Hibla Victoria 2026 celebrates local fashion creatives in Kanibon Festival Fashion Show

VICTORIA, TARLAC – The Local Government Unit (LGU) of Victoria, in partnership with the Department of Trade and Industry (DTI) – Negosyo Center Victoria, held “HIBLA VICTORIA 2026: Hibla ng Kultura, Habi ng Victoria” on February 12, 2026, at the Bulwagan ng Tagumpay, San Fernando, Victoria, Tarlac, as part of the Kanibon Festival 2026 celebration.
The event showcased the craftsmanship of the local fashion creatives of the town, highlighting the importance of traditional skills in strengthening the industry, promoting cultural pride, and supporting local micro, small, and medium enterprises (MSMEs). It provided a platform for homegrown talents to present their creations and be recognized for their contributions to the local economy. It also strengthened collaboration among stakeholders in advancing the municipality’s creative sector.
In his message, Hon. Rex Villa Agustin, Municipal Mayor of Victoria, welcomed the participants and emphasized the value of people empowerment and support for local initiatives.
“Nangingilabot ako, People Empowerment, itong Hibla na ito is an initiative of DTI, this will not be the first time. There will be innovations and adjustments. Let us keep our hearts burning through giving service to our constituents,” he said.
Meanwhile, Chief Trade-Industry Development Specialist Ana Marie S. Tabamo, of DTI-Tarlac, expressed strong support for the initiative, highlighting the growing contribution of creative industries to the national economy.
“Creativity is no longer viewed as a niche but a critical component of economic planning and innovation. It is no longer seen as a hobby, but a business, a profession, and a national growth driver,” she said.
The event featured a fashion show highlighting handcrafted barongs, gowns, crocheted pieces, and woven designs, along with an awarding ceremony recognizing the designers and contributors to Victoria’s creative industry.
One of the participants, Mr. Avi Banda, shared his appreciation for the initiative, saying, “Super saya po dahil nabigyan po kami ng pagkakataon na maishowcase po yung mga gawa namin.”
Following the success of HIBLA VICTORIA 2026, the LGU of Victoria and DTI Negosyo Center Victoria plan to further strengthen programs focused on market expansion, skills development, and sustain support for local artisans and creative workers.
