House Speaker Faustino “Bojie” G. Dy III and Majority Leader Ferdinand Alexander “Sandro” Marcos have filed House Bill No. 9965, or the proposed Children’s Social Media Safety Act. This landmark legislation seeks to establish the Philippines’ first comprehensive regulatory framework to shield Filipino minors from cyberbullying, online exploitation, and harmful digital content.

Under the proposed measure, children under 13 will be prohibited from creating social media accounts, while minors aged 13 to 17 will require verifiable parental consent and active supervision. The bill places strict legal obligations on social media companies, mandating robust age-verification systems, default maximum privacy settings, and algorithm regulations, with non-compliant platforms facing fines of up to ₱50 million or potential operational bans.
