LOOK | Naval Forces Southern Luzon Excels in Annual General Inspection

Naval Forces Southern Luzon, Philippine Navy turned in an excellent performance during its Annual General Inspection, conducted by the Office of The Inspector General, Philippine Navy on 21–24 July 2026 at the Fleet-Marine Quarterdeck, NFSL, PN, Naval Station Julhasan Arasain, Rawis, Legazpi City.

The inspection, led by The Inspector General, Philippine Navy, Rear Admiral Emilio G Orio Jr PN, comprehensively assessed NFSL, PN's capability to accomplish its mission and mandate.

"The AGI validated the Command's strengths in mission ex*****on and resource utilization," Rear Admiral Orio said during the Exit Briefing, congratulating the Command for its performance and noting that these strengths form the foundation of a unit's operational readiness.

He further encouraged NFSL to sustain this level of performance, pointing out that the Command's strategic geographical location will continue to present complex challenges across the multi-domain operational environment — one that demands constant preparedness and adaptability.

Under the leadership of Commodore Estelito B Lagadia Jr PN, the Command's operational capability, organizational effectiveness, and commitment to its mission were affirmed through the inspection, marking the AGI a resounding success for NFSL, PN.

LOOK | Ready in Reserve: Successful Conduct of the Annual General Inspection of Reserve Command, Philippine Navy

Maximizing the talents, expertise, and skills of Philippine Navy reservists remains central to building a mission-ready Reserve Force, a point The Inspector General, Philippine Navy, Rear Admiral Emilio G Orio Jr PN, underscored following the Annual General Inspection of Reserve Command, Philippine Navy (RC, PN), conducted by the Office of The Inspector General on 14–16 July 2026.

The inspection examined RC, PN's mission accomplishment, leadership, resource utilization, and organizational effectiveness in ensuring a capable and mission-ready reserve component.

During the Exit Briefing, Rear Admiral Orio emphasized the importance of Reserve Force Development, stressing that continuous investment in the growth of reservists allows the Philippine Navy to harness their diverse capabilities — strengthening the Service's overall readiness and operational effectiveness.

The AGI affirmed that, under the leadership of Major General Doroteo Jose M Jalandoni PN(M), RC, PN has been effective in organizing, training, equipping, administering, and deploying a responsive Reserve Force capable of augmenting regular forces whenever called upon.

With the inspection's successful conclusion, RC, PN's role in strengthening the Navy's readiness stands reaffirmed, anchored on a competent and reliable Reserve Force ready to answer the call of duty at a moment's notice.

LOOK | PMCSC REINFORCES COMMITMENT TO QUALITY, ACCOUNTABILITY THROUGH EXTERNAL QUALITY AUDIT

The Philippine Marine Corps Supply Center (PMCSC) underwent an External Quality Audit from 13 to 16 July 2026 as part of the Philippine Navy’s continuing efforts to strengthen quality management, operational effectiveness, and continual improvement across its units. The audit was conducted by the Office of The Inspector General, Philippine Navy, under the leadership of Rear Admiral Emilio G Orio Jr PN, with the audit team headed by Colonel Frederick G Baradi(PN)(M)(MNSA).

The audit assessed the effectiveness of PMCSC’s Quality Management System (QMS), including its core and support processes, compliance with applicable policies and requirements, performance evaluation, and implementation of corrective actions. The audit also examined the unit’s initiatives in improving its systems and procedures to ensure the consistent and effective delivery of its mission.

Among the strengths recognized during the assessment were the commitment of PMCSC leadership to QMS implementation, the continued development of its Inventory Management System, initiatives to improve warehouse capabilities, and efforts to maintain updated inventory records. The audit also identified areas for improvement and corrective action, particularly in document control, performance monitoring, internal audit management, risk management, and operational documentation. These findings will guide PMCSC in strengthening its systems, addressing identified gaps, and ensuring the sustained effectiveness of its operations.

Under the leadership of Lieutenant Colonel Miguel B Perez PN(M)(GSC), PMCSC remains committed to implementing necessary corrective actions and pursuing continuous improvement in support of its mission.

Excellence Achieved: Successful Conduct of the Annual General Inspection of CWF, PN

The Office of the Inspector General, Philippine Navy successfully conducted the Annual General Inspection of the Cyber Warfare Force, Philippine Navy on 29–30 June and 08 July 2026 at the HCWF, PN Signal Room, Naval Base Heracleo Alano, Sangley Point, Cavite City.

Led by The Inspector General, Philippine Navy, Rear Admiral Emilio G Orio Jr PN, the inspection validated CWF, PN's high level of mission performance in safeguarding the Philippine Navy's cyberspace domain and strengthening its cyber defense capabilities in support of the Philippine Navy mission.

During the Exit Briefing, Rear Admiral Orio congratulated the unit for its excellent performance during the AGI while emphasizing that excellence is not a single destination but a continuous journey. He underscored that excellence is a commitment to constantly improve, adapt to emerging challenges, and strive for higher standards in everything the unit undertakes, ensuring that the Philippine Navy remains capable and resilient in the ever-evolving cyber domain.

Overall, the conduct of the AGI for CWF, PN was a success. The Office of The Inspector General, Philippine Navy conducted the Annual General Inspection of the Naval Meteorological and Oceanographic Center, Philippine Navy from 15 –18 June 2026. This inspection was led by no less than The Inspector General, Philippine Navy himself, Rear Admiral Emilio G Orio Jr PN.

The inspection successfully validated NAVMETOC, PN's high level of mission performance in the collection and analysis of geospatial, hydrographic, oceanographic, and meteorological data, critical capabilities that enable informed decision-making by Philippine Navy operating units and enhance the Navy's overall operational readiness.

During the inspection, RADM ORIO JR PN underscored that the AGI is more than a measure of compliance. He emphasized that it catalyzes continuous improvement, innovation, and organizational excellence, ensuring that every unit remains mission-ready and responsive to evolving operational demands.

The outstanding performance demonstrated by NAVMETOC, PN throughout the inspection reflects the unit’s professionalism, competence, and unwavering commitment to excellence under the leadership of Captain Rommel Marcello R Panaol PN(GSC).

The Office of The Inspector General, Philippine Navy successfully conducted the Annual General Inspection (AGI) of the Am******on and Explosives Center, Philippine Navy (AEC, PN) from 03 to 05 June 2026 at Naval Station Heracleo Alano, Sangley Point, Cavite City, culminating in the conduct of the Exit Briefing.

Led by The Inspector General, Philippine Navy Rear Admiral Emilio G Orio PN, the inspection underscored AEC, PN’s vital role in ensuring the safe management and storage of the Navy's advanced weaponry.

During the Exit Briefing, Rear Admiral Orio emphasized the importance of continuously capacitating AEC, PN as the Philippine Navy continues to modernize and acquire more advanced weapon systems, including missiles and torpedoes. He highlighted the need to strengthen AEC, PN’s capability to ensure the safe storage, handling, maintenance, and sustainment of increasingly sophisticated naval armaments.

Built on Discipline, Driven by Purpose: PNFC Completes 2026 AGI and EQA

The Philippine Navy Finance Center (PNFC) successfully completed the joint Annual General Inspection (AGI) and External Quality Audit (EQA) conducted by the Office of the Naval Inspector General (OTNIG) from 19 to 21 May 2026 at Naval Station Jose Francisco, Fort Bonifacio, Taguig City.
The activity served as a comprehensive assessment of PNFC's operational performance, quality management systems, and overall institutional readiness.

Rear Admiral Emilio G Orio Jr PN, The Naval Inspector General, emphasized that the inspection is not intended to find fault, but to identify opportunities for improvement, strengthen operational performance, and enhance financial service delivery in support of a modern, multi-domain, self-reliant, and credible Philippine Navy.

Under the leadership of Captain Fred R Correo PN(GSC), Commander PNFC, the unit demonstrated exemplary performance throughout the conduct of the activity. The Office of the Naval Inspector General, headed by Rear Admiral Emilio G Orio JR PN, successfully conducted the Annual General Inspection (AGI) and External Quality Audit (EQA) of the Naval Logistics Center on 11 – 18 May 2026 at Fort San Felipe, Cavite City.

Under the leadership of Captain Perceeval O Buted PN(GSC), Commander, NLC, the unit demonstrated strong accountability, sound logistics governance, and unwavering commitment to service excellence across all inspected areas.

In the External Quality Audit, NLC has consistently delivered outstanding performance over the years, earning the Gold Award in recognition of its commitment to quality, discipline, and operational excellence. This year, the command once again attained the Gold Award, marking its third consecutive Gold Award achievement.

With this historic milestone, NLC has now met the eligibility requirements for the prestigious Diamond Award for its Quality Management System audit, a testament to its continuous and exceptional quality performance.

The activity also yielded key insights and recommendations to further strengthen NLC's systems, reinforcing its vital role as the backbone of the Fleet's operational readiness.
