In 2020, John Botiwey acted quickly to support La Trinidad during the height of the pandemic by initiating the waiving of rent for municipal market stallholders during the Enhanced Community Quarantine (ECQ)—providing relief to affected vendors and small business owners. That same year, he also authored an ordinance banning plastic straws and stirrers, underscoring his enduring commitment to environmental sustainability. In 2021, he continued to push for people-centered legislation by authoring an ordinance that granted hospitalization and burial assistance to barangay officials and personnel—recognizing their dedication and providing them with vital support. He also helped establish clear guidelines for managing La Trinidad’s public markets, ensuring more organized, transparent, and efficient municipal operations.

In 1998, John Botiwey championed a meaningful legislation that regulated the employment of minors in La Trinidad—protecting the rights and welfare of the youth. That same year, he authored the Comprehensive Solid Waste Management Ordinance, one of the first in Cordillera and across the country, paving the way for La Trinidad’s recognition in the Clean & Green program. In 1999, John Botiwey supported the regulation of trade fairs and baratillos in La Trinidad—ensuring fair practices and helping protect both local entrepreneurs and consumers through proper guidelines. In 2014, John Botiwey led the amendment to rename the Garden City Conference Center to Strawberry Valley Hotel and Restaurant, reinforcing La Trinidad’s identity and branding as the Strawberry Capital of the Philippines. Through these early efforts, John Botiwey laid the foundation for practical, people-centered governance that continues to shape La Trinidad to this day.

John Botiwey envisions a smarter, more efficient La Trinidad through digital transformation—one that complements, not replaces, traditional systems. He plans to develop an advanced government portal to simplify tax payments, business permits, and public transactions, while still ensuring manual services remain accessible. To reduce waiting times, he supports implementing an online appointment system for civil registry, health services, licensing, and barangay clearances. He also champions digital literacy programs in every barangay so residents can confidently use online platforms alongside in-person options. His plans include launching a Smart Governance Dashboard for real-time monitoring of municipal services, disaster response, and traffic, and introducing a Digital ID System to streamline transactions and improve access to government support.
