DAY 7 | CAP PHASE 3 - COMMAND CONFERENCE AND CLOSING CEREMONY
SILANG, CAVITE, March 7, 2025 - On March 7, 2025, the PNPA Sinaglawin Class of 2025, Group 3, stepped into the shoes of law enforcement strategists by participating in a simulated Oversight Committee Meeting focused on Anti-Illegal Drugs and Enhanced Managing Police Operations. Held at Heroes Hall, the session was led by PCOL Angela Q. Rejano, Assistant Dean of Academics, alongside other PNPA officers. This exercise provided the cadets with a rare opportunity to engage in high-level strategic discussions, mirroring the decision-making processes of actual oversight committees in the Philippine National Police (PNP).

Throughout the simulation, the cadets took on the critical task of evaluating ongoing initiatives aimed at combating illegal activities. They assessed current operational strategies, identified areas where improvements could be made, and proposed actionable steps to enhance law enforcement efforts. The cadets were encouraged to think critically about complex issues, balancing both short-term goals and long-term objectives. This hands-on exercise gave them a realistic glimpse into the intricacies of strategic planning and the continuous refinement needed in law enforcement operations.

DAY 6 | CAP PHASE 3 - CRISIS MANAGEMENT (BOMBING)
SILANG, CAVITE, March 6, 2025 - On March 6, 2025, the PNPA Sinaglawin Class of 2025, Group 3, stepped into a high-stakes scenario at their mock station, "Walang Katulad Municipal Police Station," where they simulated a bombing incident to sharpen their crisis management capabilities. This exercise allowed the cadets to implement the Incident Command System (ICS), a standardized framework that ensures effective command, control, and coordination during emergency situations. The simulation was designed to test their ability to manage high-pressure situations while maintaining clear communication and structured leadership, key components in handling complex crises.

During the operation, the cadets responded swiftly to the incident, applying ICS principles to manage the chaos effectively. Their structured approach ensured that all roles were clearly defined, and resources were appropriately allocated to mitigate the situation. The exercise highlighted the importance of effective coordination between multiple agencies and the need for decisive leadership when responding to emergencies. DAY 5 | CAP PHASE 3 - NATIONAL WOMEN,S MONTH CELEBRATION
SILANG, CAVITE, March 5, 2025 - At Walang Katulad Municipal Police Station, Women’s Month was celebrated with a special focus on women’s empowerment, led by the dedicated Women and Children Protection Desk (WCPD) team under the guidance of PLT Arianne Pagharion. The station marked this important occasion by recognizing the pivotal role that women play in strengthening communities and shaping a better future for all. The theme for this year’s celebration, "Babae sa Lahat ng Sektor, Aangat ang Bukas sa Bagong Pilipinas," resonated deeply with the efforts of the WCPD in providing support and protection to women and children who are most vulnerable in society.

Under PLT Pagharion’s leadership, the WCPD section at Walang Katulad Municipal Police Station has worked tirelessly to ensure that women and children are empowered with knowledge and resources to safeguard their rights. During Women’s Month, various programs and activities were organized, including workshops on women’s rights, health, and safety. These initiatives aimed to equip women with the tools they need to assert their voices and take an active role in both their personal lives and the broader community.

SILANG, CAVITE, March 4, 2025 - On March 4, 2025, the PNPA Sinaglawin Class of 2025, Group 3, embarked on an intensive hands-on learning experience through a simulated buy-bust operation at their mock station, "Walang Katulad Municipal Police Station." As part of their Cadet Attachment Program Phase 3: Case-Based Scenario, the cadets meticulously planned every aspect of the operation. They ensured that all necessary documentation was prepared, and logistics were coordinated to adhere to strict legal protocols. This exercise gave them an opportunity to practice vital law enforcement skills, including the use of marked buy-bust money, which they utilized during the simulated drug operation.

The cadets followed proper procedures throughout the exercise, demonstrating their commitment to professionalism and legal compliance. The simulation required them to balance strategic planning with quick decision-making under pressure, all while upholding the integrity of the operation. DAY 3 | CAP PHASE 3 - TURNOVER OF OFFICE CEREMONY
SILANG, CAVITE, March 3, 2025 - On the third day of Phase 3: Case-Based Scenario, the PNPA Sinaglawin Class of 2025, Group 3, took part in an impactful leadership exercise at their mock station, "Walang Katulad Municipal Police Station." The highlight of the day was the simulated turnover of command ceremony, an event designed to provide cadets with a practical understanding of leadership transitions in law enforcement. The ceremony marked the appointment of PLTCOL Christianson Baltazar as the new Chief of Police, a role he assumed with a deep sense of responsibility and dedication to his duties. This critical moment was overseen by PCOL Robert Paras Amoranto, Provincial Director of the Cavite Police Provincial Office, who conducted the official turnover with great professionalism, highlighting the importance of protocol and ensuring the seamless continuity of operations within the police station.

The turnover ceremony was a valuable learning opportunity for the cadets, as it allowed them to observe the process of leadership change from a first-hand perspective. SILANG, CAVITE, March 2, 2025 - On the second day of Phase 3: Case-Based Scenario, the PNPA Sinaglawin Class of 2025, Group 3, took part in a dynamic training session at the Walang Katulad Municipal Police Station, under the leadership of PLTCOL Marc Joseph L. Vitto, Chief of Police. The cadets were actively involved in conducting checkpoints and patrolling strategic areas, offering them a practical opportunity to apply law enforcement procedures in real-world settings. These activities not only reinforced their understanding of maintaining road safety but also heightened their awareness of the critical role police visibility plays in deterring criminal activity and ensuring community security.

DAY 1 | OPENING CEREMONY - CASE BASED SCENARIO (PHASE 3 CAP)
SILANG, CAVITE, MARCH 1, 2025 - The Opening Ceremony of the Cadet Attachment Program Phase 3 marked a pivotal moment in our transformation from students to active participants in the world of law enforcement. This phase promises to deepen our practical understanding of police work by immersing us in case-based scenarios that reflect real-life challenges faced by police officers. Each scenario is carefully designed to test our critical thinking, communication, and problem-solving skills, ensuring we are equipped to handle everything from minor disturbances to complex incidents. PCOL Maria Sheila T. Portento, our Dean of Academics, emphasized the importance of adaptability, resourcefulness, and resilience, urging us to embrace these simulations as valuable opportunities to refine our abilities and better understand police station operations.

As we move beyond observation and into action, the Cadet Attachment Program Phase 3 offers us the chance to synthesize the knowledge and experiences gained during our previous immersion. One key element highlighted during the ceremony was the creation of a standard document folder for each scenario. This tool allows us to capture our reflections, document our responses, and track our growth throughout the process. By integrating theoretical lessons with hands-on practice, this phase helps prepare us for the real-world demands of policing, as we strive to uphold justice, public service, and the integrity of our profession. DAY 18 | FIELD VISIT (PCG)

The SINAGLAWIN Class of 2025’s visit to the National Headquarters of the Philippine Coast Guard (PCG) was a transformative experience, offering invaluable insights into maritime law enforcement and national security. Guided by our Dean of Academics, PCOL Maria Sheila T. Portento, we were warmly received by COMMO Paolo Z. Abejuela, Superintendent of the Philippine Coast Guard Academy. The primary goal of the visit was to understand the pivotal role of the PCG in maritime security and its collaboration with the Philippine National Police to enforce laws and protect our waters. Highlights of the visit included a tour of the National Maritime Center, where we observed real-time vessel monitoring systems and learned about the challenges of safeguarding critical territories like the BRP Sierra Madre and the West Philippine Sea. The advanced surveillance technologies underscored the importance of inter-agency coordination in addressing the complexities of maritime security.

The visit further deepened our understanding as we toured the BRP Gabriela Silang, one of the PCG's most advanced vessels. The ship’s design and capabilities for various maritime missions were a testament to the PCG’s commitment to safeguarding the nation’s maritime interests. Our visit concluded with a briefing at the NHQ-PCG Hall, where engaging discussions on leadership challenges and the PCG's mandates further solidified our understanding of the agency’s crucial role in national sovereignty and maritime safety. Reflecting on the experience, we left with a renewed sense of duty and commitment to uphold the values of service, integrity, and vigilance, inspired by the PCG’s dedication to the country.

DAY 17 | FINANCIAL LITERACY
SILANG, CAVITE - In a powerful financial literacy seminar led by JCSUPT Brendan O. Fulgencio, RD BJMP Region 2, future law enforcers were reminded of a crucial yet often overlooked aspect of personal and professional development: financial education. The seminar highlighted the significant gap in our educational system regarding financial knowledge, stressing how a lack of financial literacy can hinder our decision-making abilities, ultimately impacting both personal and professional growth. JCSUPT Fulgencio emphasized the importance of making wise financial choices, not only for our own well-being but also to set a positive example for the communities we serve. He noted that sound financial practices, such as budgeting, saving, and investing, are essential for a secure future and for maintaining the integrity of law enforcement professionals.

The seminar also underscored the responsibility that comes with wealth creation. While the process of building wealth is simple, many fail to achieve financial stability due to a lack of fundamental knowledge. Fulgencio urged the attendees to view retirement not as a distant phase but as an attainable status through discipline and informed decision-making. Prioritizing savings and investments was highlighted as a key factor in building a solid financial foundation, offering safety nets for unforeseen circumstances and tools for wealth accumulation. DAY 16 | QUEZON CITY POLICE DISTRICT FIELD VISITATION
QUEZON CITY, February 24, 2025 -
The PNPA SINAGLAWIN Class of 2025 took their learning journey to the Quezon City Police District (QCPD), where they were welcomed by PCOL Melecio M. Buslig Jr., Acting District Director. During their visit to Camp Tomas B. Karingal, the cadets had the opportunity to explore various offices and facilities, immersing themselves in the daily operations and leadership practices that drive one of the most active police districts in the country. The experience offered a unique look into the inner workings of urban policing and provided the cadets with valuable lessons on the complexities of maintaining public safety in a densely populated area.

As they toured the QCPD, the cadets gained a deeper understanding of the challenges law enforcement faces in a fast-paced, ever-evolving urban environment. The visit offered practical insights into how the police adapt their strategies and operations to effectively respond to the dynamic issues of crime prevention, law enforcement, and community relations. DAY 16 | NDRRMC-OCD FIELD VISITATION
QUEZON CITY, February 24, 2025 -
On February 24, 2025, the PNPA SINAGLAWIN Class of 2025 embarked on an eye-opening visit to the Office of Civil Defense (OCD), gaining valuable insight into the country’s Disaster Risk Reduction and Management (DRRM) system. Led by PCOL Angela Rejano, Dean of Academics, the group was warmly welcomed by Undersecretary Ariel F. Nepomuceno and Colonel Eugenio Gepte, Jr. of the OCD’s Civil Defense and Disaster Management Training Institute. The visit began with an informative overview of the OCD’s operations, followed by a tour of the National Disaster Risk Reduction and Management Council (NDRRMC) Operations Center, where Undersecretary Nepomuceno highlighted the critical role of the PNPA in the nation’s disaster response framework.

The discussions throughout the day centered on strengthening the partnership between the PNPA and the OCD. Undersecretary Nepomuceno emphasized the importance of collaboration in ensuring public safety and effective disaster response. Talks also explored the integration of DRRM courses into the PNPA curriculum and the development of joint training programs for both PNPA and OCD personnel. DAY 15 | THE EXIT CALL
LIPA CITY, BATANGAS, February 21, 2025 -
As Team 19 of the PNPA Sinaglawin Class of 2025 wrapped up their Station Immersion at the Lipa Component City Police Station, they marked their final day with a heartfelt farewell to the mentors and officers who had guided them throughout the program. The cadets made a courtesy visit to PLTCOL Rix Supremo Villareal, Chief of Police at Lipa CCPS, who shared his valuable insights and encouraging words as they neared the completion of their journey toward becoming future officers of the law.

In his message, PLTCOL Villareal highlighted the essential values of discipline, integrity, and dedication that are foundational to their growth as law enforcement professionals. His words resonated with the cadets, reinforcing the importance of these qualities not just in their training but in their everyday work as future officers. With these guiding principles, Team 19 was reminded of the responsibility they carry as they prepare to embark on their next chapter of service to the community.
