Buy-bust Operation in Nueva Vizcaya Nets 4 Suspects; Drug Den Dismantled

A drug den was dismantled and four individuals were arrested in a joint anti-drug operation conducted on August 5, 2026, in Brgy. Salvacion, Bayombong, Nueva Vizcaya.

At around 8:55 PM, operatives of the Philippine Drug Enforcement Agency Nueva Vizcaya Provincial Office (PDEA NVPO), in coordination with the Philippine National Police Drug Enforcement Group–Special Operations Unit 2 (PDEG-SOU2), carried out a successful buy-bust operation that led to the arrest of alias “Rico,” 27, construction worker; alias “MJ,” 22; alias “Manuel,” 37, construction worker; and alias “Marco,” 42, all residents of the said barangay.

Seized during the operation were six heat-sealed transparent plastic sachets containing suspected shabu weighing approximately eight grams, with a standard drug price of Php54,400. Also recovered were the buy-bust money, one cellular phone, and assorted drug paraphernalia.

The arrested suspects will be charged for violation of Sections 5 (Sale of Dangerous Drugs), 6 (Maintenance of a Drug Den), 7 (Employees and Visitors of a Drug Den), 11 (Possession of Dangerous Drugs), and 12 (Possession of Drug Paraphernalia) under Article II of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002.

PDEA Regional Director Gil Cesario P. Castro commended the operating units for their swift and coordinated action.
“This successful operation underscores our relentless efforts to eliminate drug dens and protect our communities from the harmful effects of illegal drugs. We will continue to strengthen our collaboration with partner agencies to sustain our gains and ensure a safer, drug-free Region 2,” Director Castro said.

PDEA RO2 Boosts Anti-Drug Efforts Through Intensified DAPE and Drug-Free Workplace Campaigns

The Philippine Drug Enforcement Agency Regional Office 2 (PDEA RO2), through its provincial offices, continues to strengthen its preventive education and advocacy initiatives across Cagayan Valley through a series of Drug Abuse Prevention and Education (DAPE) lectures and Drug-Free Workplace Program (DFWP) activities.

On August 5, 2026, the PDEA Nueva Vizcaya Provincial Office conducted two separate DAPE lectures for Barangay Anti-Drug Abuse Councils (BADACs) and barangay employees.

At about 9:00 AM, the first activity was held at the Barangay Session Hall of Ipil-Cuneg, Bayombong, Nueva Vizcaya. This was followed by another lecture at around 2:00 PM at the Barangay Session Hall of Sto. Domingo Proper, Bambang, Nueva Vizcaya.

These initiatives aim to enhance awareness and strengthen the capacity of local stakeholders in combating illegal drugs at the community level.

On August 6, 2026, at around 9:00 AM, personnel of PDEA RO2 led by IA I Vivien A. Molina, Chief of PECIS, together with IA I Maynard Agleham, Assistant Provincial Officer, paid a courtesy call to Dr. Charity I. Canapi, Chief of Hospital III of the Treatment and Rehabilitation Center (TRC) Region 2. During the meeting, both parties discussed the importance of maintaining a drug-free workplace, as well as upholding accountability and integrity in public service.

Subsequently, at about 10:00 AM, the Drug-Free Workplace Program (DFWP) activity commenced. Mr. Renante C. Rosero, Chief of Admin Division, and Atty. Jojo A. Tarun, Legal Officer, served as resource speakers who discussed the Orientation on Drug-Free Workplace Program, and the salient provisions of Republic Act No. 9165, respectively.

Meanwhile, on the same day, the PDEA Cagayan Provincial Office conducted a Drug-Free Workplace re-orientation at around 9:00 AM for personnel of the Sto. Niño Police Station, under the leadership of PMAJ Harold Agdamag, Acting Chief of Police.

In the afternoon, at about 1:00 PM, Assistant Regional Director, IAV Joshua V. Arquero delivered a message during the Seminar on Katarungang Pambarangay and Barangay Anti-Drug Abuse Council with the theme, “Nagkakaisang Barangay: Katarungan, Kaayusan at Ligtas na Pamayanan Laban sa Droga,” held at Barangay Ugac Norte, Tuguegarao City under the leadership of Punong Barangay Noel Dayag.

In his message, ARD Arquero underscored the vital roles and responsibilities of local officials in ensuring safer, more peaceful, and drug-free communities, emphasizing the importance of unified action and sustained commitment in the fight against illegal drugs.

These continuous efforts highlight PDEA RO2’s commitment to preventive education, community empowerment, and institutional strengthening as key strategies in achieving sustainable drug-free communities across the region.

PDEA RO2 Joins SICAP-BADAC 3.0 Rollout in Solana, Cagayan

Personnel of PDEA RO2, led by IA III Marilyn A. Natividad, Acting Chief of the Plans and Operations Division and RBDCP Team Leader, actively participated as resource speakers during the two-day Roll-Out Training on Strengthening Institutional Capabilities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC) 3.0 in the Municipality of Solana, Cagayan.

Held at the Municipal Gymnasium on August 4–5, 2026, the activity gathered selected members of the Barangay Anti-Drug Abuse Councils (BADACs), who were organized into two clusters.

During the activity, PDEA RO2 personnel delivered lectures on key topics, including the retention of drug-cleared and drug-free barangays, as well as the legal bases for barangay-level information gathering and reporting in relation to the BADAC Watchlist. These discussions reinforced the critical role of BADACs in sustaining drug-cleared status and ensuring compliance with existing policies and guidelines.

The training aimed to further strengthen the institutional capacity of BADAC members by equipping them with the necessary knowledge and skills to effectively implement anti-drug programs and initiatives at the grassroots level, thereby contributing to the continued advancement of drug-free communities.

61st Balay Silangan Reformation Center Rises in Gamu, Isabela

The Philippine Drug Enforcement Agency Regional Office 2 (PDEA RO2), in partnership with the Local Government Unit (LGU) of Gamu, Isabela, successfully inaugurated the 61st Balay Silangan Reformation Center in Region 2 on August 4, 2026, marking another milestone in advancing reformation programs and reintegration efforts.

At around 9:00 in the morning, Regional Director Gil Cesario P. Castro was represented by IA V Joshua V. Arquero, Assistant Regional Director, who graced the inauguration as honored guest and speaker.

The activity featured the signing of a Memorandum of Agreement between LGU Gamu and PDEA RO2, a Memorandum of Understanding with partner stakeholders, and a Manifesto of Commitment signifying unified support for the program. The facility was likewise blessed by Ptr. Wilfredo V. De Manzana.

Present during the ceremony were key representatives from partner agencies, including PCOL Jefferson P. Cariaga, Deputy Regional Director for Operations of PRO2; PLTCOL Jomar F. Julian, Chief of PCADU-IPPO; Mr. Elmer A. Agorto of DTI Isabela; Ms. Gina Rivero, Provincial Social Welfare and Development Officer; LTCOL Ericson C. Bulosan, Commanding Officer of the 95th Infantry Battalion, Philippine Army; personnel of Gamu Municipal Police Station led by PMAJ Joel B. Bumanglag, Chief of Police; BFP Gamu personnel headed by SFO3 Mary Joy Perdido, Acting Fire Marshal; Mr. Jief B. Canapi, MLGOO; Ms. Arlene Lopez, TESDA representative; as well as Sangguniang Bayan members, department heads, LGU employees, and barangay chairpersons of Gamu, Isabela.

At around 10:30 in the morning, the ceremonial signing of commitments took place, followed by the awarding of a Certificate of Commendation to the LGU of Gamu, Isabela under the leadership of Hon. Atty. Xian-Al Defensor A. Galanza, CPA, CRB, Municipal Mayor, in recognition of the municipality’s efforts in establishing a Drug-Free Workplace.
A ceremonial unveiling of the Drug-Free Workplace marker of the municipality was likewise conducted, further emphasizing Gamu’s commitment to maintaining a drug-free environment.

The establishment of the Balay Silangan Reformation Center in Gamu underscores the continuing commitment of PDEA RO2 and its partner stakeholders to provide holistic, community-based interventions that promote recovery, transformation, and sustainable reintegration toward drug-free communities.

Region 2 Intensifies Drug-Free Advocacy Through Simultaneous DFWP and DAPE Activities

On August 3, 2026, the PDEA Regional Office 2, under the leadership of DIR III GIL CESARIO P CASTRO, in close coordination with partner agencies and local government units, conducted a series of Drug-Free Workplace Program (DFWP) orientations and Drug Abuse Prevention and Education (DAPE) activities across Cagayan Valley, reinforcing its commitment to sustaining drug-free communities and workplaces.

In Tuguegarao City, at around 8:00 AM, PDEA RO2 personnel conducted a Drug-Free Workplace Orientation for employees of the Provincial Government of Cagayan held at the Capitol Gymnasium, Capitol Hills, Caggay. The activity, spearheaded by Governor Edgar Aglipay, highlighted the salient features of the Drug-Free Workplace Program and underscored the importance of maintaining a drug-free environment in government institutions.

Simultaneously, a mandatory drug testing activity was conducted, facilitated by Reallab Diagnostic Center and Medical Supply, Inc., with personnel from the 1st Cagayan PMFC and PDEA Cagayan Provincial Office providing security and operational support.

In Isabela, the Provincial Office actively participated in multiple engagements. At around 7:00 AM, personnel attended the Thanksgiving Mass and Flag Raising Ceremony in Benito Soliven, followed by the awarding of Drug-Free Workplace Program Certificates of Commendation to twenty-nine (29) barangays. Resolutions from the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) were likewise awarded, recognizing the barangays for sustaining their drug-free and drug-cleared status.

Later, at about 11:00 AM, IA V Joshua V. Arquero, Assistant Regional Director of PDEA RO2, together with IA V Gayuma, attended the 3rd Quarter Joint City Peace and Order Council (CPOC) and City Anti-Drug Abuse Council (CADAC) Meeting in Cauayan City, presided over by City Mayor Hon. Jaycee S. Dy Jr., alongside representatives from key law enforcement and partner agencies.

At about 9:00 AM, the Quirino Provincial Office simultaneously conducted a reorientation on the Drug-Free Workplace Program for the personnel of the 2nd Quirino Provincial Mobile Force Company (2nd QPMFC) at Barangay Ponggo, Nagtipunan, and for the personnel of the Local Government Unit of Cabarroguis at the Municipal Gymnasium in Barangay Zamora, Cabarroguis.

Assistance was likewise provided during the conduct of drug testing for LGU employees. The activity highlighted the strong commitment of both the 2nd QPMFC and the LGU of Cabarroguis to promoting public service excellence by maintaining a safe, healthy, and drug-free workplace.

In Nueva Vizcaya, the Provincial Office conducted simultaneous DAPE lectures to Barangay Anti-Drug Abuse Councils (BADACs). At 8:30 AM, a lecture was held in Barangay Bagahabag, Solano, followed by another session at 1:00 PM in Barangay Abian, Bambang. Topics discussed included drug identification, the concept of drug abuse, ill effects of dangerous drugs, and the salient provisions of Republic Act No. 9165.

Similarly, in Cagayan Province, a series of DAPE lectures were conducted by PDEA personnel in the municipality of Lal-lo. Sessions were held consecutively in Barangays Malanao (9:00 AM), Catugan (11:00 AM), Cabayabasan (1:00 PM), Bicud (3:00 PM), and Magapit (4:00 PM), reaching community members and strengthening grassroots-level awareness against illegal drugs.

PDEA RO2 reiterates its unwavering commitment to intensifying preventive education, strengthening inter-agency collaboration, and promoting community participation as key strategies in the fight against illegal drugs in the region.

PDEA RO2 continues to intensify its preventive education and Drug-Free Workplace Program (DFWP) initiatives across the region through sustained engagements with law enforcement personnel and the youth sector.

On July 31, 2026, at about 8:30 AM, personnel of the PDEA Cagayan Provincial Office conducted a Drug-Free Workplace Orientation for personnel of the Iguig Municipal Police Station at Casa Caridad, Iguig, Cagayan. The activity aimed to enhance awareness on the dangers of illegal drugs, the salient provisions of Republic Act No. 9165, and the importance of maintaining a drug-free workplace to uphold professionalism, discipline, and integrity in public service.

Meanwhile, on August 1, 2026, at around 8:30 AM, personnel of the PDEA Nueva Vizcaya Provincial Office conducted a Drug Abuse Prevention Education (DAPE) lecture for National Service Training Program (NSTP) and Reserve Officers’ Training Corps (ROTC) students of Aldersgate College in Solano, Nueva Vizcaya.

The lecture covered key topics, including drug identification, the concept of drug abuse, the ill effects of dangerous drugs, and the salient provisions of Republic Act No. 9165. The activity aimed to equip students with the necessary knowledge and awareness to resist illegal drugs and actively participate in promoting drug-free communities.

These initiatives underscore PDEA RO2’s unwavering commitment to strengthening inter-agency collaboration and advancing preventive education efforts in support of a safer and drug-free Cagayan Valley.

60th Balay Silangan in Region 2 Inaugurated in Dinapigue, Isabela

The 60th Balay Silangan facility in Region 2 was formally inaugurated in the Municipality of Dinapigue, Isabela, marking another significant milestone in advancing community-based drug reformation efforts.

Representing DIR III Gil Cesario P. Castro, Regional Director of PDEA RO2, IA V Joshua V. Arquero, Assistant Regional Director, led the agency’s delegation during the inauguration and blessing ceremony at around 8:00 AM. He was joined by IA III Mary Jane Gaayon, Balay Silangan Focal Person, and the PDEA Isabela Provincial Office headed by IA V Jojo C. Gayuma.

A key highlight of the event was the signing of a Memorandum of Agreement (MOA) between the Local Government Unit (LGU) of Dinapigue and PDEA RO2, along with a Memorandum of Understanding (MOU) among partner stakeholders, reinforcing a unified commitment toward rehabilitation and reintegration. The ceremonial unveiling of the Drug-Free Workplace marker also followed.

Attendees recited the pledge of commitment to sustain a drug-free community, led by Ms. Alma Y. Ramirez, MLGOO, with a ceremonial signing thereafter.

In recognition of its steadfast support, the LGU of Dinapigue, under the leadership of Hon. Vicente Mendoza, Municipal Mayor, was awarded a Certificate of Commendation.

Additionally, resolutions from the Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) were awarded to six (6) barangays for maintaining their drug-free/cleared status.

PDEA RO2 Intensifies DFWP Implementation Through Regionwide Engagements

The PDEA Regional Office 2 continues to strengthen the implementation of its Drug-Free Workplace Program (DFWP) through sustained collaboration with partner agencies across the region.

On July 28, 2026, IA V Armenio V. Gaudia, Provincial Officer of Quirino, awarded the Drug-Free Workplace Certificate of Commendation to the Cabarroguis Police Station in recognition of its strong commitment to sustaining a drug-free workplace.

On the same day, personnel of the Cagayan Provincial Office and the Legal Prosecution Unit, conducted a DFWP orientation and assisted in the drug testing of personnel of Piat Police Station. The activity reinforced awareness on the provisions of Republic Act No. 9165 and emphasized the importance of maintaining a drug-free workplace to uphold professionalism, discipline, and integrity in public service.

On July 29, 2026, at around 9:00 AM, PDEA RHQ personnel conducted a coordination meeting with SSUPT Victoria A. Domingo, DSC, Regional Director of the Bureau of Fire Protection Regional Office 2 (BFP RO2). The meeting focused on the conduct of Drug-Free Workplace Program orientations and related initiatives, further strengthening inter-agency cooperation and reinforcing a shared commitment to a drug-free workforce.

On the same day, the PDEA Quirino Provincial Office conducted a DFWP reorientation for the personnel of Diffun Police Station, aimed at sustaining compliance and further promoting professionalism in the workplace.

These initiatives underscore the continued commitment of PDEA RO2 and its partner agencies to promote a safe, healthy, and drug-free working environment across Cagayan Valley.

Cagayan Valley Medical Center Personnel Complete Drug-Free Workplace Orientation Under PDEA RO2

The Philippine Drug Enforcement Agency Regional Office 2 (PDEA RO2) successfully conducted a series of Drug-Free Workplace Program (DFWP) orientations for personnel of the Cagayan Valley Medical Center (CVMC), reinforcing its commitment to institutionalizing drug-free policies across government offices.

At around 9:00 AM, Mr. Renante C. Rosero, Chief Administrative Officer, together with Atty. Jojo A. Tarun of the Legal Prosecution Unit, facilitated the orientation for the third batch of CVMC personnel at the hospital’s Multipurpose Hall. This was followed by the fourth batch session at approximately 1:00 PM, covering the salient provisions of Republic Act 9165 and the Drug-Free Workplace Program.

An open forum was conducted at around 4:00 PM in the presence of DIR III Gil Cesario P. Castro, providing an avenue for participants to raise issues and concerns, thereby enhancing understanding and strengthening compliance among personnel.

Earlier in the day, Director Castro paid a courtesy call to CVMC officials led by Dr. Cherry Lou M. Antonio, Medical Center Chief II and Chairman of the Drug-Free Workplace Committee (DFWC), and Dr. Stanley T. Agor, Chief Medical Professional Staff II and Vice-Chair of the DFWC, reaffirming PDEA RO2’s partnership with the institution in advancing a drug-free workplace.

This activity builds on the initial engagement conducted on July 24, 2026, where Atty. Tarun and Mr. Rosero also met with CVMC leadership prior to the rollout of the first and second batch orientations. The series ensured wider participation through a structured and comprehensive information drive.

The conduct of these orientations underscores PDEA RO2’s sustained efforts to promote awareness, accountability, and strict adherence to drug-free workplace policies, ultimately fostering a safe, healthy, and drug-free working environment within Cagayan Valley Medical Center.

PDEA RO2 continues to intensify the implementation of its Drug-Free Workplace Program (DFWP) across Cagayan Valley, reaching various law enforcement units and local government offices in a unified effort to promote a drug-free environment.

In Cagayan, personnel of the PDEA Cagayan Provincial Office, led by IA V Ma. Editha R. Bunagan, conducted a re-orientation on the Drug-Free Workplace Program at the Santa Ana Police Station. The activity, attended by police personnel under the leadership of PCAPT Orlan S. Capili, Officer-in-Charge, reinforced awareness on the harmful effects of illegal drugs, key provisions of Republic Act No. 9165, and the vital role of uniformed personnel in maintaining a safe and drug-free workplace.

Meanwhile, in Nueva Vizcaya, personnel of the Provincial Office together with Atty. Cherwin Maggulun, Chief of the Legal and Prosecution Unit, facilitated a Drug-Free Workplace orientation among personnel of the Provincial Local Government Unit. The discussion covered the concepts of drug abuse, identification of dangerous drugs, their ill effects, and the salient provisions of RA 9165.

Further highlighting the province’s commitment, IA V Rosario V. Abella, Provincial Officer, attended the Ceremonial Unveiling of the Municipality of Santa Fe as a Drug-Free Workplace. The event included the signing of a pledge of commitment and the awarding of a Plaque of Commendation to the LGU in recognition of its efforts in implementing the Drug-Free Workplace Program. PDEA also turned over resolutions for the retention of the drug-cleared and drug-free status of 16 barangays in the municipality.

In Isabela, the Provincial Office led by IA V Jojo C. Gayuma conducted a series of lectures during a Drug-Free Workplace orientation for employees of LGU San Isidro and personnel of the San Isidro Municipal Police Station. The activity was attended by key local officials, department heads, and PNP personnel, emphasizing a whole-of-government approach in sustaining drug-free institutions.

PDEA RO2, under the leadership of Regional Director Gil Cesario P. Castro, reaffirms its commitment to strengthening partnerships with government agencies and law enforcement units in advancing a culture of accountability, awareness, and zero tolerance against illegal drugs in the workplace.
