Ang iyong appointment ay isang makabuluhang pagkilala sa iyong natatanging kakayahan, integridad, at walang sawang paglilingkod para sa kapakanan, karapatan, at kaunlaran ng mga Katutubong Pamayanan.

Nawa'y patuloy mong maging inspirasyon ang tapat na pamumuno at malasakit sa pagsusulong ng adhikain ng mga Katutubong Pilipino.

Sa bawat usaping may direktang epekto sa mga Katutubong Pamayanan, mahalagang magsimula sa pakikinig.

Sa pangunguna ni NCIP Secretary at Chairperson Nancy A. Catamco, nakipagdayalogo ang National Commission on Indigenous Peoples (NCIP) sa mga Aeta Hungey ICCs/IPs sa Sitio Binyayan, Capas, Tarlac upang direktang marinig ang kanilang mga hinaing, pangamba, at pananaw kaugnay ng Pax Silica Project.

Binigyang-diin ni Secretary Catamco na dadalhin ng NCIP ang mga boses ng komunidad sa mga susunod na pakikipag-ugnayan at talakayan sa mga kinauukulang ahensya at institusyon.

Hindi hadlang sa pag-unlad ang mga Katutubong Pamayanan.
Bahagi sila nito. Tungkulin ng NCIP na tiyaking naririnig ang kanilang boses at iginagalang at pinangangalagaan ang kanilang mga karapatan, kultura, at lupang ninuno habang isinusulong ang pambansang kaunlaran.

OPISYAL NA PAHAYAG

Ang 2026 FPIC Guidelines ay bunga ng mahigit isang dekadang masusing pagsusuri at malawak na konsultasyon at pakikipagdiyalogo sa mga Katutubong Pamayanan, mga NCIP Field Offices, iba’t ibang ahensiya ng pamahalaan, civil society organizations, pribadong sektor, at iba pang stakeholder sa iba’t ibang panig ng Pilipinas. Isinulong ang mga ito upang tugon sa mga aral at hamon sa pagpapatupad ng 2012 FPIC Guidelines at higit pang patatagin ang proteksiyon sa mga karapatan ng mga Katutubong Pamayanan sa ilalim ng IPRA.

Kabilang sa mahahalagang reporma ang pagpapalakas ng transparency at pananagutan sa pamamagitan ng FPIC Transparency Portal, mas mahigpit na disclosure requirements
para sa mga aplikante, pagkilala sa precautionary principle para sa mga proyektong may mataas na panganib sa kapaligiran at kultura, pinalakas na human rights monitoring, mas malinaw na mga tuntunin laban sa conflict of interest, at patuloy na obligasyon sa pagsunod sa mga kondisyon ng FPIC sa buong panahon ng implementasyon ng proyekto.

Nananatiling bukas ang NCIP sa makabuluhang diyalogo at mga mungkahi upang higit pang mapatatag ang pagpapatupad ng FPIC. Patuloy naming ipagtatanggol ang karapatan ng mga Katutubong Pamayanan na malayang magpasya sa mga usaping nakaaapekto sa kanilang mga lupang ninuno, kultura, at kinabukasan.

NCIP Cotabato Province highlights the successful Ratification of the Local Policy Guidelines (LPG) for the Tinonanon and Kulamanen tribes, held in the Municipality of Arakan on July 13, 2026.

The activity brought together tribal elders, leaders, and community members from the Tinonanon and Kulamanen Indigenous Cultural Communities to review, approve, and formally adopt their localized framework.

The ratified policy guidelines will serve as the official governing basis for the tribe’s leadership and selection processes, ensuring a transparent, unified, and culturally grounded procedure for the entire community.

NCIP Cotabato Province highlights the successful conduct of the Local Policy Guidelines Formulation for the Municipality of Magpet, held at Sitio Palo Dos on July 14, 2026.

The activity was spearheaded by Provincial Legal Officer Atty. Caryl Shenn Boliver, working closely with a Technical Working Group (TWG) composed of selected tribal leaders representing various barangays across Magpet.

Together, the team crafted a comprehensive framework that will establish clear local policy guidelines, serving as the official basis for the community’s upcoming selection process and ensuring a culturally rooted, transparent procedure.

𝗠𝗢𝗔 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗿𝗲: 𝗡𝗼𝘁𝗼𝗻𝗴𝗮𝗻 𝗪𝗮𝘁𝗲𝗿 𝗦𝘆𝘀𝘁𝗲𝗺 | 𝗔𝘂𝗴𝘂𝘀𝘁 𝟬𝟱, 𝟮𝟬𝟮𝟲

NCIP Cotabato Province, under the leadership of OIC–Provincial Officer Joyce Monique J. Mondragon, conducted a MOA Monitoring activity for the Notongan Water System on August 05, 2026, at Sitio Settlement, Barangay Buhay, Makilala.

The joint site activity was attended by representatives from the Metro Kidapawan Water District (MKWD), including Department Manager for TSD Engr. Elben S. Daquipa, MBA, Division Manager - ENRO Engr. Canuto A. Codilla, Jr., MPA, and staff members, alongside representatives from the Bagobo-Tagabawa ICC.

In accordance with Article IX of the current MOA, this initiative forms part of the MOA Monitoring Committee (MMC) mandate—composed of NCIP Cotabato Provincial Office, MKWD, and the Bagobo-Tagabawa ICC—to jointly evaluate and assess compliance with the terms and conditions embodied in the agreement.

In addition to reviewing current compliance, the monitoring activity also serves to lay the groundwork and technical assessments in preparation for the upcoming MOA renegotiation.

With 87 sites, 1,200+ employers, and 117,000+ job opportunities, the initiative prioritizes Indigenous Peoples, including IPEAS graduates and other IP jobseekers.
