𝗠𝘆 𝗙𝗶𝗻𝗮𝗹 𝗦𝗮𝗹𝘂𝘁𝗲 𝘁𝗼 𝘁𝗵𝗲 𝗛𝗼𝗺𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗙𝗿𝗶𝗲𝗻𝗱𝗹𝘆 𝗯𝘂𝘁 𝗙𝗶𝗿𝗺 𝗣𝗼𝗹𝗶𝗰𝗲 𝗙𝗼𝗿𝗰𝗲 👮‍♀️👮‍♂️

Today marks the end of my meaningful journey as the Chief of Police of the City of Talisay Police Station, Cebu Provincial Police Office, PRO7. Since my designation as Chief of Policeon March 13, 2025, I carried a clear mission to lead with integrity, strengthen community trust, and build a police force that serves with a heart. Looking back, I am humbled by how far we have come together.

Serving CTPS has been more than a responsibility, it has been a privilege. Every day spent with the men and women of this station reminded me that leadership is nothing without the people who stand beside you. To the entire CTPS personnel thank you for your loyalty, professionalism, and dedication. You welcomed every challenge, responded to every call, and carried every task with courage and discipline. Your support allowed me to lead with confidence, and your commitment made every accomplishment possible.

My heartfelt gratitude goes to Mayor Samsam Gullas, whose all out support empowered CTPS to implement programs, enhance our operations, and respond swiftly to the needs of our constituents. Your trust gave us strength, and your partnership made our mission lighter.

To the City Advisory Council - City of Talisay, and to all the barangay captains, thank you for your continuous guidance and support. Your insights, encouragement, and partnership helped shape a safer and more responsive policing environment for our city, and personally, your support has meant so much to me throughout my time here.

To our dedicated force multipliers, barangay tanods, BPATs, volunteers, and civic groups, your support has been invaluable. You were always there on the ground, day and night, sharing the burden and the commitment to keep Talisay safe. The work of CTPS would never have been complete without your unwavering presence.

To the honorable City Council, thank you for acknowledging my efforts and supporting our programs and initiatives. Your cooperation made it possible for us to implement policies for peace and order effectively.

This chapter may be closing, but the lessons, memories, and relationships I’ve gained will stay with me throughout my career. The City of Talisay Police Station (CTPS) took an active role in the Public Hearing on the Proposed City Ordinance Prohibiting Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM). Together with the City Social Welfare and Development Office, the City Legal Office, and the Committee on Family, Women, and Children, we discussed ways to strengthen protections for our children and ensure their safety in both the real world and online spaces.

The discussions focused on giving clear responsibilities to the police, from investigating cases and handling evidence properly, to raising awareness in the community. It was a reminder that keeping children safe is everyone’s responsibility, and that law, care, and vigilance must go hand in hand.

This public hearing showed that when different sectors come together, government offices, law enforcement, and social workers, they can create stronger safeguards for the most vulnerable. CTPS remains committed to standby, proactive, and ready to act, making sure that every child in Talisay can grow up in a safe and nurturing environment.

Together, we protect. Together, we prevent. Together, we build a safer future for our children.

𝐂𝐓𝐏𝐒 𝐔𝐏𝐃𝐀𝐓𝐄 🛡️ | Full Alert Status

In preparation for the Peaceful Rally of Iglesia Ni Cristo at Quirino Grandstand, Ermita, Manila, the personnel of the City of Talisay Police Station (CTPS) conducted a comprehensive Accounting of Personnel to ensure full readiness and operational efficiency.

This activity was carried out to make sure that every member of the station was present, accounted for, and ready for immediate deployment if the situation required. Attendance was meticulously verified, personnel strength recorded, and duty assignments reviewed to guarantee seamless coordination and availability of reinforcement forces.

All personnel were thoroughly briefed on alert protocols, standby procedures, and communication flows to ensure quick response and effective coordination throughout the duration of the rally.

The accounting was successfully completed with all members present and prepared. The CTPS remains on standby, fully committed to maintaining public safety, order, and security, and ready to respond promptly to any directives from higher headquarters.

The visit of the Independent Commission for Infrastructure (ICI), led by Former ICI Special Adviser and Mayor of Baguio City, PMGen Benjamin Magalong (Ret.), and ICI Special Adviser, PMGen Rodolfo Azurin Jr. (Ret.), brought reassurance and hope to the people of Talisay. Their inspection of the Mananga River and the San Isidro–Lawaan 2 Bridge at SRP was more than checking documents or reviewing plans, it was about seeing and understanding the ground realities where it truly matters.

Accompanied by DPWH Undersecretary Arthur Bisnar, PBGen Redrico A. Maranan, RD PRO7, PCOL Abubakar U. Mangelen, PD CPPO, PCOL Cirilo B. Acosta Jr., CD MCPO, PCOL Arnel Jamandron Apud, DRDO PRO7, and PCOL George Ylanan, CD CCPO, the team walked the riverbanks and bridge areas to witness firsthand what reports and photos could never fully capture, the daily realities of families and the structures that carry the hopes of safer, more resilient infrastructure.

Today’s inspection was more than an official duty, it was a promise:
A promise that the people’s safety will never be taken lightly.
A promise that concerns will be heard, not ignored.
A promise that every structure built in the name of progress will be checked, questioned, and strengthened when needed.

The City of Talisay Police Station (CTPS) successfully apprehended Joseph Pable Ytang a.k.a. Lucas, an SLI-listed drug personality, along with Celfred Warnac Cabangca, during a buy-bust operation conducted at Sitio Rattan, Barangay Tangke.

The suspects were caught in possession and selling illegal drugs, showcasing the dedication and swift action of CTPS personnel in enforcing the law and protecting the community.

Both individuals are now under the custody of CTPS, while the confiscated items were sent to the Cebu Provincial Forensic Unit for proper examination and documentation, ensuring all legal procedures are followed.

CTPS emphasizes the importance of cooperation between law enforcement and the community to combat illegal drug activities, working continuously to make Talisay a safer, drug-free city.

The City of Talisay Police Station (CTPS) provided full security as Senator Win Gatchalian visited to personally bring assistance to families still recovering from the aftermath of Typhoon Tino. His visit reminded everyone that even in the hardest times, support and care are never far away.

For many residents, the past days have been filled with loss and uncertainty, homes damaged, belongings swept away, and routines disrupted. Seeing someone reach out with genuine concern brought a sense of hope and comfort to hearts that have endured so much.

CTPS personnel worked tirelessly to ensure the activity was peaceful, organized, and safe. Every family that received help could do so with dignity, allowing parents, seniors, and children alike to feel a sense of relief and reassurance.

Earlier today, we met with Mayor Samsam Gullas for a heartfelt discussion about the current condition of our city after being struck by Typhoon Tino and Typhoon Uwan. The meeting wasn’t just a briefing, it was a genuine conversation about the struggles of every family, every barangay, and every responder who has been doing their best despite the challenges.

We talked about the areas still needing assistance, the communities working to recover, and the tireless efforts of our personnel who continue to serve on the ground. Mayor Samsam listened attentively, making sure every concern was addressed with immediate and practical actions.

In times like these, we’re reminded that our strength as a city doesn’t come from perfect conditions, it comes from our unity, our compassion, and our willingness to look out for one another.

The City of Talisay Police Station (CTPS) continues to show its commitment to keeping Talisay safe and drug-free after apprehending Basilio Quiño Aparre Jr., an SLI-listed drug personality, along with Blue Raven Paez Cedeño, during a well-coordinated buy-bust operation in Purok Kitong, Barangay San Roque.

Through careful planning and swift action, CTPS operatives were able to arrest the suspects for violations of Sections 5 and 11, Article II of RA 9165. The suspects are now in the custody of CTPS as the proper legal steps are being taken to file charges before the Office of the City Prosecutor of Talisay.

This successful operation shows the dedication and vigilance of CTPS in protecting the community. By staying alert and responsive, CTPS ensures that every corner of Talisay is safer for its residents.
