Strengthening Partnerships for PCRP Implementation|

The KALAHI-CIDSS team conducted its 1st batch of courtesy calls with the Municipal Social Welfare and Development Officer, Municipal Environment and Natural Resources Officer, Municipal Engineer, Municipal Budget Officer, and Municipal Accountant of Sibutad, Zamboanga del Norte on June 10, 2026. The activity served as an opportunity to introduce the Philippine Community Resilience Project (PCRP) and strengthen coordination with key municipal stakeholders.

Through this engagement, the team aims to establish rapport and foster a strong working relationship with the Municipal Representative Team (MResT), whose support and participation are essential in the successful implementation of the new KALAHI-CIDSS modality. Together, we move forward in building more resilient and empowered communities.

ACT & MCT MEETING CUM ACT COACHING WITH TECHNICAL ASSISTANCE | June 8, 2026

The Area Coordinating Team (ACT) and Municipal Coordinating Team (MCT) of Sibutad conducted the ACT & MCT meeting cm ACT Coaching with Technical Assistance at the KALAHI-CIDSS Office, Sibutad, Zamboanga del Norte.

The activity focused on strengthening team coordination and enhancing staff preparedness for the implementation of the Philippine Community Resilience Project (PCRP). Key discussions included the assignment of staff responsibilities such as the designation of a minutes taker, updates on the status of community profiling activities, and preparations for the upcoming ACT Roll-Out.

The session also served as a venue to reiterate the roles and functions of ACT staff. Ms. Edlyn Calaguan, Area Coordinator, discussed the responsibilities of the Community Empowerment Facilitators (CEFs) and emphasized their important role in community organizing, facilitation, and stakeholder engagement. Meanwhile, Mr. Steven Rhey Sibugal, Technical Facilitator, provided an overview of the Community Resilience Investment Plan (CRIP), Municipal Resilience Team (MResT), and the Resilience Planning process, highlighting their significance in identifying and addressing community resilience needs.

The team likewise discussed ways forward and other operational concerns to ensure the effective and efficient delivery of program activities in preparation for the implementation of PCRP in the municipality.

CONDUCTED MEETING WITH BNS AND BHW | June 2, 2026

The Community Empowerment Facilitator (CEF) and Municipal Community Empowerment Facilitator (MCEF) conducted a meeting with the BNS and BHW in Barangay Calube, Sibutad, Zamboanga del Norte.

The activity aimed to ensure the completeness, accuracy, and consistency of the community profiling data through close coordination with the BNS and BHW. It also sought to strengthen collaboration among local health and nutrition volunteers in validating and updating community information, which is essential for effective planning and implementation of community development programs.

Through this collaborative effort, the team continues to promote reliable data gathering and strengthen community participation in the development process.

📍 ATTENDED BARANGAY SESSION | June 3, 2026

The Community Empowerment Facilitator (CEF) and Municipal Community Empowerment Facilitator (MCEF) attended the Barangay Sessions in Barangays Sawang and Calube, Sibutad, Zamboanga del Norte.

The activity aimed to inform the barangay officials and community members that KALAHI-CIDSS is back in the municipality through its new modality, the Philippine Community Resilience Project (PCRP). An overview of the program was presented, highlighting its goals, processes, and the important role of community participation in building resilient communities.

The session also served as an avenue to inform the barangays about the upcoming Municipal Orientation to be conducted after the training of the Area Coordinating Team (ACT), ensuring that stakeholders are prepared and well-informed for the succeeding project activities.

Knowledge Sharing Session: Bag-ong Pamaagi para sa Lig-on nga Komunidad

On June 04, 2026, the Area Coordinating Team and Municipal Coordinating Team conducted a Knowledge Sharing Session entitled "Bag-ong Pamaagi para sa Lig-on nga Komunidad" at Sinipay Island, Sibutad, Zamboanga del Norte.

This session aimed to deepen the community's understanding of the new modality under KALAHI-CIDSS through the Philippine Community Resilience Project (PCRP), to clarify the role of the community in the program, and to highlight the importance of cooperation and active participation. It also sought to equip community members with knowledge on how to strengthen their resilience against disasters and other crises.

The Area Coordinating Team and Municipal Coordinating Team would like to extend their heartfelt gratitude to the representatives from the different sectors for their active presence and participation, and to Barangay Captain Sabino B. Limbago Jr. for graciously allowing and supporting the conduct of this activity.

Strong systems. Strong communities. Strong leaders. 💪

We close out the three-day Basic CRIP Training Course for ACT's Stage 1 and 2 on a high note! The Area Coordinating Teams (ACT) and Municipal Coordinating Teams (MCT) of Sibutad — together with ACTs and MCTs from different municipalities — gathered virtually via Google Meet for Day 3 of this transformative training held this May 25–28, 2026.

On this final day, the teams dove into the critical building blocks of PCRP implementation — covering the Overview of PCRP Procurement and Financial Management Framework, PCRP Implementation Arrangements, and the Fundamentals of Presentation and Facilitation. These are not just topics on a training agenda — these are the tools that will empower our ACTs to lead, manage, and sustain resilience efforts at the community level.

Building resilient communities starts with equipping the right people.

On Day 2 of the three-day Basic CRIP Training Course for ACT's Stage 1 and 2, the Area Coordinating Teams (ACT) and Municipal Coordinating Teams (MCT) of Sibutad — together with ACTs from different municipalities — continue to deepen their understanding of the Philippine Community Resilience Project (PCRP) through a virtual session via Google Meet this May 25–28, 2026. With the World Bank's standards as their guide, these teams are not just attending a training — they are stepping up to be the frontliners of community resilience.

This morning, the discussion centered on CRIP Highlights — from Municipal Orientation and the First Barangay Assessment to the Participatory and Resource Vulnerability Assessment (PRVA) and the Stakeholders Feedback Mechanism. This afternoon, the Resource person tackled the PCRP Monitoring and Evaluation Mechanisms and Framework, and the critical lens of Environmental and Social Safeguards.

Every concept learned today is a step toward safer, stronger, and more resilient communities tomorrow. And in the spirit of teamwork, the ACT and MCT also showed their creative side through a fun game called "Paint Me a Picture" — where teams recreated a movie poster together! Because at the end of the day, strong communities are also built on laughter, creativity, and the bonds we forge with one another.

Part 1: Online Context Setting

Today marks the beginning of a 4-day virtual training (May 25-28, 2026) via Google Meet, bringing together all Area Coordinating Teams (ACTs) and Municipal Coordinator Teams (MCTs) from different municipalities.

This training aims to equip our ACTs with a comprehensive understanding of the PCRP guiding principles, operational standards, and tools, build their readiness and confidence in applying PCRP approaches in the field, and sharpen their facilitation, presentation, coordination, and instructional skills for meaningful community engagements.

Strengthening Partnership and Commitment for Community Development

On May 21, 2026, the ACT Sibutad conducted a meeting with the Municipal Mayor Edilbrando Lagudas, Executive Secretary Joseph Andog, and MSWDO Morvic Ageas to discuss the compliance and continuing commitment of the LGU in the implementation of community-driven development initiatives as well as the delivery of Local Counterpart Contribution.

This engagement highlights the importance of strong collaboration between the LGU and program implementers in ensuring responsive, inclusive, and sustainable services for the communities of SIBUTAD.

Last April 13, 2026, the Area Coordinating Team together with Ma’am Tanie Sunao, CDO III, formally conducted a courtesy call with Mayor Edilbrando B. Lagudas of the Municipality of Sibutad.

The activity served as an avenue to formally introduce and discuss the implementation of the Philippine Community Resilience Project (PCRP), the new modality of KALAHI-CIDSS. The project aims to strengthen the resilience and adaptive capacities of communities through community-driven development approaches that promote disaster preparedness, climate change adaptation, and sustainable local development initiatives.

During the courtesy call, the team highlighted the importance of collaborative governance and the essential role of the Local Government Unit in supporting programs and interventions that respond to the needs and priorities of vulnerable communities. The discussion also underscored the value of partnership, transparency, and active community participation in ensuring the effective and meaningful implementation of the program.

The meeting further strengthened coordination and cooperation between the project implementing partners and the Municipal Local Government Unit of Sibutad in advancing initiatives geared toward building safer, more prepared, and more resilient communities.
