Councilor Samuel H. Jucar highlighted the challenges faced by overseas job applicants, particularly those bound for Taiwan, due to discrepancies in civil registry records that have delayed or jeopardized their employment despite having valid PSA-issued documents. He called for stronger coordination among the PSA, DMW, DFA, TECO, the City Civil Registry Office, and recruitment agencies to harmonize verification procedures and resolve documentary issues promptly. Councilor Jucar also urged recruitment agencies to conduct early document verification to prevent applicants from incurring unnecessary expenses before issues are identified. He commended the City Civil Registry Office for assisting affected applicants and emphasized the need for institutionalized inter-agency coordination to ensure that qualified overseas workers are not deprived of employment opportunities due to avoidable administrative and technical barriers.
Councilor Nerissa Joy O. Almazan delivered two privilege speeches. First, she raised concerns over the shortage of essential laboratory supplies and the lack of Medical Technologists at the City Health Office, warning that these issues could affect the delivery of quality healthcare services. She urged the immediate replenishment of laboratory materials and the prompt filling of vacant Medical Technologist positions to ensure uninterrupted health services.
Councilor Almazan recognized the invaluable contributions of elected barangay officials and proposed the granting of a gratuity pay and formal recognition to qualified three-term barangay officials upon the completion of their service. She called for the drafting of an ordinance to institutionalize this incentive as a meaningful acknowledgment of their dedication to grassroots governance.
