"....Under Executive Order No. 17 Series of 2026, employees of all departments and offices of the city government, including attached offices and units under its supervision shall report to work from 7 AM to 6 PM from Monday to Thursday as regular working days.
However, if a regular holiday or special non-working day falls within the Monday-Thursday workweek, the affected offices shall revert to the regular government working schedule of 8:00 AM to 5:00 P.M. for that week.
To ensure uninterrupted public service, offices rendering critical frontline services may maintain regular work schedules or adopt modified arrangements as necessary including Emergency response operations (police, fire, and ambulance services); Public health and medical services; Disaster Risk Reduction and Management operations; Sanitation and garbage collection services; Traffic management and public safety operations; and other offices or functions as may be determined by the City Mayor to be essential. ...."

Mayor Darwin C. Estraรฑero announced on Monday, March 16, that the City Local Government Unit will implement a four-day compressed workweek starting March 23 as part of measures to cut down energy costs amid rising fuel prices.
The move follows the directive of President Ferdinand R. Marcos Jr. under Memorandum Circular No. 114 instructing offices under the executive branch to undertake energy conservation measures including the temporary implementation of alternative work arrangements.
Under Executive Order No. 17 Series of 2026, employees of all departments and offices of the city government, including attached offices and units under its supervision shall report to work from 7 AM to 6 PM from Monday to Thursday as regular working days.
โEmployees shall render ten hours of work per day onsite, four days a week, to complete the required 40 hours in accordance with accordance with the policies of the Civil Service Commission on alternative work arrangements,โ the EO states.
However, if a regular holiday or special non-working day falls within the Monday-Thursday workweek, the affected offices shall revert to the regular government working schedule of 8:00 AM to 5:00 P.M. for that week.

Mayor Estraรฑero also ordered all department heads to ensure that the implementation of the compressed workweek does not disrupt or delay the delivery of government services by adopting mechanism including online services, appointment systems, or skeletal staffing where necessary.
The adoption of a four-day compressed work-week is expected to contribute in the reduction of fuel and energy consumption in government facilities, lessens transportation costs for government personnel, and promotes greater operational efficiency in public service delivery.
