READ | DILG, DepEd, ECCDC set nationwide standards for stronger early childhood care

The Department of the Interior and Local Government (DILG), Department of Education (DepEd), and Early Childhood Care and Development Council (ECCDC) have formally signed the Implementing Rules and Regulations (IRR) of Republic Act No. 12199, setting in motion stronger and more coordinated early childhood care and development services across the country.

DILG Secretary Jonvic Remulla and DepEd Secretary Sonny Angara, both ex-officio Co-Chairpersons of the ECCDC, joined ECCDC Vice-Chairperson and Executive Director Dr. Teresita Inciong in signing the IRR, strengthening the government's commitment to give Filipino children the care and support they need during the most critical years of development.

Signed into law by President Ferdinand R. Marcos Jr. in 2025, RA 12199 or the Early Childhood Care and Development Systems Act strengthens the country's ECCD system to address gaps in healthcare, nutrition, early childhood education, safety, security, and social services for children aged five and below.

The IRR establishes clear responsibilities across national government agencies and local government units (LGUs), recognizing that effective early childhood development begins in communities.

Under the new rules, every province, city, and municipality is mandated to establish an ECCD office to oversee local programs and service delivery. LGUs are also directed to maintain functional childcare facilities, including Day Care Centers, Childminding Centers, and Health Stations, while developing childcare programs in workplaces and communities.

Local governments are likewise tasked to provide funding for ECCD programs through available local funds, the Special Education Fund, and the Gender and Development Fund, while pursuing partnerships to expand services and reach more children.

For its part, the DILG will oversee LGU compliance with RA 12199 and provide capacity development support to strengthen local implementation.

The Department will also facilitate the integration of ECCD into the assessment criteria of the Seal of Good Local Governance (SGLG), reinforcing early childhood development as a measure of responsive and effective local governance.

Also present during the signing were DILG Assistant Secretary Atty. Jesi Howard Lanete, EDCOM 2 Representatives Roman Romulo and Jude Acidre, ECCD Council members, and other government officials and partners.

Together with DepEd, ECCDC, and LGUs nationwide, the DILG will continue to push reforms that give every Filipino child a stronger start in life, because the quality of government is measured not only by what it builds today, but by how well it prepares the next generation for tomorrow.

Enhanced Barangay Development Planning Conducted in Barangay IX

August 5, 2026|The DILG Victorias City, in collaboration with the City Planning Office, City Disaster Risk Reduction and Management Office (CDRRMO), and City Engineering Office, together with the Barangay Council of Barangay IX, Victorias City, successfully conducted the Enhanced Barangay Development Planning (EBDP) on 5 August 2026 at the Barangay IX Covered Court.

A total of 76 participants representing various sectors of the community actively participated in the one-day planning activity. The EBDP provided a meaningful platform for community members and stakeholders to identify priority issues, assess development needs, and formulate appropriate programs, projects, and activities responsive to the needs and aspirations of the residents. The activity forms part of the Immersion Phase of the Retooled Community Support Program (RCSP), with Barangay IX serving as the sole target barangay for RCSP implementation in Victorias City for CY 2026.

The successful conduct of the EBDP was made possible through the leadership of Punong Barangay Rema Alsado and the active support and participation of the Sangguniang Barangay Council, community representatives, and partner offices. The activity demonstrated the importance of convergence and participatory governance in developing community-driven solutions and strengthening the capacity of the barangay to address its priority development concerns.
The identified priorities and proposed interventions will serve as a basis for further convergence, resource mobilization, and implementation of responsive programs under the RCSP.

READ | DILG urges LGUs to support AI-powered database of local ordinances

The Department of the Interior and Local Government (DILG) has called on local government units (LGUs) nationwide to support the rollout of an artificial intelligence (AI)-powered legislative information system that will modernize the way local laws are drafted, managed, and accessed.

Through Memorandum Circular No. 2026-041, the DILG encouraged city and municipal mayors, vice mayors, and Local Sanggunians to submit electronic copies of their ordinances, resolutions, and other legislative issuances for inclusion in the e-Legis Reference System, a centralized, AI-driven online database designed to make local legislation more accessible, transparent, and efficient.

To ensure the effective implementation of the initiative, the Department also directed city and municipal Sanggunian members to actively participate in orientation and capacity-building activities on the e-Legis Reference System. LGUs may likewise collect the corresponding subscription fees in accordance with existing laws and regulations.

The e-Legis Reference System is expected to strengthen local governance by equipping policymakers with digital tools that improve the quality and efficiency of legislation. Among its key features are a personalized legislative feed based on users' areas of interest, an AI-powered drafting studio that assists in developing local measures, and a dedicated research platform that enables vice mayors and Sanggunian members to quickly search for relevant ordinances, resolutions, and policy references.

The initiative is being implemented in partnership with the Vice Mayors' League of the Philippines (VMLP) and the Center for Local and Regional Governance (CLRG) of the University of the Philippines National College of Public Administration and Governance (UP-NCPAG).

According to the DILG, the e-Legis Project will foster greater collaboration among LGUs by creating a centralized repository of local legislation, making it easier for local governments to share policy innovations, adopt proven ordinances, and strengthen evidence-based decision-making.

The system is also expected to reduce paperwork, streamline legislative workflows, automate document formatting, minimize manual processes, and improve records management, helping local governments become more responsive and efficient in delivering public service.

As the DILG continues to advance digital transformation in local governance, the Department said harnessing AI and emerging technologies will empower LGUs to craft more responsive policies, strengthen transparency in legislative processes, and build smarter, more innovative communities that better serve the Filipino people.

READ | DILG issues guidelines for PBBM's Bawat Barangay Makikinabang Program, benefiting over 42,000 barangays nationwide

The Department of the Interior and Local Government (DILG) has issued the implementing guidelines for President Ferdinand R. Marcos Jr.'s Bawat Barangay Makikinabang Program (BBMP), laying the groundwork for the nationwide rollout of an initiative that will strengthen grassroots governance, support deserving college students, and help address priority development needs in more than 42,000 barangays across the country.

Through DILG Memorandum Circular No. 2026-038, the Department outlined the implementation of the program, under which each barangay nationwide will receive Php 200,000 from the Office of the President through the Socio-Civic Projects Funds (SCPF) Project.

The BBMP seeks to empower local government units (LGUs), reinforce effective barangay governance, and expand opportunities for young Filipinos to complete their education while enabling communities to respond to their immediate development priorities.

Of the Php 200,000 allocation, Php 100,000 shall be dedicated to the Bagong Pilipinas Barangay Scholars Program, through which each barangay will select five incoming fourth-year college students for School Year 2026–2027 to receive a Php 20,000 "Finisher Fund" to help cover essential academic expenses and complete their college education.

According to the guidelines, beneficiaries must be bona fide residents of the concerned barangay and belong to vulnerable households that are at risk of dropping out of school. Preference shall be given to students whose families have no member who has completed tertiary education.

Barangays may also prescribe additional eligibility criteria, provided these are properly documented and implemented in a just, fair, and transparent manner.

Meanwhile, the remaining Php 100,000 shall be allocated for the Assistance for the Barangay component, which will support development priorities identified by barangays based on their immediate operational and community needs.

Eligible interventions include the procurement of public service equipment, administrative and office equipment, streetlighting facilities, and disaster risk reduction and management equipment, among others.

Barangays may augment the allocation using their own local funds to complete identified development priorities. However, the guidelines provide that the assistance shall not be used for infrastructure projects, honoraria, salaries, wages, or other similar personnel-related expenditures.

The DILG said the issuance of the guidelines ensures the transparent, accountable, and efficient implementation of the BBMP, allowing barangays to invest in both human capital and community development while advancing the Bagong Pilipinas vision of bringing meaningful government assistance closer to every Filipino.
