TRAINING TUESDAYS | Meet the Budget, Fiscal and Finance Experts of the Philippine Navy

The Philippine Navy’s Budget, Fiscal and Finance field of specialization focuses on managing the resources that keep the Navy’s operations moving. From planning and programming defense resources to budgeting, fiscal management, and accounting, these specialists help ensure that the Navy’s financial requirements are properly planned, controlled, and accounted for.

Serving as the organization's financial backbone, the Budget, Fiscal and Finance personnel develop plans and policies, conduct studies on resource programming and budgeting, and oversee fiscal and financial processes that support naval operations and administration. Their work helps naval units make full use of available resources while ensuring that financial activities are properly managed and aligned with the Navy’s priorities.

By ensuring that the Navy’s finances are carefully planned, properly managed, and responsibly accounted for, the Budget, Fiscal and Finance personnel help keep the Philippine Navy ready to fulfill its mission.

On 08 August 2026, Finance Center, Philippine Navy warmly welcomed CDR EDRIAN A TABUGAN PN, Assistant Superintendent, NEPSC, during his Informational Programme Visit (IPV) at the Headquarters Finance Center, Philippine, Naval Station Jose Francisco, Fort Bonifacio, Taguig City.
The visit served as an avenue to align and level best practices among the Education and Training Units (ETUs), ensuring the consistent delivery of quality instruction and the adoption of effective training methodologies across the Philippine Navy. It also provided an opportunity to discuss the current issues and concerns encountered by the school, exchange insights on areas for improvements, and reinforce existing policies and training programs.
As part of the visit, the Assistant Superintendent personally engaged with the training personnel, to assess their welfare, listen to their experiences, and recognize their dedication and commitment in pursuing professional development and excellence in service.
Through meaningful dialogue and collaboration, the programme reaffirmed the Philippine Navy's commitment to continuously enhancing its education and training system in developing competent, mission-ready, and highly professional finance service personnel. ⚓💙

On 07 August 2026, the Finance Center, Philippine Navy (FC, PN) conducted Joint Turnover Ceremony of Commanding Officers of Headquarters Support Unit (HSU), Naval Finance Service Unit (NFSU) Cebu and Fort Santiago at the Officer’s Lounge, FC, PN, NSJF, Fort Bonifacio, Taguig City. The ceremony was presided over by CAPT FRED R CORREO PN (GSC), Commander, FC, PN.

The ceremony formally marked the transition of leadership and responsibilities among key personnel of FC, PN. LCDR LEONORA B PAULINO PN relinquished her duties and responsibilities as Commanding Officer, Headquarters Support Unit (HSU) to LT JEREMY IVAN A MOJICA PN.

This was followed by the turnover of command of the Naval Finance Service Units. LT JESCA MAY P VIDUYA PN formally relinquished her duties as Commanding Officer of NFSU Cebu to LTJG MA CINDY B DAVID PN. Subsequently, LTJG MA CINDY B DAVID PN relinquished her duties as Commanding Officer of NFSU Fort Santiago to LCDR MARY EMILYN S BAUTISTA PN.
The ceremony signified a seamless transition of leadership and reaffirmed the continuity of the units’ mission to provide responsive, accurate, and reliable finance service support to Philippine Navy personnel and units.

More than a ceremonial transfer of authority, the Joint Turnover Ceremony underscored the enduring values of professionalism, accountability, integrity, and service excellence that define the Finance Center, Philippine Navy. It also highlighted the Command’s commitment to developing capable and dedicated leaders who inspire their personnel, uphold the highest standards of service, and ensure the sustained delivery of quality financial services in support of Philippine Navy operations.

As the newly designated leaders assume their respective responsibilities, FC, PN remains steadfast in its commitment to providing prompt, accurate, and dependable finance services while fostering organizational excellence, accountability, and mission readiness. 🦪⚓💙

On 29 July 2026, Finance Center, Philippine Navy Annual General Inspection (AGI) Team paid courtesy call to CAPT SHERWIN E RESPETO PN(GSC), Deputy Commander, NFSL. The visit was conducted in connection with the Local AGI of NFSU-Legaspi scheduled from 29 to 30 July 2026.

The conduct of the Local Annual General Inspection (AGI) serves as a vital mechanism in evaluating the unit's operational readiness, administrative efficiency, and compliance with established policies, regulations, and financial management standards. Through this inspection, the Finance Center, Philippine Navy (FC, PN) assesses the effectiveness of NFSU’s financial operations, identifies areas for improvement, and reinforces accountability and transparency in the delivery of financial services. The activity also strengthens internal controls, promotes continuous organizational development, and ensures that the unit remains capable of providing timely, accurate, and reliable financial support in line with the Philippine Navy's mission and commitment to excellence. ⚓💙
