This morning, we had our regular Flag Raising Ceremony hosted by the Municipal Assessor’s Office. 🇵🇭✨

After the ceremony, the Sangguniang Bayan conducted an emergency call to discuss and attend to matters concerning the upcoming activities of the PCL (Philippine Councilors League) and BLLA (Barangay Local Legislative Award).

Another milestone achieved! 🎉

Today, the Committee on Peace and Order appeared before the Sangguniang Panlalawigan for the review of the proposed ordinance authored by Hon. Almondino O. Labadan. On his behalf, Ms. Kimberly V. Arnejo, Legislative Researcher, had the privilege of presenting and defending the proposed ordinance entitled:

“An Ordinance Enacting the Municipal Comprehensive Public Safety Code of Tubod, Surigao del Norte – CY 2026 (1st Revision).”

Yesterday, the Sangguniang Bayan of Tubod successfully conducted its 57th Regular Session through an Outdoor Session held at Barangay Poblacion.

We extend our sincere gratitude to the Barangay Council of Barangay Poblacion, headed by Hon. Ian P. Mante, for their warm hospitality and gracious accommodation throughout the session.

The Outdoor Session was conducted to provide the Barangay Council with an opportunity to observe and gain a better understanding of the proper procedures, protocols, and conduct of a regular legislative session. Through this initiative, we hope to promote good governance, strengthen legislative practices, and encourage the adoption of proper parliamentary procedures at the barangay level.

Thank you once again to the officials and residents of Barangay Poblacion for your support and cooperation. Together, let us continue working towards a more effective, transparent, and responsive local government.

Following the successful conduct of the 57th Regular Outdoor Session at Barangay Poblacion, the members of the Sangguniang Bayan of Tubod, together with our Municipal Vice Mayor, Hon. Francis Ivan V. Dumadag, CE, the Sangguniang Bayan Officials, and the SB Staff, paid a visit to extend our deepest sympathies and heartfelt condolences to Hon. Carmelito R. Arado and his family on the passing of his beloved daughter, Iris R. Arado.

During this difficult time, we stand with the Arado family in prayer and solidarity. May the love and support of family and friends bring comfort and strength as they grieve this profound loss.

We pray that the Lord will grant Iris R. Arado eternal peace and welcome her into His loving embrace. May her soul rest in everlasting peace, and may God continue to guide, comfort, and bless the entire Arado family.

A Productive Day of Legislative Excellence for the Municipality of Tubod

Today, the Municipality of Tubod marked another significant milestone in its commitment to responsive and quality local governance.

In the morning, the Honorable Municipal Vice Mayor, Members of the Sangguniang Bayan, and the Sangguniang Bayan Secretary participated in the Consultative Hearing on the Common Findings in the Review of Legislative Measures Submitted to the Sangguniang Panlalawigan.

The Municipality of Tubod extends its sincere appreciation and gratitude to the Sangguniang Panlalawigan of Surigao del Norte for conducting this meaningful consultative hearing. The valuable discussions, expert guidance, and constructive recommendations provided during the activity have enriched our knowledge, broadened our perspectives, and strengthened our understanding of the legislative process. These insights will serve as a valuable guide in ensuring that future legislative measures are responsive to the needs of our constituents and fully compliant with existing laws and policies.

In the afternoon, three (3) committees of the Sangguniang Bayan of Tubod were invited to present and defend their respective proposed ordinances before the Sangguniang Panlalawigan:

Proposed Ordinance:
An Ordinance Establishing a Comprehensive Local ICT Infrastructure and Digitization Program in the Municipality of Tubod, Surigao del Norte, Creating the Local ICT Management Office, Appropriating Funds Therefor, and for Other Purposes.

Proposed Ordinance:
An Ordinance Institutionalizing Full Public Disclosure of Local Government Transactions, Financial Documents, and Other Public Records, Providing Mechanisms for Transparency and Accountability, and for Other Purposes.

Proposed Ordinance:

The 56th Outdoor Regular Session of the Sangguniang Bayan was successfully held at Barangay Capayahan, under the leadership of Punong Barangay Hon. Melecio L. Tado, Jr.

The activity served not only as the official regular session of the Sangguniang Bayan but also as a valuable learning opportunity for the members of the Sangguniang Barangay of Capayahan. Throughout the session, they were able to observe and gain a better understanding of the proper conduct of a legislative session, including parliamentary procedures, the orderly flow of discussions, and the responsibilities of legislators in carrying out their duties.

It was an enriching experience that provided practical insights and strengthened their knowledge of effective local governance. The exchange of ideas and best practices contributed to a more meaningful and productive session, highlighting the importance of continuous learning and collaboration among local government officials.

Last Wednesday, our SK Federated President, Hon. Carlyl Stephen M. Clerino, was invited to the Provincial Government in relation to his proposed ordinance entitled:

“An Ordinance Establishing the Youth Employability and Skills Development Program of the Municipality of Tubod, Surigao del Norte, Providing Funds Therefor, and for Other Purposes.”

We are delighted to announce that this landmark ordinance has been approved by the Sangguniang Panlalawigan, marking a significant step toward creating more opportunities for the youth of Tubod through skills development, employability enhancement, and meaningful programs that prepare them for a brighter future.
