On September 30, 2026, the Local Government Unit of Talugtug successfully conducted the 3rd Quarter Meeting and Joint Inspection Activity for the Year 2026 of the Local Project Monitoring Committee (LPMC) at the Conference Hall of the Municipal Building, reaffirming the municipality’s unwavering commitment to good governance, transparency, accountability and results-based public service delivery. The activity served as a vital mechanism to assess the implementation status of priority infrastructure and development projects and ensure that every government-funded initiative is carried out efficiently, responsibly and in accordance with established standards for the benefit of the people of Talugtug.

The meeting was attended by Municipal Mayor Hon. Pacifico B. M***a, together with all the members of the committee, including Flor Amor B. M***a, Ph.D., LPMC Chairman and Municipal Administrator, Mary Kesia Catingco-Guiang, Ph.D., MLGOO, DILG Talugtug, Engr. Leonides B. Esperon, Municipal Engineer, Hon. Carlito M. Flora, President of the Liga ng mga Barangay, EnP David John D. Morandarte, LPMC Head Secretariat and Municipal Planning and Development Coordinator, Percival N. Ramos of the Knights of Columbus–Talugtug Council; Joe A. Pangalilingan of Buted 1 SWISA Inc., Engr. Rogelio C. Avedoza of PATASS Farmers Agri-Cooperative, Mr. James Bryan D. Alegado, LPMC Secretariat Member, Rain Mata, Representative of the Municipal Accountant and Claire Caritativo, Representative of the Municipal Social Welfare and Development Officer. Their participation ensured a comprehensive, collaborative and participatory approach, integrating technical expertise, institutional representation and community perspectives essential in strengthening accountability and effective project monitoring mechanisms.

Through collaborative discussions and comprehensive project assessment, the committee reviewed the implementation status of various infrastructure and development projects, evaluated project progress, identified operational and implementation concerns, and strengthened monitoring strategies to guarantee that public resources are utilized effectively and in a manner consistent with the principles of participatory governance, transparency and responsible fiscal management. The activity further highlighted the importance of strong institutional coordination and active stakeholder participation in ensuring that government projects are implemented according to approved plans, standards and development objectives, ultimately delivering meaningful and sustainable benefits to local communities.

Following the meeting proper, members of the committee proceeded with a joint ocular inspection of several priority infrastructure projects across the municipality. These included the Construction and Improvement of Saverona Farm-to-Market Road, Potable Water System (POWAS) Project at Barangay Sampaloc under DPWH, Construction of Two-Unit Apartment-Type Tomb, Construction and Improvement of Mendoza Street Road Shoulder, Public Market Improvement Projects, including the Rehabilitation/Restoration of Market Stalls and Roof Extension of the Old Market Building, Construction of Bleachers and Benches at Violago Gymnasium, Construction and Improvement of Sta. Catalina Farm-to-Market Road, Construction and Improvement of Cinense Farm-to-Market Road, Potable Water System (POWAS) Project at Barangay Cinense under DPWH, Asphalt Overlay of Barangay Nangabulan Road under DPWH and Barangay Villa Boado Bridge under DPWH. The on-site inspection enabled the committee to validate implementation reports, directly assess project conditions, observe actual project progress and provide appropriate technical recommendations to further improve project ex*****on, ensuring compliance with timelines, quality standards and intended development outcomes.

Through the active participation of the LPMC and its partner stakeholders, the Municipality of Talugtug continues to strengthen a culture of transparency, accountability and responsible public resource management. The activity reinforces the local government’s commitment to ensuring that every government-funded project is properly monitored, efficiently implemented and responsive to the needs of the community, further advancing the municipality’s vision of building a progressive, resilient and future-ready Talugtug grounded on good governance, sustainable development and service excellence for every Talugtugeño.

The Local Government Unit of Talugtug took another important step toward responsible governance and sustainable development through the conduct of a meeting of the Local Finance Committee Members and Secretariat as part of Phase III of the Comprehensive Development Plan (CDP) of the Municipality of Talugtug.

The meeting brought together key local government officials to collectively discuss and prepare programs, projects and activities that respond to the actual needs of the community, while ensuring the proper utilization, prudent management and effective allocation of government resources.

The activity was conducted under the leadership of Municipal Mayor Hon. Pacifico B. M***a, together with EnP Dante N. Enipto, Ph.D., Local Finance Committee (LFC) Chair and Municipal Treasurer.

Also in attendance were the members and secretariat of the Local Finance Committee, EnP David John D. Morandarte, Municipal Planning and Development Coordinator (MPDC), Madam Rhea Jasmine B. Tobias, Municipal Budget Officer, Madam Pamela Jane P. Bringas, CPA, Municipal Accountant, Madam Arlene A. Baluca, MENRO-Designate and James Bryan D. Alegado, Planning Assistant.

The meeting served as an important platform for strengthening coordination among the local government offices involved in development planning and financial management. It also emphasized the importance of aligning development priorities with available resources to ensure that government programs and projects are responsive, feasible and sustainable.

Through this collaborative planning process, the LGU of Talugtug continues to strengthen good governance, accountability, responsible fiscal management and sustainable development in pursuit of a more progressive, resilient and financially responsible municipality.

𝐀𝐏𝐏𝐑𝐎𝐕𝐀𝐋 𝐀𝐍𝐃 𝐈𝐌𝐏𝐋𝐄𝐌𝐄𝐍𝐓𝐀𝐓𝐈𝐎𝐍 𝐎𝐅 𝐓𝐇𝐄 𝐂𝐋𝐔𝐏, 𝐙𝐎 𝐀𝐍𝐃 𝐂𝐃𝐑𝐀 𝐎𝐅 𝐓𝐇𝐄 𝐌𝐔𝐍𝐈𝐂𝐈𝐏𝐀𝐋𝐈𝐓𝐘 𝐎𝐅 𝐓𝐀𝐋𝐔𝐆𝐓𝐔𝐆

The Comprehensive Land Use Plan (CLUP), Zoning Ordinance (ZO), and Climate and Disaster Risk Assessment (CDRA) of the Municipality of Talugtug for CY 2025–2034 have been duly approved and are now being implemented as integral instruments in guiding the municipality’s sustainable, resilient and orderly development.

This significant milestone was achieved under the leadership of Municipal Mayor Hon. Pacifico B. M***a, in close coordination with the Sangguniang Bayan of Talugtug, headed by Municipal Vice Mayor Hon. Floro C. Pagaduan, Jr., and through the collective efforts and active participation of the various department and division heads and personnel of the Municipal Government of Talugtug.

The successful completion, approval, and implementation of these planning instruments underscore the commitment of the Municipal Government of Talugtug to evidence-based planning, sustainable development, climate and disaster resilience and responsive local governance. The Office of the Municipal Planning and Development Coordinator, headed by Municipal Planning and Development Coordinator (MPDC) David John D. Morandarte, EnP, as the lead office in the local development planning process, continues to coordinate and facilitate the implementation and updating of these plans in accordance with existing laws, policies and applicable planning guidelines.

The Municipal Government of Talugtug sincerely thanks the Department of Human Settlements and Urban Development (DHSUD) and the Provincial Land Use Committee (PLUC) for their technical guidance, evaluation and support throughout the planning and approval process.

Individuals, offices, organizations, institutions, and other interested parties who wish to obtain a copy of the approved Comprehensive Land Use Plan (CLUP), Zoning Ordinance (ZO), and Climate and Disaster Risk Assessment (CDRA) may submit a formal written request addressed to the Office of the Municipal Mayor.

Upon approval of the request, the requesting party may proceed to the Office of the Municipal Planning and Development Coordinator (MPDC) for appropriate assistance and processing of the requested documents, subject to applicable rules, regulations and document access policies of the Municipal Government.

Ang Komprehensibong Plano sa Paggamit ng Lupa (Comprehensive Land Use Plan o CLUP), Ordinansa sa Zoning (Zoning Ordinance o ZO), at Pagtatasa sa Klima at Panganib na Dulot ng mga Sakuna (Climate and Disaster Risk Assessment o CDRA) ng Bayan ng Talugtug para sa taong 2025–2034 ay pormal nang naaprubahan at kasalukuyang ipinapatupad bilang mahahalagang gabay sa maayos, napapanatili, ligtas at matatag na pag-unlad ng bayan.

Ang mahalagang tagumpay na ito ay naisakatuparan sa ilalim ng pamumuno ng Kgg. Mayor Pacifico B. M***a, sa malapit na pakikipag-ugnayan sa Sangguniang Bayan ng Talugtug, sa pangunguna ng Kgg. Bise Mayor Floro C. Pagaduan, Jr., at sa pamamagitan ng sama-samang pagsisikap at aktibong pakikilahok ng iba’t ibang pinuno ng mga tanggapan at dibisyon, gayundin ng mga kawani ng Pamahalaang Bayan ng Talugtug.

Ang matagumpay na pagkumpleto, pag-apruba, at pagpapatupad ng mga planong ito ay nagpapakita ng patuloy na paninindigan ng Pamahalaang Bayan ng Talugtug sa pagpaplanong nakabatay sa datos at ebidensya, napapanatiling pag-unlad, kahandaan at katatagan laban sa pagbabago ng klima at mga sakuna, at mahusay at tumutugong pamamahalang lokal.

Ang Tanggapan ng Tagapag-ugnay sa Pagpaplano at Pagpapaunlad ng Bayan (Municipal Planning and Development Coordinator o MPDC), sa pangunguna ni Tagapag-ugnay sa Pagpaplano at Pagpapaunlad ng Bayan David John D. Morandarte, EnP, bilang nangungunang tanggapan sa proseso ng lokal na pagpaplano, ay patuloy na nangunguna sa koordinasyon at pagpapatupad at pagsasapanahon ng mga planong ito alinsunod sa mga umiiral na batas, polisiya at mga alituntunin sa pagpaplano.

Taos-pusong nagpapasalamat ang Pamahalaang Bayan ng Talugtug sa Department of Human Settlements and Urban Development (DHSUD) at sa Provincial Land Use Committee (PLUC) para sa kanilang teknikal na paggabay, pagsusuri at suporta sa buong proseso ng pagpaplano at pag-apruba.

Kinikilala ng Bayan ng Talugtug na ang matagumpay na pag-apruba at pagpapatupad ng mga planong ito ay bunga ng mahusay na pagtutulungan ng iba’t ibang ahensya, teknikal na kaalaman at sama-samang dedikasyon ng mga tanggapan ng lokal na pamahalaan at mga katuwang na ahensya tungo sa isang maayos, napapanatili at matatag na pag-unlad ng bayan.

Ang mga indibidwal, tanggapan, organisasyon, institusyon at iba pang interesadong partido na nagnanais na makakuha ng kopya ng naaprubahang CLUP, ZO at CDRA ay maaaring magsumite ng pormal na nakasulat na kahilingan na nakatuon sa Tanggapan ng Punong Bayan.

Kapag naaprubahan ang kahilingan, maaaring magtungo ang humihiling sa Tanggapan ng Tagapag-ugnay sa Pagpaplano at Pagpapaunlad ng Bayan (MPDC) para sa kaukulang tulong at pagproseso ng mga hinihinging dokumento, alinsunod sa mga umiiral na batas, tuntunin, regulasyon at patakaran ng Pamahalaang Bayan hinggil sa pagbibigay at pag-access sa mga dokumento.

On September 3, 2026, the Local Government Unit of Talugtug successfully conducted a Training Program on Ylang-Ylang Propagation and Greenhouse Installation at the Samahan ng Kababaihan Nursery in Brgy. Villa Boado, this initiative is under the leadership of Municipal Mayor Hon. Pacifico B. M***a, in partnership with Pilmico and other technical partners. The activity aimed to strengthen the knowledge and skills of People’s Organization member beneficiaries in sustainable agricultural practices, Ylang-Ylang propagation and protected cultivation.

The activity formally commenced with the Opening Remarks delivered by Ms. Arlene Baluca, designated Municipal Environment and Natural Resources Officer (MENRO). This was followed by the acknowledgement of participants and the introduction of the Villa Boado Women’s Organization by EnP David John D. Morandarte, Municipal Planning and Development Coordinator (MPDC).

The training featured technical expertise from Pilmico, represented by Ms. Christy Gawidan, who introduced the trainers and provided support throughout the activity. A hands-on training on plant propagation was facilitated by Mr. Jessie Abalos from Anao, Tarlac, currently serving as the Person-in-Charge (PIC) of the Anao Ylang-Ylang Center. The practical session provided participants with valuable knowledge and direct experience in proper plant propagation techniques and nursery management.

The program continued with a technical presentation on the Installation of a Greenhouse, facilitated by Mr. Joseph Mercado, Land and Nutrient Management Technician of PANC Farms. The session focused on the technical considerations, requirements and proper procedures involved in establishing a functional greenhouse suitable for Ylang-Ylang production.

The activity concluded with the sowing of approximately 125,000 Ylang-Ylang seeds, providing participants with an opportunity to apply the knowledge and skills gained during the training through an actual hands-on activity.

Through this collaborative training program, the LGU of Talugtug reaffirmed its commitment to promoting sustainable agriculture, strengthening community capacities and supporting women-led local initiatives. The activity further demonstrates the importance of partnerships among the local government, private sector, technical experts and community organizations in developing practical, innovative and sustainable livelihood opportunities for the people of Talugtug.

Sa espesyal na araw na ito, buong pusong ipinapaabot ng Tanggapan ng Pagpaplano at Pagpapaunlad ng Bayan ang aming pinakamainit na pagbati at taos-pusong pasasalamat sa inyong dedikadong pamumuno, malasakit at walang-sawang paglilingkod sa ating mga kababayan.

Ang inyong pamumuno, pananaw at paninindigan sa mabuting pamamahala ay patuloy na nagsisilbing inspirasyon sa bawat kawani ng Pamahalaang Bayan upang gampanan ang aming mga tungkulin nang may integridad, pananagutan at malasakit sa bayan. Sa ilalim ng inyong pamumuno, patuloy nating isinusulong ang mga programa at gawain tungo sa mas maunlad, mas ligtas at mas progresibong Talugtug.

Noong Agosto 5, 2026, nagsagawa ang Pamahalaang Bayan ng Talugtug, sa ilalim ng pamumuno ni Kgg. Pacifico B. M***a, Punong Bayan, ng isang pag-aaral sa pamamagitan ng pagbisita (Benchmarking Activity) sa Pamahalaang Bayan ng General Tinio kaugnay ng iminungkahing pagtatatag ng maayos na pagtatapon ng basura (Sanitary Landfill) at pagpapaunlad ng sektor ng turismo. Layunin nitong makakalap ng mga pinakamahusay na kasanayan at estratehiyang maaaring iangkop sa Bayan ng Talugtug.

On May 20, 2026, the Municipality of Talugtug, Nueva Ecija conducted its 2nd Local Development Council (LDC) Meeting for Calendar Year (CY) 2026 held at the Conference Hall, Municipal Building. The meeting served as a platform to discuss, assess and align development plans and priority programs geared toward the municipality’s continued growth and progress.

The meeting formally commenced with an invocation, followed by the roll call and acknowledgment of members and guests facilitated by Mr. James Bryan D. Alegado, Planning Assistant. Hon. Pacifico B. M***a, Municipal Mayor and MDC Chairperson, officially called the meeting to order, while the reading and approval of the previous minutes and meeting agenda were facilitated by Ms. Freah Angelica Refujia of the MPDO.

Among the key agenda items discussed were the presentation of the Annual Investment Program (AIP) for Fiscal Year 2027 by Mr. David John D. Morandarte of the MPDC/MDC Head Secretariat and the status report on all FY 2026 infrastructure projects in Talugtug presented by Engr. Leonides B. Esperon, Municipal Engineer. Other relevant matters concerning the municipality’s development initiatives were likewise taken up during the session.

The meeting concluded through the adjournment led by Hon. Fe C. Cargamento, MDC Vice Chairperson, reflecting Talugtug’s continuing commitment to participatory governance, strategic planning and sustainable local development.
