chairperson in the implementation of education matters involving other countries and international education organizations. Pursuant to Republic Act 11448 also known as the Transnational Higher Education (TNHE) Act, the CHED IAS through the creation of a Transnational Higher Education Divisio

n (TNHED) is mandated to act on all matters related to TNHE institutions and programs established in the country, whether existing or yet to be established. The TNHED shall

(a) Formulate policies, standards, and guidelines in the operation of TNHE programs;

(b) Formulate strategies and mechanisms for the implementation of TNHE programs in the country;

(c) Accept, evaluate and process all applications of Philippine HEIs and FHEIs for authority to operate any of the types/modes of TNHE, including educational and auxiliary services;

(d) Conduct the review and evaluation of performance of TNHEIs, including visitation and other regulatory activities, for purposes of determining compliance with Philippine laws, rules, policies, and regulations; and

(e) Perform such other duties necessary to carry out the purposes of this Act. CHED IAS shall be responsible for coordinating and harmonizing, on behalf of the Chairman and/or the Executive Director, all the international dimensions of CHED work including transnational higher education that emanate from the respective mandates of the Commission’s organic units.

Kaisa ang buong Komisyon sa Lalong Mataas na Edukasyon sa pagdiriwang ng Buwan ng Wikang Pambansa ngayong Agosto. Sa taong ito, itinatampok ang temang: "Wikang Filipino at AI: Kasangkapan sa Pananaliksik at Tulay sa Yaman ng Impormasyon," bilang pagtugon sa mabilis na pag-unlad ng makabagong teknolohiya gaya ng Artificial Intelligence (AI). Mahalagang gampanan ng wikang Filipino ang papel bilang daluyan ng dunong, pampublikong diskurso, at akademikong pananaliksik. Sa pamamagitan ng integrasyon ng AI at ng ating pambansang wika, mas pinapalawak natin ang pag-abot ng mamamayan sa makabuluhang impormasyon habang itinataas ang kalidad ng ating mataas na edukasyon sa pandaigdigang larangan.

Ang taunang pagdiriwang na ito ay alinsunod sa mga makasaysayang legal na batayan ng ating bansa. Nagsimula ang pormal na pagkilala sa pagdiriwang nang ihayag ni Pangulong Sergio Osmeña ang Proklamasyon Blg. 35 noong 1946, na sinundan ng Proklamasyon Blg. 12 (1954) at Proklamasyon Blg. 186 (1955) ni Pangulong Ramon Magsaysay na naglipat ng Linggo ng Wika sa ika-13 hanggang ika-19 ng Agosto upang magbigay-pugay sa kaarawan ni Pangulong Manuel L. Quezon, ang "Ama ng Wikang Pambansa". Pormal naman itong pinalawig mula sa isang linggo tungo sa isang buong buwan ng Agosto sa bisa ng Proklamasyon Blg. 1041, s. 1997 na nilagdaan ni Pangulong Fidel V. Ramos. Ang mga proklamasyong ito ang patuloy na nagpapaalala sa atin ng mahalagang tungkulin ng wika sa ating pambansang pagkakakilanlan.

Sa hamon ng globalisasyon at ng transpormasyong digital, nananatiling matatag ang Komisyon ng Lalong Mataas na Edukasyon sa pagtataguyod ng wikang Filipino bilang tulay ng edukasyon, inobasyon, at inklusibong kaunlaran.

Namaste! Pursue advanced studies in agriculture and allied sciences in India through the ASEAN-India Fellowship for Higher Education in Agriculture and Allied Sciences.

The Commission on Higher Education (CHED) is pleased to inform interested parties of the call for applications to the ASEAN-India Fellowship for Higher Education in Agriculture and Allied Sciences for Academic Year 2026–2027, offered by the Indian Council of Agricultural Research (ICAR) in coordination with the Department of Foreign Affairs (DFA).

This fellowship program supports ASEAN nationals—both fresh graduates and in-service candidates—in pursuing a two-year master's degree program at select top Indian agricultural universities. It aims to provide quality research-based education, cross-cultural knowledge exchange, and capacity building across key agricultural and allied disciplines including plant sciences, biotechnology, veterinary sciences, food technology, fisheries, and agricultural engineering.

Selected fellows will receive full financial support which covers round-trip international airfare, local transportation, a monthly stipend, annual contingency allowances, and hostel accommodation.

Shalom! Harness the power of emerging technologies for social impact in Israel through the International Course on Cyber and Artificial Intelligence for Good.

The Commission on Higher Education (CHED) is pleased to inform interested parties of the call for applications to the "International Course on Cyber and Artificial Intelligence for Good," organized by Israel’s Agency for International Development Cooperation (MASHAV) and the Golda Meir MASHAV Carmel International Training Center (MCTC).

Scheduled from 08 November 2026 to 20 November 2026 in Haifa, Israel, this training program focuses on leveraging artificial intelligence and cybersecurity technologies for social impact, community safety, ethics, and sustainability. Participants will engage in expert-led discussions, examine real-world case studies, conduct field visits to local universities, tech accelerators, companies, and non-profits, and attend AI and Cyber Week events at Tel Aviv University.

The program is open to English-proficient professionals with a demonstrated commitment to social impact from the government, private, and NGO sectors ( e.g. directors, managers of social institutions or incubators, and tech entrepreneurs). Accepted participants will receive a MASHAV Scholarship covering tuition and training fees, full-board double-occupancy accommodation, emergency medical insurance, and local airport transfers. (Note: International airfares and daily allowances are not included).

The Commission on Higher Education, through the International Affairs Service (IAS) hereby informs interested parties of the invitation from the U.S. Embassy in the Philippines, through its Public Diplomacy Section, to the special session titled “Cybercrime Without Borders: What the Philippines Can Learn from U.S. Cases,” on 03 August 2026 (Monday), 10:00 AM - 12:00 NN, at the Asian Institute of Management (AIM).

The special session aims to offer an international perspective on cybercrime that is locally meaningful to faculty teaching future cybersecurity experts and criminal justice professionals. Participants will have the opportunity to learn from Mr. Scott Augenbaum, a retired FBI Supervisory Special Agent and cybersecurity expert with a 30-year career in federal law enforcement, who led the FBI's Cyber Task Force in Nashville, Tennessee, and investigated cybercrime cases involving more than 1,000 victims. He will share insights on his "CyberSecure Mindset" approach, emphasizing that cybersecurity depends not only on technology but also on informed decision-making and proactive behaviors.

The Commission on Higher Education (CHED) welcomed a high-level delegation from the People's Republic of Bangladesh as part of the Study Visit on Health Systems and Nursing Workforce Development, organized with the support of the Asian Development Bank (ADB).

The Bangladesh delegation was headed by Dr. S. M. Ziauddin Hyder, Special Assistant to the Prime Minister for Health Affairs, and composed of senior officials from the Ministry of Health and Family Welfare. The ADB delegation was led by Dr. Rui Liu, Senior Health Specialist.

Representing CHED were Commissioner Dr. Michelle A. Ong, Dr. Jimmy G. Catanes, CESE, Director IV of the Office of Programs and Standards Development (OPSD), Atty. Jether K. Corpuz, Head Executive Assistant of the Office of the Chairperson, and Mr. Prince Michael B. Fuentes, Regional Desk Officer for Asia and the Pacific of the International Affairs Service (IAS).

CHED discussed Philippine nursing education, focusing on quality assurance, curriculum standards, accreditation and faculty development. Highlighted as well are the different Centers of Excellence in Nursing Education. The discussions also highlighted the country's efforts in producing globally competitive nursing professionals and strengthening the healthcare workforce.

The study visit builds on the recently ratified Memorandum of Understanding on Cooperation in Nursing Education and Capacity Building between the Philippines and Bangladesh and reaffirms both countries' commitment to advancing collaboration in higher education, health workforce development, research, and institutional partnerships.

Together, the Philippines and Bangladesh continue to strengthen international cooperation in pursuit of quality education, resilient healthcare systems, and a globally competent nursing workforce.
