In celebration of Local Government Month, DILG Paranas joined the regular Monday Flag-Raising Ceremony, highlighting the importance of strengthening local governance and renewing the commitment of public servants to deliver responsive, transparent, and accountable public service.

During the ceremony, MLGOO Dina R. Isanan delivered an advocacy message underscoring the vital role of local government units in promoting good governance, fostering meaningful citizen participation, and ensuring that government programs and services address the needs of their constituents. The message also emphasized that effective local governance goes beyond compliance with policies and requirements; it requires genuine dedication, collaboration, and a shared responsibility to improve the lives of the people.

This week, DILG Paranas strengthened local governance through technical assistance, monitoring, and coordination. Key activities included the assessment and validation, as well as calibration of results, for the Search for the 2026 Outstanding Barangay Secretary; review of SGLGB documents; assistance with barangay reportorial submissions; and coordination with the LCE and concerned LGU personnel on governance programs and Drug-Free Workplace initiatives.

The office also attended the Barangay Assembly in Barangay Patag, addressed walk-in clients’ concerns, and participated in flag ceremonies.

Pursuant to DILG Memorandum Circular No. 2026-012, all barangays are encouraged to conduct their Barangay Assembly Day for the Second Semester of CY 2026 on any Saturday or Sunday of October.

This is your opportunity to learn about your barangay’s accomplishments, financial reports, ongoing projects, and development priorities. More importantly, it is a platform to raise concerns, ask questions, and contribute ideas for your community.

In recognition of this vital work, the search for the 2026 Outstanding Barangay Secretary continues in the Municipality of Paranas.

The DILG Paranas Municipal Operations Office, through MLGOO Dina R. Isanan, conducted the on-site assessment and validation of Barangays Cantato, Tenani, and Patag, marking the completion of the validation activities for the participating barangays.

The assessment focused on established criteria for the search, including the quality and timeliness of required reportorial submissions, such as monthly, quarterly, semestral, and other prescribed reports and documents. It likewise examined the proper records keeping, filing, organization, completeness, and safekeeping of barangay records, as well as compliance with the Barangay Full Disclosure Policy (BFDP) and other relevant administrative requirements.
More than simply checking whether documents are present, the on-site validation sought to determine the quality, accuracy, completeness, organization, and timeliness of the work being performed and maintained at the barangay level.
Through this initiative, DILG Paranas highlights the vital role of Barangay Secretaries in keeping barangay administration organized, documented, transparent, and responsiveβ€”quietly working behind the scenes to ensure that essential records, reports, and administrative processes remain in order.

October 5, 2026 | Paranas, Samar β€” The search for the 2026 Outstanding Barangay Secretary is now underway as the DILG Paranas Municipal Operations Office, through MLGOO Dina R. Isanan, conducts on-site assessment and validation in Barangays 3, 4, and 5 of the Municipality of Paranas.

The assessment goes beyond the submission of documents. It seeks to determine how effectively the Barangay Secretary performs the vital responsibilities of documentation, records management, and administrative support to barangay governance.

Among the areas being assessed are the quality and timeliness of mandatory reportorial submissions, including monthly, quarterly, semestral, and other prescribed submissions and related documents. The assessment also covers the organization, completeness, filing, and safekeeping of barangay records, ensuring that essential documents are properly maintained and readily accessible.

Likewise, the assessment looks into the Barangay Full Disclosure Policy (BFDP) compliance, as well as the organizational structure of the barangay and other mandated barangay structures.

Through actual on-site validation, the assessment provides an opportunity to verify not only the presence of required documents, but also the quality of work, consistency of compliance, and effectiveness of records and administrative systems maintained at the barangay level.
