READ | DILG to NEOs: Fulfill your election promises

Public service begins with the capacity to deliver—and the time to deliver is now.

This was the clear message of the Department of the Interior and Local Government (DILG) to newly elected provincial leaders during the introductory course under the Newly Elected Officials (NEO) Performing Leadership for Uplifting Service (PLUS) Program.

DILG Undersecretary for Local Government Marlo Iringan said voters did not choose leaders based on promises alone—but on the hope that those promises would be turned into action. These include critical issues such as road and water systems, education, employment, and peace and order.

"Over the next three years, your actions will define how real these promises will become in the lives of your constituents," Iringan said.

“The people believed in you. Now, they are looking at you not just for words, but for performance,” he added.

Speaking on “Philippine Local Governance and Excellence in Public Service,” Iringan addressed the newly elected leaders during the kickoff of theNEO PLUS Program organized by the Local Government Academy, the DILG’s training arm for local officials.

He likewise reiterated the message of Secretary Jonvic Remulla, who earlier called on all local officials to lead with transformation, inspiration, and hope.

“You hold the power to shape your provinces and communities. Gamitin ninyo ang kapangyarihang ito, hindi para sa pansariling pakinabang, kundi para sa sama-samang pag-angat ng inyong mga nasasakupan,” Iringan emphasized.

He also assured the new local chief executives of the DILG’s continued support, capacity development, and mentorship to help them govern effectively and bring real results to their communities.

DILG NORTHERN SAMAR - As the department continues to accelerate its implementation of various programs for the upcoming semester, the DILG NS conducts mid-year evaluation highlighting updates on the Retooled Community Support Program. Alongside the evaluation is the conduct of Provincial Team Conference and Sub-Regional LGRC Meeting on June 23, 2025 at the Ephine's Foodhauz, Brgy. Macagtas, Catarman, Northern Samar.
To set the tone right, PD Geraldine Maquelabit welcomed everyone and applauded the outstanding performance of all Municipal Local Government Officers. In her statement, "We are already doing well in the first semester, so let us aim for the best this year."
The activity forwarded with the presentation of the varied program updates under the Project Development and Management Unit presented by Engr. Gerald Pajarito.
The presentation was followed by LGOO II Engr. Joven Estrelles’ presentation re updates in the 2025 RCSP implementation on the beneficiary barangays. After which, Financial updates were presented by ADAS II Cherrie Ruth Vacal-Valle.
One of the highlights of the Team Conference was the turn-over ceremony of the outgoing and incoming cluster head of the department. With CH Mauricio Labado Jr. geared to serve in the Province of Leyte, the province welcomed the incoming Cluster Head Jean Redi Briones, the former CLGOO of Ormoc City.
The team also gave a send-off to Engr. Eva Christian Toray, MLGOO of Laoang, who will be joining Team Biliran.
As NSPO gears towards the second semester, the NEO+++ Orientation was put in place. A presentation was made by Program Manager Eduardo Diaz assisted by LGOO II Jane Figueroa, discussing the province's strategy in the first 100 days of newly elected officials.
The activity concluded with bittersweet emotionsbut with renewed passion to serve the community beyond the expectation.

READ | DILG reprograms barangay good governance seal program to sync with new SGLG

With the ongoing recalibration of the Seal of Good Local Governance (SGLG) program, the Department of the Interior and Local Government (DILG) announced that the Seal of Good Local Governance for Barangay (SGLGB) will also undergo reprogramming this year to ensure alignment with the newly-restructured performance framework for local governments.

In 2023, the Department launched the first nationwide implementation of the SGLGB, a performance-based assessment and incentive program designed to promote transparency, accountability, and excellence in barangay governance.

According to DILG, the 2025 SGLGB assessment is deferred to support the transition toward a unified, strategic, and outcome-based performance system that will cover both barangay and higher-level local government units (LGUs).

Previously, the 2025 SGLG assessment was also deferred to focus on long-term solutions, measurable impact, and improved funding mechanisms. The recalibrated SGLG will now serve as the basis for improving how barangays are evaluated under the SGLGB program.

Similar to the SGLG governance clusters, the Department plans to consolidate the existing core governance areas and essential governance areas of SGLGB into fiscal management, public safety, social services, and innovation for streamlined performance indicators.

The new system will also follow a term-based approach, which means barangays will be given enough time to show real changes before they are assessed. The DILG wants to make sure the program is fair, realistic, and encourages lasting improvements.

The DILG said the updated SGLGB guidelines will be issued within the year to guide implementation and ensure consistency in monitoring and evaluation.

Barangay participation in the program grew by five percent, from 39,623 in 2023 to 41,610 in 2024.

Of these, 3,283 barangays were recognized as SGLGB National Passers last year, including 663 that earned the Seal for two consecutive years.
