READ | OCLOAC, PN and CHR Region III Conduct IHL Advocacy for Philippine Navy Reservists in Zambales

As part of the 2026 International Humanitarian Law (IHL) Month Celebration, the Office of the Chief for Law of Armed Conflict, Philippine Navy (OCLOAC, PN), in collaboration with the Commission on Human Rights Regional Office III (CHR RO III), conducted an IHL Advocacy Training for Philippine Navy Reservists on August 20, 2026 at Education and Training Command, Philippine Navy (ETC, PN), Naval Station Leovigildo Gantioqui (NSLG), San Antonio, Zambales.

Representing the Chief, Law of Armed Conflict, PN, Lt Col Jose P. Dinglasan PN(M)(GSC), was LCDR Jairus S. Bautista PN, Assistant Chief, LOAC, PN, who also led the OCLOAC, PN Advocacy Team in assisting CHR RO III in facilitating the activity.

The activity featured lectures on Human Rights 101, Fundamentals of International Humanitarian Law, and Special Protection of Children in Situations of Armed Conflict. The sessions provided the participants with a foundational understanding of human rights and IHL, including the protection of civilians and children affected by armed conflict.

Ms. Ysobel Maria S. Rivera, Chief, Promotion and Advocacy Division; Atty. Mabelyn A. Palukpok, Chief, Legal Division; and Atty. John Angel N. Bautista, Atty. IV, Legal Division, of CHR RO III, delivered the lectures, respectively.

To reinforce the learning sessions, the OCLOAC, PN Advocacy Team assisted in the distribution of IHL and human rights brochures and the administration of pre-tests and post-tests to assess the participants’ knowledge and learning from the activity.

The activity underscores the continuing collaboration between the Philippine Navy and the Commission on Human Rights in promoting IHL and human rights awareness among PN personnel and reservists, contributing to a more informed and legally guided force committed to upholding humanitarian principles in the performance of its duties.

READ | Philippine Navy Marks 77th International Humanitarian Law Commemoration with Nationwide Ceremonies

The Philippine Navy (PN), through its various units nationwide, formally commenced the observance of the 77th International Humanitarian Law (IHL) Commemoration on August 03, 2026, through a simultaneous Flag Raising Ceremony, IHL Commitment Oath-Taking Ceremony, and reading of the message of the Chief of Staff, Armed Forces of the Philippines (CSAFP).

Anchored on the theme, “Pinalakas na Ugnayan at Pagkakaisa sa Pagsulong ng IHL,” the ceremony emphasized the significance of strengthened cooperation and unity among military personnel in promoting adherence to international humanitarian standards during the conduct of military operations.

The program commenced with the Pledge to the National Flag, followed by the recitation of the Bagong Pilipinas Pledge and an invocation led by Col. Donato P. Jose CHS(GSC), Deputy Chief Chaplain, PN. This was followed by the recitation of the AFP Soldier’s Pledge of Reaffirmation of Commitment and Support for IHL, led by Lt. Col. Jose P. Dinglasan PN(M)(GSC), Chief, Office for Law of Armed Conflict, PN.

The highlight of the ceremony was the reading of the message of the CSAFP, Gen. Antonio G. Nafarrete PA, delivered by Rear Adm. Edwin M. Nera PN, Chief of Staff, PN, who represented Vice Adm. Jose MA Ambrosio Q. Ezpeleta PN, Flag Officer-In-Command, PN.

In his message, the CSAFP underscored the AFPs’ unwavering commitment to the principles of IHL and emphasized the vital role of discipline, professionalism, and respect for human rights.

Through this annual commemoration, the Philippine Navy continues to strengthen awareness and commitment to IHL, ensuring that its personnel remain guided by humanitarian principles while fulfilling their duty to protect the nation and its people.

Committed and Informed Marines: Mission-Ready Force.

Watch the highlights of the 5th Leg of the Human Rights (HR), International HumanitarianLaw (IHL), and Rule of Law (RoL) Advocacy Lecture conducted by the Office of the Chief for Law of Armed Conflict, Philippine Navy (OCLOAC, PN) at The Amphibious Warfare School (TAWS), Marine Barracks Gregorio Lim, Ternate, Cavite.

Through meaningful discussions and collaboration with the Commission on Human Rights RegionIV-A and the Philippine Navy Judge AdvocateGeneral Service, 238 Marine Advanced/Basic NCOs Leadership Course students strengthened their understanding of the legal and ethical principles that guide military professionalism, accountability, and mission accomplishment.

Together, we remain committed to fostering a force that is disciplined, mission-ready, and steadfastin upholding human rights and the rule of law.

READ | OCLOAC, PN Conducts Fifth Leg of Human Rights, IHL, and Rule of Law Advocacy Campaign CY 2026

The Office of the Chief for Law of Armed Conflict, Philippine Navy (OCLOAC, PN), under the leadership of LTCOL Jose P. Dinglasan PN(M)(GSC), Chief, OLOAC, PN, successfully conducted the fifth (5th) leg of its Advocacy Lecture on Human Rights (HR), International Humanitarian Law (IHL), and the Rule of Law (RoL) on July 21, 2026 at the Exercise Related Construction (ERC) 2 Building, The Amphibious Warfare School (TAWS), Marine Barracks Gregorio Lim, Ternate, Cavite. The activity gathered 238 students from the Marine Advanced Non-Commissioned Officers Leadership Course (MANCOLC) Classes 190th and 191st and Marine Basic Non-Commissioned Officers Leadership Course (MBNCOLC) Classes 286th to 289th.

During the opening program, LTCOL Dinglasan emphasized that respect for HR, IHL, and RoL is fundamental to military professionalism, discipline, and mission accomplishment, urging the participants to uphold these principles in the performance of their duties.

The morning session featured lectures by Ms. Aileen C. Edades and Ms. Lea E. Liabres of the Commission on Human Rights (CHR) Region IV-A on the Bill of Rights, Republic Act No. 11188 (Special Protection of Children In Situations of Armed Conflict), and Republic Act No. 11313 (Safe Spaces Act). In the afternoon, P2Lt Faith L. Valdez JAGS, Staff Judge Advocate, discussed the Basic Principles of IHL, Republic Act No. 9851 (Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity), and the Anti-Terrorism Act of 2020, highlighting the legal standards that govern military operations and accountability during armed conflict.

The activity culminated with the closing remarks of MAJ Kawili M. Pait PN(M)(GSC), Director, TAWS, who emphasized that a sound understanding of HR, IHL, and RoL must be reflected not only in theory but also in the conduct of daily duties and military operations.

READ | PHILIPPINE NAVY MARKS LEADERSHIP TRANSITION IN OFFICE OF THE CHIEF FOR LAW OF ARMED CONFLICT

In a ceremony underscoring the Philippine Navy's commitment to professional excellence and institutional continuity, Lieutenant Colonel Jose P Dinglasan PN(M)(GSC) formally assumed office as the new Chief of the Office of the Chief for Law of Armed Conflict, Philippine Navy (OLOAC, PN) during the Change of Chief of Office Ceremony held on July 09, 2026 at the HPN Multipurpose Hall, Naval Station Jose Andrada, Roxas Blvd., Manila.

Presided over by Rear Admiral Edwin M Nera PN, Chief of Staff, Philippine Navy, the ceremony marked the formal turnover of leadership from Commodore Jim P Razo PN, whose tenure was recognized for his dedicated service and significant contributions to advancing the office's mandate of promoting compliance with the Law of Armed Conflict within the organization.

Steeped in military tradition, the ceremony featured the reading of the relief and designation orders, the signing of the relinquishment and assumption of office orders, and the symbolic handover of the office emblem, an enduring representation of authority, responsibility, and the seamless continuity of leadership. Rear Admiral Nera also presented an award to Commodore Razo in recognition of his exemplary performance and unwavering commitment to duty.

In his acceptance remarks, Lieutenant Colonel Dinglasan reaffirmed his commitment to building on the office's accomplishments and further strengthening the Philippine Navy's adherence to the principles of the Law of Armed Conflict in support of mission accomplishment and operational excellence.

Addressing officers, enlisted personnel, and civilian employees in attendance, Rear Admiral Nera emphasized that leadership transitions are essential milestones that reinforce the organization's enduring values of professionalism, accountability, and service. He expressed confidence that the incoming chief would continue to enhance the office's role in fostering legal awareness and ensuring that military operations remain firmly anchored on international humanitarian law and the rule of law.

The ceremony concluded with the singing of the Philippine Navy Hymn, followed by a fellowship among attendees, signifying not only the successful transfer of leadership but also the Philippine Navy's continued dedication to upholding honor, duty, and excellence in service to the nation.
