In addition, upon the motion of ๐๐จ๐ฎ๐ง๐๐ข๐ฅ๐จ๐ซ ๐๐ฅ๐๐๐ซ๐ญ๐จ ๐. ๐๐๐๐๐ฏ๐ข๐ฌ, ๐๐ซ., the Supplemental Budgets for CY 2026 of Barangay Barangay Ysmael amounting to โฑ1,501,043.63, Barangay Sto. Tomas amounting โฑ1,313,885.06, Barangay Sto. Niรฑo amounting to โฑ1,158,399.85, was declared operative in their entirety. Similarly, the Supplemental Budget of Barangay Poblacion Norte in the amount of โฑ1,793,912.78, was endorsed to the Municipal Budget Office for technical review.
Meanwhile, in her privilege speech, ๐๐ ๐๐๐ฆ๐๐๐ซ ๐๐ซ๐๐ฌ๐๐ฒ ๐๐ฅ๐๐๐ง๐จ clarified concerns arising from a text message received by her husband, SP Member Celso Albano, regarding an alleged statement that she had questioned the Provinceโs YAKAP Program in Maddela due to a lack of medicines. As reflected in the minutes of the July 20, 2026 session, she merely raised an observation regarding the regular budgetary appropriations for the purchase of medicines and asked whether the supply of medicines provided by the Rural Health Unit (RHU) to the barangays was sufficient. She emphasized that the matter was raised under the โOthersโ portion of the session, not as a privilege speech.
Furthermore, the Councilor categorically clarified that she never stated that the Province had no medicines and never intended to interfere with the Provinceโs operations. She also expressed concern that the information relayed to the sender of the text message may have come from someone present during the session. She appealed that any report or information shared should be based on facts, supported by evidence, and accurately reflects what was actually discussed. Lastly, she noted that the situation may have resulted either from an attempt to discredit her or from a failure to fully comprehend the discussion.
Subsequently, ๐๐๐๐ ๐๐๐ฆ๐ฎ๐๐ฅ ๐๐๐ฒ ๐. ๐๐๐ซ๐๐ง๐ข๐จ๐ง also appeared before the august body to answer queries from the Sangguniang Bayan regarding the request of Mr. Elimar C. Menor for the inclusion of his property in the proposed Commercial Use Zone under the Municipalityโs Comprehensive Land Use Plan and Zoning Ordinance. While the MPDC confirmed that said plan is currently under review by the Provincial Land Use Committee (PLUC), it was also confirmed that the Regional Land Use Technical Working Group of the Department of Agriculture Regional Field Office No. 2 will conduct a site validation on August 12, Wednesday, in connection with two other requests. The body suggested that Mr. Menorโs request be included in the said site validation.
