In celebration of the Anilag Festival Level Up 2026, representatives from the Department of Trade and Industry (DTI) Region 4-A CALABARZON, together with DTI Assistant Secretary Leny T. Baluyot, attended the grand opening ceremony of the 2026 Anilag Festival.
The event runs from March 16 to 21 and highlights the region’s vibrant culture while supporting tourism, local industries, and micro, small, and medium enterprises (MSMEs).

DTI Laguna Celebrates Women Empowerment & Consumer Rights!
The Department of Trade and Industry (DTI) Laguna Provincial Office successfully conducted the integrated celebration of the 2026 National Women’s Month and World Consumer Rights Day on March 16, 2026, at the DTI Laguna Provincial Office in Victoria, Laguna. The activity gathered approximately 68 participants composed of DTI personnel and On-the-Job Trainees (OJTs), providing a meaningful platform to promote gender equality, women empowerment, and consumer awareness.
Anchored on the Philippine Commission on Women (PCW) sub-theme “Lead like the Babaylans, Filipinas!”, the celebration emphasized women’s leadership rooted in wisdom, compassion, and service to the community, inspired by the Babaylans of pre-colonial Philippines. At the same time, the activity integrated the global observance of World Consumer Rights Day with the theme “Safe Products, Confident Consumers,” highlighting the importance of consumer protection, product safety, and responsible decision-making in the marketplace.
The program commenced with a flag-raising ceremony and opening message from Provincial Director Christian Ted Tungohan, setting the tone for a day of empowerment and learning. This was followed by the cultural segment “Harana Para kay Juana,” which paid tribute to women and recognized their invaluable contributions to society through music and performance. The morning session featured a seminar on consumer rights and responsibilities, an orientation on the Integrated Registration Information System (IREGIS), and an interactive quiz bee led by the Consumer Protection Division, reinforcing participants’ knowledge on consumer protection and fair trade practices.
In the afternoon session, participants attended a seminar on Republic Act No. 11313 or the Safe Spaces Act, delivered by Ms. Gerlie Jara from the Provincial Government of Laguna. The session highlighted the importance of fostering safe, respectful, and gender-sensitive environments in both the workplace and public spaces. This was followed by “Kusina ni Juana: Coffee Edition,” a hands-on skills training facilitated by a local womanpreneur Ms. Shaira Reyes, Owner of Kairos Coffee. The activity provided participants with practical knowledge on coffee preparation while promoting entrepreneurship and livelihood skills. The event concluded with an awarding and closing ceremony, recognizing participants and summarizing the key learnings of the event.
Overall, the activity successfully enhanced participants’ awareness of women’s rights and leadership, strengthened their understanding of consumer protection, and reinforced the importance of maintaining safe and inclusive environments. It also highlighted the significant role of women entrepreneurs in local economic development and reaffirmed DTI Laguna’s commitment to Gender and Development (GAD) and consumer welfare initiatives.
Through this integrated celebration, DTI Laguna demonstrated its continued dedication to fostering a culture of empowerment, inclusivity, and informed consumerism. By embodying the spirit of the Babaylans - leaders guided by integrity, empathy, and service - the activity underscored the vital role of women and responsible consumers in achieving sustainable and inclusive growth in the community.

March 12, 2026 | Calamba City, Laguna — The Department of Trade and Industry (DTI) Laguna, through the Negosyo Centers of Calauan, Kalayaan, Mabitac, Pakil, and Bay, in continuous partnership with the Calamba Manpower Development Center (CMDC), successfully conducted a Livelihood Orientation Program at the Jose P. Rizal Coliseum, Brgy. Real, Calamba City, Laguna Province, Philippines.
The program aimed to empower participants with the fundamentals of entrepreneurship, available livelihood opportunities, and government support services to promote informed and sustainable enterprise development.
The activity featured resource speakers who discussed key topics such as the entrepreneurial mindset, business ideas, how to start a business, DTI programs and services, and consumer education. These discussions provided participants with valuable knowledge on starting and managing a business while understanding their rights and responsibilities as consumers.

On 12 March 2026, the Department of Trade and Industry (DTI) Laguna, through its Negosyo Centers in Paete and Magdalena, together with the Cooperative Livelihood Development Division (CLDD), conducted the seminar “Scaling Up: Business Operations and Record Management for MSMEs.”
A strong foundation in business operations ensures smooth workflows and greater efficiency, while effective record management builds trust, accountability, compliance, and safeguards sensitive information. Whether starting up or scaling an existing enterprise, MSMEs must practice these disciplines to establish sustainable growth. With clarity of tasks and organized records, entrepreneurs can evaluate situations, make timely decisions, and stay ahead of the competition.
As part of the program, Negosyo Center Magdalena discussed Consumer Rights and Responsibilities, underscoring DTI’s role as the leading advocate of consumer education—empowering the public with knowledge to make informed choices and protect their rights.

Over 250 students and aspiring entrepreneurs from various universities gathered at UP Los Baños for an inspiring session on how government programs are helping MSMEs thrive in today’s digital economy! 💻✨
As part of Entrelympics 2026, Mr. Joel Nico Toriano from DTI Negosyo Center Lumban shared valuable insights on how Filipino entrepreneurs can leverage government initiatives like the MSME Development Plan, Philippine E-Commerce Roadmap, and DTI Philippine Trustmark for E-Commerce to grow their businesses online.
“Digital transformation is no longer an option—it’s a must for businesses to stay competitive, reach more customers, and improve efficiency,” said Mr. Toriano.
Participants also learned about programs like Negosyo Centers, Kapatid Mentor ME (KMME), Go Lokal!, and OTOP Next Gen, which support entrepreneurs in strengthening their skills, expanding market access, and improving product competitiveness.
