Mayor Roel Tupas Belleza has issued Executive No. 23 Series of 2026, directing all departments and offices of the Local Government Unit of San Rafael to adopt and implement the Government Energy Management and Conservation Program/Protocol.

This initiative supports 𝐌𝐞𝐦𝐨𝐫𝐚𝐧𝐝𝐮𝐦 𝐂𝐢𝐫𝐜𝐮𝐥𝐚𝐫 𝐍𝐨. 𝟏𝟏𝟒 issued by President Ferdinand R. Marcos Jr., which calls on all government agencies to strengthen energy conservation efforts amid the rising cost of fuel and the continuing volatility in global energy markets.

Starting 𝐌𝐚𝐫𝐜𝐡 𝟏𝟔, 𝟐𝟎𝟐𝟔 (𝐌𝐨𝐧𝐝𝐚𝐲), the LGU of San Rafael will implement several energy-saving measures in government operations. These include limiting non-essential electricity use, promoting virtual meetings whenever possible, reducing unnecessary official travel, and improving fuel efficiency in government activities.

As part of the order, most municipal offices will adopt a compressed four-day work week from 𝐌𝐨𝐧𝐝𝐚𝐲 𝐭𝐨 𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲 (𝟕:𝟎𝟎 𝐀𝐌 – 𝟔:𝟎𝟎 𝐏𝐌). However, departments providing essential public services such as MHO, PNP, BFP, MSWDO & MDRRMO will remain fully operational to ensure uninterrupted delivery of services to the people.

This measure reflects the Municipality of San Rafael’s commitment to support national directives, promote responsible energy use, and ensure the efficient utilization of public resources for the benefit of all SAN RAFAELEÑOS.
