Today, the Provincial Government of Cagayan through the Provincial Planning and Development Office (PPDO) successfully conducted the ๐๐ป๐๐ฒ๐ฟโ๐ฃ๐ฟ๐ผ๐๐ถ๐ป๐ฐ๐ถ๐ฎ๐น ๐๐ป๐ด๐ฎ๐ด๐ฒ๐บ๐ฒ๐ป๐ ๐ผ๐ป ๐๐ผ๐ป๐๐ถ๐ป๐ด๐ฒ๐ป๐ฐ๐ ๐ฎ๐ป๐ฑ ๐ฅ๐ฒ๐๐ถ๐น๐ถ๐ฒ๐ป๐ฐ๐ฒ ๐ฐ๐๐บ ๐ฆ๐ฝ๐ฒ๐ฐ๐ถ๐ฎ๐น ๐ฃ๐ผ๐ฝ๐๐น๐ฎ๐๐ถ๐ผ๐ป ๐ฎ๐ป๐ฑ ๐๐ฒ๐๐ฒ๐น๐ผ๐ฝ๐บ๐ฒ๐ป๐ ๐ ๐ฒ๐ฒ๐๐ถ๐ป๐ด at GO Hotels Plus, Tuguegarao City. The activity gathered planners, population officers, development officers, representatives from national government agencies, and local government units of Cagayan to strengthen collaboration on contingency planning, resilience building, and population and development initiatives.
The program formally opened with the acknowledgment of participants by Ms. Elma T. Diego, Planning Officer III and Provincial Point Officer on Population Program, followed by the opening remarks of Ms. Elisa G. Umoso, Provincial Planning and Development Coordinator. In her message, Ms. Umoso emphasized the importance of establishing Population Officers in all Local Government Units (LGUs) in Cagayan to ensure that population and development concerns are properly integrated into local planning and governance. She highlighted that dedicated Population Officers play a vital role in addressing emerging demographic challenges, strengthening community-based programs, improving data management, and supporting evidence-based decision-making for sustainable development and disaster resilience.
In the message of Governor Edgar B. Aglipay, delivered by Dr. Archie Articulo, it was emphasized that governance can no longer remain reactive amid the growing threats of climate change, migration pressures, disasters, economic instability, food insecurity, and health emergencies. He stressed that accurate data, population mapping, migration monitoring, and evidence-based planning are now essential tools for survival, resilience, and responsible leadership. The Governor further underscored the importance of inter-provincial collaboration, institutional convergence, and unified action among planners and leaders, noting that future challenges can no longer be addressed by individual agencies or LGUs alone. He called on all participants to strengthen data-sharing, coordination, and collective planning to institutionalize resilience in governance systems and communities.
Following the Governorโs message, a presentation on the Cagayan Valley Integrated Strategic Infrastructure Program (CV-ISIP): Preparing Communities for Regional Mega Projects was presented. The presentation highlighted the CV-ISIP as the primary development framework endorsed by the Regional Development Council (RDC) Region 02 for the long-term growth and modernization of Cagayan Valley. The program aims to transform the region through major infrastructure initiatives, including the development of a maritime highway system, international seaports and airports, railway connectivity, and the revitalization of the Cagayan River as a center for trade and tourism.
The activity also featured several significant presentations from partner agencies. Ms. Jennifer Panaligan of the Commission on Population and Development Regional Office II (CPD-RO2) presented the Registry on Barangay Inhabitants and Migrants (RBIM), highlighting its importance in monitoring migration trends and identifying vulnerable populations. Mr. Carlito T. Hipolito of the Department of the Interior and Local Government (DILG) Cagayan discussed the Records/Registry of Barangay Inhabitants and emphasized the role of accurate barangay-level data in local governance and emergency response. Meanwhile, Ms. Cristeta M. Retoma of the Philippine Statistics Authority Cagayan presented the Community-Based Monitoring System (CBMS), underscoring the significance of reliable and updated community data in planning programs and delivering government services effectively.
Another highlight of the engagement was the presentation of the status report on the RBIM implementation of Tuguegarao City by Ms. Angelie De Polonia-Taccad, Nurse II and City Population Officer, who shared the cityโs experiences and best practices in implementing the registry system.
The event concluded with an open forum and closing remarks, reinforcing the commitment of participating agencies and LGUs toward building resilient, data-driven, and future-ready communities across Cagayan Valley.
