The Sangguniang Bayan of Paranas tackled key measures on institutional capacity building, development planning, nutrition, and disaster risk reduction during its regular session on September 1.
During the first reading of Ordinance No. 129, or the proposed Paranas LGU Academy Ordinance, the Sanggunian discussed the establishment of an institutional platform for capacity development, professionalization, and continuous learning among officials, employees, and workers of the Municipal Government of Paranas.
The proposed academy aims to help ensure that personnel across the local government have a better understanding of their respective functions while creating opportunities for employees to learn from one another.
Meanwhile, the Sanggunian approved and adopted the 2027 Annual Investment Program (AIP) through Resolution No. 81, Series of 2026, upon presentation by Municipal Planning and Development Coordinator Engr. Alex Calinao.
The AIP identifies the municipalityโs priority programs and projects across four major sectors: general public services, social services, economic services, and disaster risk reduction and management. The AIP serves as a key basis for aligning the municipalityโs development priorities with its budgetary requirements.
The Sanggunian also approved the Municipal Nutrition Action Plan (MNAP) 2026โ2028 through Resolution No. 82, following its presentation by Municipal Nutrition Action Officer Bernice Enguerra.
The three-year plan was developed through a participatory process involving the Department of Education, barangays, concerned department heads, and the Municipal Social Welfare and Development Office. A workshop was conducted in November last year as part of the formulation process, with the final plan consolidating the outputs of the Technical Working Group.
The MNAP is anchored on four major pillars: healthy diets, better nutrition practices, enabling programs and mechanisms, and improved access to quality nutrition services.
The Sanggunian further passed a resolution concurring with the appointment of Engr. Jay Roman Mahinay as Municipal Engineer and department head. Mahinay had previously been designated as municipal engineer before applying for the department head position.
Also approved was Resolution No. 84, concurring with the appointment of Mr. Roquel Babalcon as Municipal Disaster Risk Reduction and Management Officer (department head), upon motion of Hon. Omar Cabangunay.
The measures discussed and approved during the session reflect the municipalityโs continuing efforts to strengthen its workforce, improve development planning, address nutrition concerns, and ensure effective disaster preparedness and response.
Through these actions, the Sangguniang Bayan continues to support measures intended to strengthen local governance and promote the welfare of the people of Paranas.
