In a proactive move to institutionalize localized disaster risk reduction and management, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Tubod, in partnership with the Liga ng mga Barangay Tubod Chapter, successfully spearheaded a three-day formulation workshop and writeshop for the Barangay Disaster Risk Reduction and Management (BDRRM) Plan for Calendar Years 2027โ2029. The strategic planning event was held from August 5 to 7, 2026, at the Costa del Sol Resort in Oroquieta City, gathering key stakeholders from all 24 composite barangays of Tubod.
Facilitated under the leadership of MDRRM Officer Vicmar P. Paloma alongside Liga ng mga Barangay Tubod Chapter President Hon. Ruel Lozano, the workshop served as a vital platform to recalibrate grassroots disaster preparedness. Resource speakers emphasized the critical value of a comprehensive, three-year BDRRM Plan. Rather than serving as mere compliance documents, these synchronized plans act as blueprints for saving lives, safeguarding livelihoods, and guaranteeing that communities can anticipate, absorb, and recover from shocks.
A central highlight of the writeshop was the integration and meticulous breakdown of the Quality Assurance Tool (QA Tool). Participants were trained on how the QA Tool directly contributes to the effectiveness, technical soundness, and implementation efficiency of their respective BDRRM Plans, ensuring that allocated local funds deliver maximum impact.
During the plenary sessions, key local leaders shared crucial directives aimed at empowering the barangay delegates to take ownership of their disaster mitigation mandates. MDRRMO Vicmar P. Paloma stressed that true resilience requires a continuous commitment to managing risks across the entire disaster management continuum, stating, "True resilience relies on a disciplined approach that seamlessly connects rigorous planning, precise implementation, and objective evaluation, because managing risk is an ongoing cycle that demands our full attention at every single stage."
Echoing this sentiment, Liga ng mga Barangay President Hon. Ruel Lozano anchored his message on the grassroots nature of disaster response, emphasizing, "The heart of our preparedness lies in community-based hazard assessments that accurately identify our local vulnerabilities, paired with strong community-based response and recovery mechanisms that empower our residents to act effectively when crises strike."
In a pouch interview, Tubod Municipal Mayor Dionisio Y. Cabahug, Jr. underscored the indispensable role of synergy and seamless cooperation across all tiers of local governance.
"Disaster resilience is never a solo endeavor. True safety and security can only be achieved through total collaboration, active partnership, and absolute interoperability among the Municipal Government, the MDRRM Council, the Barangay LGUs, and our Barangay DRRM Committees," Mayor Cabahug stressed.
The local chief executive reminded the barangay leaders of Tubodโs vulnerability to natural hazardsโspecifically pointing to recurring risks such as flooding, landslides, and earthquakes. He challenged the participants to translate the three-day training into actionable, community-centric strategies that will genuinely make every resident feel safe, protected, and prepared.
The workshop concluded with the successful drafting and preliminary presentation of the 2027โ2029 BDRRM plans from all 24 participating barangays, setting a high standard for local disaster preparedness in Lanao del Norte.
