The DILG Taguig Field Office participated in the Gender Sensitivity and Mainstreaming Seminar conducted by Barangay Post Proper Northside.

Officer-in-Charge City Director LGOO VII Luigi D.C. Pilarta delivered a message emphasizing the relationship between gender equality and national development:

“Ang isang lipunang hindi nagbibigay ng puwang sa buong kakayahan ng bawat tao ay kusang nililimitahan ang sarili nitong pag-unlad. Kaya ang GAD ay hindi lamang usapin ng kababaihan—ito ay usapin ng dignidad, pakikilahok, at responsibilidad sa isa’t isa; at dito nagsisimula ang tunay na nation-building: sa barangay, sa komunidad, at sa atin."

He noted that Gender and Development is not limited to promoting equality. It also involves creating conditions that allow everyone to participate, contribute, and reach their full potential in building stronger communities.

During the activity, LGOO VI Alvin O. Almo served as resource person on Laws and Policies on Sexual Harassment and Safe Spaces and Sexual Harassment in the Digital Age.

The discussion covered legal protections against sexual harassment, respect for personal boundaries and consent, emerging forms of online and technology-enabled harassment, and the importance of appropriate community-level prevention and response.

The participation of the DILG Taguig Field Office forms part of its continuing provision of technical assistance to barangays in strengthening gender-responsive governance and promoting communities where dignity, respect, safety, and equal participation are upheld.

Mayor Laani L Cayetano met with DILG Taguig City Director Luigi D.C. Pilarta to align on key barangay concerns and priorities. The discussion focused on strengthening coordination among the City Government, DILG, and barangays.

Mayor Cayetano underscored the importance of capable and responsive barangay leadership in delivering effective public service. She also emphasized the City’s commitment to going beyond compliance in advancing the safety, security, and welfare of Taguigeños.

OIC City Director Pilarta affirmed the DILG’s commitment to provide guidance and support to the City and its barangays. The DILG Taguig Field Office looks forward to sustained collaboration toward responsive and effective local governance.

The Department of the Interior and Local Government (DILG) Taguig Field Office participated in the Regular Meeting of the Liga ng mga Barangay (LnB) Taguig Chapter held at the Convention Center, New Taguig City Hall on August 27, 2026.

Representing the DILG Taguig Field Office were LGOO VII Luigi D.C. Pilarta, Officer-in-Charge City Director; LGOO VI Alvin O. Almo, Chief of Staff; LGOO III Mark Inocencio; and LGOO III Rex Alec B. Naldo. The meeting provided an opportunity for the Field Office to engage Taguig’s barangay leaders on current DILG programs, projects, and activities (PPAs), as well as ongoing initiatives that require close coordination with the barangays.

During the meeting, LGOO III Naldo presented updates on key and timely DILG PPAs, including the Enhanced Disaster Online Reporting and Monitoring System (eDORMS), which now serves as the official barangay submission and monitoring platform for disaster monitoring and situational reporting upon activation or official communication by the DILG Taguig Field Office, the City Government of Taguig, or another competent authority.

The Field Office also discussed developments toward strengthening and institutionalizing the Safer Cities and Safer School Zones initiatives in Taguig. For Safer School Zones, barangays were reminded of their role in coordinating with schools, deploying Barangay Tanods, monitoring school-zone safety concerns, and complying with the prescribed reporting requirements.

Updates on the Bawat Barangay Makikinabang Program were also presented, including the allocation for each beneficiary barangay, covering the Bagong Pilipinas Barangay Scholars component and assistance for barangay-identified development priorities, together with the corresponding documentary and monitoring requirements.

Through its participation in the LnB Regular Meeting, the DILG Taguig Field Office pushes with the Liga and the city’s 38 barangays in advancing excellent local governance and supporting initiatives responsive to community needs.

The DILG Taguig Field Office, represented by Officer-in-Charge City Director LGOO VII Luigi D.C. Pilarta and LGOO VI Alvin O. Almo, participated in the August Regular Meeting of the ASEAN 2026 Committee on Security, Peace and Order, and Emergency Preparedness and Response. They were joined by Atty. Aldrin Nexel Sinues, representing the Office of the City Administrator, City Government of Taguig.

Chaired by Undersecretary for Peace and Order, Usec. Nestor B. Sanares, the meeting convened concerned national government agencies and partner institutions to discuss operational preparations for the Philippines’ hosting of upcoming ASEAN-related activities.

Discussions focused on key preparedness and coordination requirements, including security and risk assessments, emergency preparedness and response arrangements, traffic management, public information, weather-related contingencies, personnel deployment, and inter-agency coordination mechanisms.

The Committee also received updates on forthcoming ASEAN meetings and related activities scheduled in the succeeding months. Participating agencies were reminded to ensure timely operational planning, readiness reporting, and sustained coordination to support the safe, orderly, and efficient conduct of the activities.

The participation of the DILG Taguig Field Office underscores its continuing coordination with concerned agencies and the City Government of Taguig in matters relating to ASEAN 2026 activities that may require local government support, inter-agency coordination, or operational preparedness within the city.

Through such engagements, the Field Office continues to support the alignment of national security and preparedness efforts with local government coordination, particularly in ensuring readiness for activities that may have operational implications at the local level.

The City of Taguig delegation, composed of Atty. Maiko Kaye U. Baysa, Atty. Mikhail Isiah B. Dela Cruz, Dr. Olivia M. Andaya, Engr. Emmanuel Umali, Atty. Marlon B. Raquel, and Dean Renel P. Cruz, representing various sectors and offices of the City Government of Taguig, participated in the “Beyond 1991: Consultation with NCR LGUs on the Review and Amendment of the Local Government Code.” The delegation was joined by the DILG Taguig Field Office, represented by LGOO VI Alvin O. Almo, which provided the local governance perspective in the discussions.

The activity brought together representatives from local government units across the National Capital Region to share their experiences and provide inputs on provisions of the Local Government Code that may require clarification, updating, or further policy study.
During the workshop, the Taguig delegation raised inputs relating to fiscal capacity and the delivery of devolved services, barangay professionalization, administrative accountability, local personnel and organizational structures, regulatory processes, and coordination on governance issues that extend across LGU boundaries.

The discussions also highlighted the need to consider the actual service-delivery burden of highly urbanized LGUs, particularly in light of population mobility, urban density, and increasing demands for public services.

The consultation forms part of DILG-NCR’s continuing effort to ensure that the review and possible amendment of the Local Government Code are informed not only by legal and policy studies, but also by the practical experiences, operational realities, and emerging governance needs of local governments.

DILG Taguig Representation at the NAPOLCOM-NCR Annual Monitoring and Consultative Meeting

DILG Taguig Field Office, through its Officer-in-Charge City Director Luigi Pilarta and LGOO VI Alvin O. Almo, joined the NAPOLCOM-NCR Annual Monitoring and Consultative Meeting with Hon. Mayor Maria Laarni L. Cayetano on August 19, 2026.

The meeting provided an opportunity to discuss matters on local police support, police accountability, the reconstitution of the People’s Law Enforcement Board (PLEB), and the continuing partnership among NAPOLCOM, the Taguig City Government, and the Philippine National Police.

DILG Taguig remains committed to supporting the City Government in strengthening local governance mechanisms that promote accountable, responsive, and community-oriented policing.

The DILG Taguig Field Office participated in the Third-Quarter Local Health Board (LHB) Meeting of the City Government of Taguig on August 14, 2026, at the Kalayaan Hall, Taguig City Hall Satellite Office.

The Field Office delegation was led by Officer-in-Charge City Director LGOO VII Luigi D. C. Pilarta, together with LGOO III Rex Alec Naldo. They joined City officials, members of the Local Health Board, and representatives from the health sector in discussing matters concerning the delivery and coordination of local health services in Taguig.

Among the matters discussed during the meeting was the proposed resolution approving the Level 2 application of the Taguig-Pateros District Hospital. The Board also discussed ongoing City health initiatives, including the Super Health Center and Doctor on Call programs.

Taguig City Mayor Maria Laarni “Lani” Cayetano also attended the meeting and emphasized the importance of preventive healthcare alongside curative services. The discussion likewise touched on programs and community interventions that support healthier lifestyles, including the provision of accessible open spaces.

DILG Taguig’s participation in the Local Health Board forms part of the Field Office’s continuing coordination with the City Government and its performance of responsibilities in relation to local special bodies. Through its participation, the Field Office supports inter-agency coordination and the implementation of policies and programs concerning local governance and public service delivery.

The Department of the Interior and Local Government (DILG) National Capital Region, through its DILG Taguig Field Office, provided technical assistance to the City Government of Taguig on August 12, 2026 to strengthen the city’s preparedness for high-magnitude earthquakes through the assessment and prioritization of critical infrastructure.

The activity was participated in by representatives from the City Planning and Development Office, City Disaster Risk Reduction and Management Office (CDRRMO), Local Building Official, Office of the City Engineering, and DILG Taguig, led by Officer-in-Charge City Director Luigi D.C. Pilarta. Also participating was Dr. Luis M. Sy, Jr., who emphasized the importance of properly prioritizing public buildings based on their criticality, functionality, and potential impact on public safety, particularly facilities that must remain operational during and after a disaster.

DILG-NCR Project Development and Management Unit (PDMU) Technical Officers Engineer Myza Dialoja and Engineer II Joseph Almonteros, Jr. provided updates and an overview of the Harmonized Infrastructure Audit Tool (HIAT), a standardized framework designed to support local governments in assessing building resilience and identifying infrastructure vulnerabilities.

The activity supports the completion of Taguig City’s Prioritization of Public Buildings (Form 1) and the identification of priority facilities for infrastructure assessment. This will be followed by the conduct of Rapid Visual Screening (Form 2) and, when necessary, Detailed Inspection (Form 2B) of selected city-owned and lifeline facilities.

The initiative underscores the importance of coordinated and evidence-based infrastructure planning in reducing disaster risks and ensuring that critical facilities are prepared to serve communities during emergencies.

Through the continued partnership of DILG Taguig, DILG-NCR, and the Taguig City Government, the city strengthens its commitment to safer, more resilient, and disaster-ready communities.

The DILG Taguig Field Office, represented by OIC City Director Luigi DC Pilarta and LGOO VI Alvin Almo, paid a coordination visit to the City Planning and Development Office headed by Arch. Ronnie M. Pagkalinawan.

The visit provided an opportunity to strengthen coordination and discuss matters of mutual concern in support of the City’s governance and development priorities.

DILG Taguig remains committed to working closely with the City Government and its offices toward responsive, coordinated, and effective local governance.
