On March 13, 2025, barangay secretaries from Surallah gathered at Blue Haven Resort, Banga, South Cotabato, for an Orientation/Workshop on the Retention Program of the Barangay Drug-Clearing.

LGU Surallah Receives DOH Accreditation for Community-Based Drug Rehabilitation Program

Surallah, South Cotabato — The Local Government Unit (LGU) of Surallah has once again proven its commitment to promoting health and safety within the community after successfully passing the Community-Based Drug Rehabilitation Program (CBDRP) Accreditation conducted by the Department of Health (DOH) - Center for Health Development SOCCSKSARGEN Region.

The CBDRP aims to provide accessible and holistic rehabilitation services to individuals battling substance use disorders, offering them a second chance at a better life. With the accreditation, Surallah’s efforts in providing quality drug rehabilitation programs have been recognized as meeting the standards set by the DOH.

The success of this milestone was made possible through the concerted efforts of the Municipal Anti-Drug Abuse Council (MADAC), chaired by Municipal Mayor Hon. Pedro M. Matinong Jr., in partnership with the Surallah Rural Health Unit, led by Dr. Neil T. Crespo, MD, and MADAC Program Head Mr. Mark S. Alagbay, PDO III. Their dedication to implementing evidence-based interventions and fostering a drug-free community has been instrumental in this achievement.

In a statement, Mayor Matinong expressed his gratitude to the entire MADAC Council, DILG, MHO, MSWDO, PNP, PDEA, Barangay Captains and their respective Secretaries, and all the Pastors for their unwavering commitment to addressing drug-related challenges in Surallah.

“This accreditation is a testament to our collective efforts in ensuring that our community members receive the proper support and rehabilitation they need. It also reflects our determination to build a safer and healthier Surallah. Let us continue working together to sustain this success for the benefit of our town and its future generations,” Mayor Matinong said.

The Municipal Anti-Drug Abuse Council (MADAC) and Yakap Bayan program recognizes the unwavering commitment and tireless service of the MADAC/Yakap-Bayan counselors in supporting and carrying out the efforts of the Local Government Unit of Surallah under the leadership of Hon. Mayor Pedro "Cano" Matinong, Jr. These counselors play a vital role in guiding and providing after-care sessions to Recovering Persons Who Use Drugs (RPWUDs) in alignment with the mandate of the national drug abuse prevention program.

On November 21-22, 2024, under the MSWDO Protective Service Section, Yakap-Bayan program, conducted a stress debriefing session for the MADAC/Yakap-Bayan counselors at Butal Beach, Glan, Sarangani Province. This initiative aimed to honor the sacrifices of our pastors, who not only encourage but also pray for the well-being of their clients during and even beyond the after-care sessions. The event featured various activities designed to strengthen the bond among counselors and recharge their spiritual, mental, and physical well-being as dedicated duty bearers throughout the year.

Hon. Mayor Pedro "Cano" Matinong, Jr., expressed his heartfelt gratitude to Yakap-Bayan focal person, Ma'am Haide O. Calanza, RSW, for her efficient and effective leadership in implementing the program's services. Students from Libertad National High School (LINHS) proudly represented the municipality in various Drug Abuse Prevention and Control (DAPC) competitions, highlighting the active participation of the Municipal Anti-Drug Abuse Council (MADAC) in the month-long DAPC 2024 celebration.

On November 22, 2024, MADAC staff members Edgel Micah Cabaya and Charo Abrasaldo represented the Hon. Mayor Pedro "Cano" Matinong, Jr., and MADAC-Focal Person Sir Mark Alagbay, together with the LINHS students, in the Provincial DAPC Culmination and Awarding Ceremony held at the Villa Amor Hotel, Koronadal City. Their efforts were rewarded as they secured the following awards: Champion in the Short Film Competition, 2nd Place in Poster Painting, and 3rd Place in the Local Theme Making Contest.

Additionally, the Municipality of Surallah was recognized for its outstanding efforts in the anti-illegal drug campaign, receiving the "High Functional ADAC" award with a perfect 100% functionality score. This reflects the municipality’s strong alignment with the national government's anti-illegal drug campaign.

Surallah Celebrates 10th MADAC Culmination and 2024 DAPC Week with Focus on Prevention

Surallah, South Cotabato – The Surallah Municipal Gymnasium came alive today, November 15, 2024, as the municipality marked the 10th Municipal Anti-Drug Abuse Council (MADAC) Culmination and the 2024 Drug Abuse Prevention and Control (DAPC) Week with the theme, “Investing in Prevention: Advocacy Campaigns Against Illegal Drugs.”

Students from various schools within Surallah enthusiastically participated in a range of competitions, including the Quiz Bee, Yelling Competition, Zumba Competition, Hiphop Dance Competition, and the Battle of the Bands. The activities fostered camaraderie and highlighted the talents and creativity of the youth.

The event was attended by several municipal officials who emphasized the critical role of drug abuse prevention among students. They encouraged young individuals to stay engaged in productive activities as part of a collective effort to build a drug-free community.

In his inspirational message, Hon. Mayor Pedro M. Matinong Jr. expressed his full support for anti-drug abuse programs and initiatives. “We are committed to developing and implementing better programs to safeguard our community, especially our youth, from the dangers of illegal drugs,” he declared.

The guest of honor, Hon. Senator Imee R. Marcos, captivated the audience with her advocacy for education, youth sports involvement, and community engagement as preventive measures against drug addiction. She also shared her advocacies in agriculture, education, and economic prosperity, inspiring the youth to contribute meaningfully to nation-building.

In his closing address, PDO III/MADAC Focal Person Mr. Mark S. Alagbay underscored the importance of early intervention and robust support systems. “Through prevention, we protect individuals and strengthen entire communities, creating a future where prevention is prioritized over crisis management,” he remarked.

The day concluded with the awarding of prizes and certificates of commendation and appreciation to the winners of the various competitions. The event was hailed as a resounding success, uniting the community in a shared commitment to drug prevention and youth empowerment.

November 13, 2024—Yesterday, the Community-Based Drug Rehabilitation Program (CBDRP) final assessment for the 17 barangays of Surallah was held at Felissa Resort and Resto in Banga, South Cotabato. Led by Dr. Adimelca C. Gangoso, MD, MPH, a Medical Specialist from the Department of Health (DOH), the assessment team included representatives from the Philippine Drug Enforcement Agency (PDEA) South Cotabato, Integrated Provincial Health Office (IPHO) XII, and the Provincial Anti-Drug Abuse Council (PADAC).

Hon. Mayor Pedro M. Matinong Jr. honored the event with his presence, accompanied by Municipal Administrator Mr. Benjamin S. Datinguinoo. The event was also attended by MLGOO Ms. Maria Fe T. Soto, PDO III/MADAC Focal Mr. Mark S. Alagbay, and the Punong Barangays and their Secretaries from Surallah’s barangays.

During his address, Mayor Matinong praised the barangay leaders for their commitment and dedication to community health and rehabilitation efforts, noting the crucial role they play in creating a safer and healthier future for Surallah. “Every step we take in supporting the CBDRP is a step towards a better future for our families and communities,” he remarked. “This program is not just about rehabilitation; it’s about building hope and transforming lives.”

The assessment focused on CBDRP standards set by the DOH, with the team directing questions to Barangay Captains to evaluate program implementation. In her feedback, Dr. Gangoso praised the barangays for the significant improvements in their documentation and processes since her last assessment, reflecting their dedication to the program’s success.

The positive outcomes from the assessment reaffirm Surallah’s progress and commitment to drug rehabilitation efforts, with leaders expressing continued support to strengthen their communities through CBDRP initiatives.
