The Bureau of Local Government Finance (BLGF) has officially released Memorandum Circular No. 001.2026, outlining the transition activities for Republic Act No. 12001, also known as the Real Property Valuation and Assessment Reform Act (RPVARA).

As the lead agency, the BLGF is set to oversee key developments, including:

📜 Implementing Rules and Regulations (IRR)

📊 Updated Schedule of Market Values (SMVs)

💸 Real Property Tax (RPT) Amnesty

💻 Development of Computer-Aided Mass Appraisal (CAMA) Systems

🏫 Establishment of Real Property Valuation Units in LGUs

This reform aims to modernize and streamline property valuation across the country for a more transparent and efficient system.

October 16, 2025, marks a major milestone: the successful culmination of the Local Governance Reform Project (LGRP)!

The BLGF Regional Office VIII, hands over a fresh batch of ICT Equipment that isn't just new tech—it's the fuel for a smarter, more modern Ormoc. This upgrade is critical for effective appraisal and assessment operation and bringing governance into the 21st Century.

A huge shout-out to the City Assessor's Office (CASSO-Ormoc City)! They led the way as a PILOT LGU and successfully updated the Schedule of Market Values—a crucial step for fair and accurate local finance. Your hard work is truly instrumental!
