DSWD Capacity Building Bureau Learning Development Interventions Department of Social Welfare and Development - Capacity Building Bureau Hence, Learning Development Interventions were designed to be provided to the LSWDOs.

With the shift in the role of the Department from “rowing” to “steering” since the devolution in 1991, the Department became responsible for the provision of technical assistance (TA) to its intermediaries, and one of the TAs provided is related to competency building or enhancement for partners and intermediaries to manage programs effectively. To contribute to the improvement of the competencies

of Local Social Welfare and Development Officers (LSWDOs), which are among the Department’s intermediaries, the Capacity Building Bureau (CBB) conducted profiling from 16 regions in 2013 to determine their level of competency. The results showed that out of the four development areas – (a) administration and organization, (b) program management, (c) networking and partnership building and (d) working with politicians, the LSWDOs needed more support along Program Management. The result of the Capacity Baseline for LSWDOs served as the basis for planning capacity building activities for the LSWDOs, so that their competencies can be improved toward achieving a fully functional LSWD Office in their respective areas of assignment. The Learning Development Interventions: (1) Problem Solving and Decision Making and (2) Strategic Communication aims to enhance the competencies of the Provincial/City/Municipal Social Welfare and Development Officers as a potent force in expanding the implementation of programs, projects, and services relative to poverty alleviation in their respective localities.
