In a small community where hope is carefully planted and nurtured, forty (40) parents and guardians of child laborers took a meaningful step toward a more secure future on April 20, 2026, in Jones, Isabela.

Through the leadership of the DOLE Isabela Field Office, in partnership with the Local Government Unit of Jones, and with the support of RTWPB2, a Productivity 101 Training was conducted for DOLE Kabuhayan Program awardeesโ€”individuals who have been entrusted not just with livelihood kits, but with the responsibility of turning opportunity into lasting change.

The training was facilitated by Mr. Darlo Battung, who emphasized that receiving a livelihood package is only the beginning. More than tools or capital, knowledge, discipline, and productivity are what truly keep a livelihood alive. Participants were guided on how to manage time, maximize limited resources, and develop simple productivity habits essential for sustaining small enterprises.

For these parents and guardians, the training carried a deeper meaning. It was not merely about earningโ€”it was about protecting their children. By strengthening their capacity to generate income, they can keep their children out of hazardous work and put them back where they belong: in school, safe, and hopeful.

Trainings like Productivity 101 are crucial. Without proper skills and guidance, livelihood assistance risks fading away. With the right mindset and productivity tools, however, these small ventures can grow, providing steady income and breaking the cycle that often forces children into labor.

While RTWPB2โ€™s role was as a partner, the activity stood as a testament to strong collaborationโ€”where DOLE Isabela Field Office led the initiative, LGU Jones stood side by side with its constituents, and stakeholders worked together toward a shared goal: eradicating child labor by empowering families with sustainable income opportunities.

Each participant left the training not only with new knowledge, but with renewed determinationโ€”to make their livelihood work, to keep their children safe, and to build a future where poverty no longer decides a childโ€™s fate.

Because when parents are empowered, children are protected.

The Regional Tripartite Wages and Productivity Board Region II (RTWPB2) successfully conducted a firm-level training on โ€œBetter Mental Health, Better Productivityโ€ at Rafael General Hospital, Tuguegarao City on April 21, 2026.

The activity aimed to promote mental well-being in the workplace and highlight the strong link between employeesโ€™ mental health and overall productivity, especially in high-demand sectors such as healthcare.
The training was facilitated by Atty. Winnie Joy Talamayan-Ferrer, Supervising Labor and Employment Officer, and Ms. Shayne Naree T. Beltran, Labor and Employment Officer III, who shared valuable insights, practical strategies, and policy perspectives to help foster a mentally healthy and productive work environment.

This initiative underscores RTWPB2โ€™s continuing commitment to advocating for decent work, employee welfare, and sustainable productivity in the region.

Following the completion of the 2025-2026 minimum wage review cycle, the Department of Labor and Employment (DOLE) and the National Wages and Productivity Commission (NWPC) are preparing for the next round of wage review cycle beginning May 2026 in the National Capital Region.

Concerns related to the Middle East situation, its effects on prices of basic commodities and its impact on wages, shall be taken into consideration during the next minimum wage review cycle, consistent with the rules on minimum wage review process. The NWPC and RTWPBs are also closely monitoring the socioeconomic conditions in their respective regions.

This follows the standing directive of President Ferdinand R. Marcos Jr. for a timely review of regional minimum wage rates to reduce economic uncertainty and foster a stronger link between productivity and fair pay, ensuring that wage growth remains balanced with business viability.

RTWPB2, in partnership with the Public Employment Service Office (PESO) of the Local Government Unit of Sta. Ana, Cagayan, successfully conducted the โ€œHired & Inspired: Jumpstarting Productivity through Effective Onboarding of New Employeesโ€ training together with โ€œUsapang 2Ps: Pasahod and Productivityโ€ on April 21, 2026, in the municipality of Sta. Ana, Cagayan. The activity was attended by representatives from 37 firms operating within the municipality, reflecting strong local participation and support for initiatives that promote productivity and compliance with labor standards.

The capacityโ€‘building activity aimed to enhance participantsโ€™ understanding of onboarding and its benefits, including improved employee performance, engagement, and retention. It also sought to guide enterprises in developing, implementing, and measuring effective onboarding processes. As a major output, participants prepared their enterpriseโ€‘level action plans, where they designed onboarding programs responsive to the needs of their respective organizations.

One of the highlights of the activity was the active and dynamic Question and Answer session, where participants openly raised workplace concerns and sought guidance on laborโ€‘related issues. During this segment, Atty. Lovely Mei R. Dela Cruz addressed several questions, including those on the importance of employment contracts. She explained that a clear and wellโ€‘defined employment contract establishes the terms and conditions of employment such as job functions, compensation, benefits, and working hours. Atty. Dela Cruz emphasized that proper employment contracts help prevent misunderstandings, reduce potential labor disputes, and promote transparency and fair treatment in the workplace, contributing to sound laborโ€‘management relations.

Earlier in the program, Atty. Dela Cruz also provided the orientation on Usapang 2Ps: Pasahod and Productivity, underscoring the relationship between fair wage practices and sustained productivity growth. Meanwhile, Ms. Teresita Alejo, Senior Labor and Employment Officer, facilitated the Hired & Inspired training, where she presented practical and stepโ€‘byโ€‘step approaches to onboarding that support both employeesโ€™ adjustment and organizational performance.

Through the collaborative efforts of RTWPB2 and PESOโ€‘Sta. Ana, the activity fostered meaningful discussions, experience sharing, and handsโ€‘on planning among participants. RTWPB2 and the LGU of Sta. Ana, through its PESO, expressed confidence that the onboarding plans crafted during the training will be implemented by participating firms, contributing to more productive, compliant, and workerโ€‘friendly workplaces in the municipality of Sta. Ana, Cagayan.

DUPAX DEL SUR, NUEVA VIZCAYA โ€“ Turning livelihood assistance into lasting opportunity requires more than capitalโ€”it demands capability. In line with this, seventy-four (74) members of the Nueva Vizcaya Electric Cooperative Employees Union (NUVELCO-EU) participated in a Business and Work Improvement Course (BWIC) on April 25, 2026, held at the NUVELCO Hall. The activity was conducted through the initiative of the Department of Labor and Employment โ€“ Nueva Vizcaya Field Office (DOLE-NVFO), in collaboration with RTWPB 2 and partner agencies, in preparation for the awarding of a Php 480,000 rice-grain โ€œbigasanโ€ package under the DOLE Integrated Livelihood Program (DLIP) on May 1, 2026.

The DLIP, a flagship program of DOLE, provides grant assistance to help workersโ€”particularly those in vulnerable sectorsโ€”establish or expand livelihood enterprises. However, beyond financial support, the program emphasizes the importance of capability-building interventions to ensure that beneficiaries are equipped with the necessary entrepreneurial, technical, and managerial skills to sustain and grow their projects. The conduct of the BWIC highlights the governmentโ€™s recognition that training is a critical component in transforming livelihood assistance into viable and resilient sources of income.

In support of DOLE-NVFO, RTWPB II, through Mr. Darlo Battung, delivered a session on Productivity 101, emphasizing efficiency, quality improvement, and continuous innovation as key drivers of business success. The activity likewise featured a convergence of services from partner agencies, with the Department of Trade and Industry (DTI) providing inputs on basic entrepreneurship to guide participants in business planning and market positioning, while the Technical Education and Skills Development Authority (TESDA) facilitated work values development to strengthen discipline and professionalism among beneficiaries. Complementing these were sessions from
DOLE-NVFO on emergency first aid, labor education, occupational safety and health (OSH), and simple bookkeeping, ensuring that participants are not only business-ready but also equipped with essential knowledge on workplace safety, workersโ€™ rights, and financial management.

Through this collaborative initiative, RTWPB II and DOLE-NVFO reaffirm their commitment to advancing productivity and empowering workers by ensuring that livelihood beneficiaries are supported not only through financial assistance but also through comprehensive capacity-building. The BWIC stands as a testament to the governmentโ€™s integrated approach to fostering sustainable enterprises and promoting inclusive economic development in the region. Anchored on the principle that โ€œPag Produktibo, Aasenso!โ€, the initiative highlights how productivity-driven interventions can pave the way for lasting progress among workers and communities.
