The Commission on Population and Development โ€“ Region X (CPD X), in partnership with the Provincial Population Office of Lanao del Norte and the Local Government Unit of Tubod, Lanao del Norte, successfully conducted the Enumerators and Encoders Training on the Registry of Barangay Inhabitants and Migrants (RBIM) from March 17โ€“27, 2026, covering the 1st to 3rd batches.

The activity was implemented in three batches covering selected barangays:

The training aimed to capacitate LGU partners, barangay officials, enumerators, and encoders on the standardized implementation of RBIM, a comprehensive database and migration monitoring system that supports evidence-based planning and local governance.

With technical assistance from CPD-X, participants were oriented on RBIM concepts, the Data Privacy Act (RA 10173), software installation, encoding procedures, and field implementation processes. Hands-on exercises, mock interviews, and system navigation were conducted to ensure readiness for actual fieldwork.

The training successfully enhanced participantsโ€™ RBIM competencies and strengthened awareness on data privacy, with very positive feedback on both resource persons and technical assistance received.

The Barangay Population Volunteers (BPVs) Year-End Assessment was successfully conducted last December 12, 2025 at Guianโ€™s Function Hall, Baroy, Lanao del Norte.

The activity provided an avenue for BPVs to present their accomplishments, assess program outcomes, and identify challenges encountered in the ex*****on of various initiatives, including responsible parenthood, adolescent health and development, family planning, and community-based advocacy activities. The activity also strengthened coordination and collaboration among barangay population volunteers, the Municipal Population Office, and partner offices, ensuring that strategies and interventions remain aligned with the municipalityโ€™s population and development priorities.

The activity was personally attended by our servant-Mayor, Hon. Dionisio Y. Cabahug Jr., whose presence and message of support highlighted the strong commitment of the local government, the Project25@28, and recognizing the vital role of BPVs in delivering grassroots-level services and advancing people-centered population and development programs.

The Population Program Officer I of Tubod, Ms. Vifelyn M. Canoy-Pasagad, was invited as one of the resource speakers on the Learning Package for Parent Education (LPPED) Training last November 26, 2025 at Emergency Operations Center, Municipality of Sapad equipping Barangay Population Volunteers (BPVs) of the Municipality of Sapad with the necessary knowledge and skills to effectively facilitate parent education sessions at the barangay level.

The training enhanced the capacity of BPVs to promote responsible parenthood, informed decision-making, and positive family values within their respective communities. The activity strengthened the role of BPVs of Sapad as key partners of the local government in the implementation of population and development programs, contributing to improved family well-being and sustainable community development.

The Commission on Population and Development Region X (CPD X), in partnership with the Provincial Population Office of Lanao del Norte, convened the Information and Service Delivery Network on Adolescent Health and Development (ISDN-AHD) members of Tubod, Lanao del Norte for the Inception Meeting under Project25@28: Reversing the Trends of Adolescent Pregnancy in Northern Mindanao.

A Memorandum of Agreement (MOA) was formally signed between the Local Government Unit of Tubod, represented by Hon. Dionisio โ€œJimmyโ€ Y. Cabahug, Jr., Municipal Mayor, and the Commission on Population and Development Region X, represented by Regional Director Neil Aldrin G. Omega.

The activity underscored the value of strengthened multi-sectoral collaboration in addressing adolescent health and development challenges. ISDN-AHD members committed to working hand-in-hand to ensure that every young person in Tubod is heard, supported, and empowered through responsive and coordinated services.

As part of Project25@28, the Commission on Population and Development Region X (CPD X), in partnership with the Provincial Population Office of Lanao del Norte conducted a Focus Group Discussion with adolescents, adolescent parents, and parents of adolescents of Tubod, Lanao del Norte, to better understand the realities influencing adolescent pregnancy in the community.

Through these meaningful conversations, participants openly shared their experiences, concerns, and aspirations โ€” providing valuable insights that will guide the government in crafting responsive and evidence-based programs for young people and their families.

Local officials expressed their strong support for the initiative, while Assistant Regional Director Richmond Charles G. Gajudo underscored the importance of listening to the voices of adolescents and parents to ensure that interventions remain community-driven and youth-centered.

The Municipal Population Office formally endorsed the proposed ordinance instituting the implementation of the Registry of Barangay Inhabitants and Migrants (RBIM) in all 24 barangays, along with the resolution authorizing the Municipal Mayor to enter into a Memorandum of Agreement (MOA) with the Commission on Population and Development X for the localization of the Philippine Population and Development Plan of Action (PPD-POA) 2023โ€“2028 last November 24, 2025 at the New Legislative Hall, Barangay San Antonio, this municipality.

The Provincial Population Office, represented by Mr. Mark Paul S. Virador, Population Program Worker I, also provided support about RBIM to the August Body to a more inclusive, responsive and evidence-based development programs.

Tubod Convenes ISDN-AHD to Strengthen Multi-Sectoral Action Toward Reducing Adolescent Pregnancy

TUBOD, Lanao del Norte โ€” The Local Government Unit of Tubod, in partnership with the Commission on Population and Development (CPD), convened the Inception Meeting of the Information and Service Delivery Network on Adolescent Health and Development (ISDN-AHD) on December 4, 2025 at the Provincial Agriculture Office Conference Hall, Tubod, Lanao del Norte. The event supports Project 25@28: Reversing the Trends of Adolescent Pregnancy in Northern Mindanao, which aims for a 25% reduction in adolescent pregnancy by 2028.

The activity brought together Mayor Dionisio V. Cabahug, Jr., ISDN-AHD members, the Provincial Population Office of Lanao del Norte led by Ananette B. Danielle, and representatives from CPD Region 10.

The meeting sought to formally convene the ISDN-AHD in Tubod, strengthen multi-sectoral collaboration, align stakeholders on the current municipal situation, and ensure collective commitment to national and regional directives addressing adolescent pregnancy. It also aimed to build a shared roadmap among local leaders and partner agencies to improve adolescent health and development outcomes.

During the meeting, Neil Aldrin G. Omega, Regional Director of CPD 10, highlighted the regional direction and priority interventions on adolescent health. Municipal Population Officer Vifelyn M. Canoy presented the Municipal Situationer and Emerging Issues, outlining pressing challenges associated with adolescent pregnancy in Tubod.

Richmond Charles G. Gajudo, Assistant Regional Director of CPD Region 10, discussed the framework and goals of Project 25@28, along with the mandates of Executive Order No. 141 s. 2021 and Presidential Directive PBBM No. 2025-1492 for Region 10, which further strengthen the national governmentโ€™s commitment to reverse rising adolescent pregnancy rates.

Mayor Dionisio Y. Cabahug, Jr. delivered his Vision Statement on Addressing Adolescent Pregnancy, emphasizing the need for unified, proactive, and youth-centered interventions in Tubod. Following his message, several ISDN members expressed their collective response and support, affirming their alignment with the LGUโ€™s direction and their dedication to improving service delivery for young people.

A key highlight of the activity was the Ceremonial Signing of the Memorandum of Agreement (MOA) between LGU Tubod and CPD Region 10, symbolizing strengthened institutional partnership and commitment under Project 25@28. This was followed by the Pledge of Commitment of ISDN members and stakeholders, signaling a united stance in pursuing coordinated and sustained action to reduce adolescent pregnancy in the municipality.

The inception meeting marks Tubodโ€™s continued commitment to creating a safer, healthier, and more supportive environment for adolescents, reinforcing a whole-of-government and whole-of-community approach in addressing adolescent health and development concerns.
