EYES INSIDE, PEACE OF MIND OUTSIDE: "CCTV Surveillance System Installation in Financial Institutions Ordinance" Approved.

APPROVAL (09 June 2026): The Sangguniang Panlalawigan of Mountain Province approved on review the aforecited ordinance as an effective tool for crime prevention, investigation and law enforcement.

SCOPE: All banks & financial institutions within the jurisdiction of Sabangan, MP are hereby mandated to install video surveillance cameras and monitors in the premises of their establishments subject to limitations prescribed in the ordinance. CCTV surveillance cameras are also hereby required to be installed for protection, preservation, crime prevention and detection.

: Team Sabangan conducts a benchmarking activity at its sister LGU, the City of Tabuk, Kalinga Province on 08 July 2026. The SB members were presented with the best practices of the Sangguniang Panlungsod of said city, especially on legislative measures that institutionalized the following:
1. Assistance to Individuals in Crisis Situation;
2. Teenage Pregnancy Policy;
3. Mental Health Program:
4. Tabuk City Livelihood Program; and
5. "Love Tree" Program.

The "Lakbay Aral" is an undertaking that aims to weave a stronger bond between the two LGUs, in addition to the learning opportunity that the activity offered.

Nicklaus Capsuyen Lawilao is taking his oath as the new Sangguniang Bayan Member of the Municipality of Sabangan, Mountain Province. The oath-taking is being administered by Governor Bonifacio C. Lacwasan at the Provincial Governor's Office in Bontoc.

: SUPPORTING GOOD GOVERNANCE THROUGH ACTIVE PARTICIPATION!

Vice Mayor Fausto L. Ballakis and SB Members Herbert B. Bantic and William M. Malamion attend the "Forum on the FY 2027 Local Budget Preparation and Other Matters for LGUs" on 01 July 2026 at the Newtown Plaza Hotel in Baguio City. The forum provides updates and guidance to help local government units prepare their FY 2027 budgets and discuss other important budget-related matters.

Meanwhile, SB Member Gabriel M. Puyongan, together with Mayor Henrico B. Boguilis, joins the Cordillera Month Kick-Off Program, showing the municipality's support for the region's history and culture.

HALFWAY THROUGH 2026: SB-SABANGAN PRESENTS ITS MID-YEAR REPORT!

01 July 2026. The Sangguniang Bayan of Sabangan, Mountain Province, presided over by the new Vice Mayor, Hon. Fausto Langagan Ballakis, who assumed office on 08 June 2026 by virtue of succession, renders its mid-year accomplishment report to its constituents. From January to June of the current year, said legislative body promulgated 99 legislative measures in pursuance of its goal toward responsive legislation.

Among these key legislations are the following flagship ordinances, to wit:
1. Oplan Tagapagpatupad Institutionalization Ordinance
2. Universal Health Care Institutionalization Ordinance
3. CCTV Surveillance System Installation in Financial Institutions Ordinance
4. Agricultural & Fisheries Machinery Registration Ordinance
5. Indigenous Peoples Month Institutionalization Ordinance
6. Bestowing of the PH National Flag Over Caskets of Distinguished Deceased Teachers Ordinance

ELDERS AS ENVIRONMENTAL STEWARDS: THEIR WISDOM, OUR FUTURE!

17 June 2026, Nacagang, Tambingan, Sabangan. The Committee on Indigenous Peoples, Cultural Development and Boundary Disputes conducts a committee hearing to extensively consider the provisions of the proposed ordinance on the role of elders in the management of natural resources. The forum also extracted proposals and recommendations for integration in the proposed 2026 FPIC guidelines of the National Commission on Indigenous Peoples.

: UNIVERSAL HEALTH CARE FOR EVERYONE!

On May 22, 2026, Ordinance No. 2026-02, also known as the Universal Health Care Institutionalization Ordinance, was officially adopted in line with Provincial Ordinance No. 528, s. 2024.

This ordinance helps bring health services together so people can get better and more organized care in the community. It supports the goal of Universal Health Care, making basic health services easier to access for everyone.

: STRENGTHENING COMMUNITY SAFETY!

Ordinance No. 2026-01, also known as the Oplan Tagapagpatupad Institutionalization Ordinance, was officially adopted on 11 May 2026. This ordinance strengthens existing local efforts against r**e, gender-based violence, and criminal activities through a more organized and sustained implementation of safety programs.

As part of the Philippine National Police's innovation initiatives, the PNP coordinated with the Sangguniang Bayan to localize Oplan Tagapagpatupad and ensure that its programs and objectives are effectively integrated into the municipality's policies and community-based activities.

This measure reinforces commitment to protect communities, prevent crime & create a safer environment for everyone!
