On May 22, 2026, Ordinance No. 2026-02, also known as the Universal Health Care Institutionalization Ordinance, was officially adopted in line with Provincial Ordinance No. 528, s. 2024.

This ordinance helps bring health services together so people can get better and more organized care in the community. It supports the goal of Universal Health Care, making basic health services easier to access for everyone.

: STRENGTHENING COMMUNITY SAFETY!

Ordinance No. 2026-01, also known as the Oplan Tagapagpatupad Institutionalization Ordinance, was officially adopted on 11 May 2026. This ordinance strengthens existing local efforts against r**e, gender-based violence, and criminal activities through a more organized and sustained implementation of safety programs.

As part of the Philippine National Police's innovation initiatives, the PNP coordinated with the Sangguniang Bayan to localize Oplan Tagapagpatupad and ensure that its programs and objectives are effectively integrated into the municipality's policies and community-based activities.

This measure reinforces commitment to protect communities, prevent crime & create a safer environment for everyone!

: People have been asking what “drug-free” and “drug-cleared” mean after the Balangay Seal of Excellence Awards held on 04 May 2026 at the Sabangan Municipal Hall. Here’s a very simple way to understand the difference:

(1) Drug-free barangay:
1. No history of drug problems.
2. No reports of drug use or selling.
3. Already clean from the start and confirmed by the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC).

(2) Drug-cleared barangay:
1. Had drug problems before.
2. Took action through programs and efforts.
3. Now cleaned up and officially declared safe by the ROCBDC.

In short:
Drug-free means no record of drug problems ever.
Drug-cleared means there was a problem before, but it has already been fixed.

URGENT APPEAL FROM BFP: LET US ALL PROTECT OUR FORESTS!

On 13 April 2025, Acting Municipal Marshal SFO4 Sherwin G. Cogasi was invited to take part in the Citizens’ Forum of the Regular SB Session to present updates on the fire incidents in Sabangan.

Marshal Cogasi shared that the forest fires in the municipality are still ongoing. He explained that personnel from the Bureau of Fire Protection (BFP) have remained on constant duty, responding to calls day and night, with little to no rest over the past several days.
He further stated that many of these forest fires are believed to be intentional.

With this, he made an appeal to all residents of Sabangan to stop any acts that may cause fires and to show care and responsibility for the environment.

He also raised the urgent need for additional equipment, particularly water tanks and pumps, to allow faster refilling and quicker response to the increasing number of fire incidents. With the lack of these important tools, it becomes more difficult for responders to control the spread of fire.

Moreover, he strongly urged the strengthening of the existing ordinance on forest fires, especially in terms of penalties. He emphasized that stricter and clearer penalties must be enforced to hold accountable those who carelessly start fires.

Following the discussion, the Sangguniang Bayan referred the matter to the committee. The committee recommended that the current forest fire situation be used as a basis to include specific provisions on forest fires in the municipality’s disaster resilience ordinance, and to further strengthen its existing measures.
In addition, the committee will coordinate with the Municipal Disaster Risk Reduction and Management Office (MDRRMO) regarding the needed equipment and supplies, for possible budget allocation and further action.

At this time, we call on everyone to reflect and take part in protecting our mountains. The burden should not fall only on our firefighters. Preventing fires is our duty.
