SAN MIGUEL, Catanduanes — Despite their active contributions to families, workplaces, and community initiatives, many members of San Miguel's LGBTQIA+ sector say they continue to face discrimination and exclusion, prompting calls for greater recognition and inclusion during the Sexual Orientation, Gender Identity and Expression, and Sexual Characteristics (SOGIESC) Grassroots Consultation Tour on May 27.

Organized by the Provincial Youth Development Office (PYDO) in partnership with CAT-COLORS, CatSU-Karibangbang, and the Municipal Youth Development Office (MYDO) of San Miguel, the consultation gathered members of the LGBTQIA+ sector to discuss issues affecting their community and contribute recommendations for the province-wide Youth Pride agenda.

Participants emphasized the need to address persistent discrimination experienced by LGBTQIA+ individuals in various settings, noting that prejudice and stereotypes continue to hinder their full participation in society.

At the same time, many participants underscored the importance of recognizing the positive contributions of LGBTQIA+ individuals to their families, workplaces, and communities. They shared that despite challenges, members of the sector continue to play active roles in community development, caregiving, volunteerism, and local initiatives.

The consultation highlighted the need for greater public awareness and inclusive policies that promote respect, dignity, and equal opportunities for all, regardless of sexual orientation, gender identity and expression, or sexual characteristics.

Insights gathered during the activity will form part of the recommendations being consolidated by PYDO as it continues its province-wide consultation tour aimed at shaping a more responsive and inclusive Youth Pride Celebration in Catanduanes.

GIGMOTO, Catanduanes — The need for accessible HIV testing services that uphold privacy and confidentiality emerged as a key concern during the Sexual Orientation, Gender Identity and Expression, and Sexual Characteristics (SOGIESC) Grassroots Consultation Tour in Gigmoto.

Organized by the Provincial Youth Development Office (PYDO) in partnership with CAT-COLORS, CatSU-Karibangbang, and the Municipal Youth Development Office (MYDO) of Gigmoto, the consultation gathered members of the LGBTQIA+ community to discuss issues affecting their sector and contribute recommendations for the province-wide Youth Pride agenda.

Participants underscored the importance of expanding access to HIV testing facilities and services that guarantee confidentiality, noting that concerns about privacy continue to discourage some individuals from seeking testing and other health interventions.

The consultation also revealed lingering challenges in reporting cases of discrimination, harassment, and abuse. Several participants shared that members of the LGBTQIA+ community are often hesitant to seek assistance or formally report incidents due to fears of stigma and perceptions that their concerns may not be taken seriously by authorities.

Participants emphasized the need for stronger support systems, improved awareness of reporting mechanisms, and greater sensitivity among frontline service providers to ensure that members of the LGBTQIA+ community can safely access services and seek redress when needed.

The recommendations gathered in Gigmoto will form part of the province-wide consultation report being consolidated by PYDO to help guide future Youth Pride initiatives, programs, and policy discussions across Catanduanes.

BARAS, Catanduanes — The creation of a Municipal Youth Pride Council emerged as a key recommendation during the Sexual Orientation, Gender Identity and Expression, and Sexual Characteristics (SOGIESC) Grassroots Consultation Tour held on May 26, 2026, at the Mayor's Conference Room in Baras, as participants underscored the need to strengthen solidarity and representation among young members of the LGBTQIA+ community.

Facilitated by the Provincial Youth Development Office (PYDO) in partnership with CAT-COLORS, CatSU-Karibangbang, and the Municipal Youth Development Office (MYDO) of Baras, the consultation gathered LGBTQIA+ youth and community members to discuss pressing concerns and identify priorities for the province-wide Youth Pride agenda.

Participants highlighted the importance of establishing a formal platform where LGBTQIA+ youth can organize, collaborate, and collectively advocate for their rights and welfare. Many noted that a Municipal Youth Pride Council could serve as a mechanism for leadership development, community engagement, and sustained representation in local decision-making processes.

The proposal also aims to foster stronger connections among LGBTQIA+ youth in Baras, creating opportunities for peer support, advocacy, and the implementation of programs that promote inclusion, equality, and empowerment.

The recommendation forms part of the growing list of grassroots insights being gathered through the province-wide consultation tour, which seeks to ensure that future Youth Pride initiatives are shaped by the voices and aspirations of LGBTQIA+ communities across Catanduanes.

BATO, Catanduanes — The need for greater inclusion, meaningful participation, and stronger protection mechanisms emerged as key concerns during the Sexual Orientation, Gender Identity and Expression, and Sexual Characteristics (SOGIESC) Grassroots Consultation Tour held on May 25, 2026, at the Bato Sangguniang Bayan Building.

Organized by the Provincial Youth Development Office (PYDO) in partnership with CAT-COLORS, CatSU-Karibangbang, and the Municipal Youth Development Office (MYDO) of Bato, the consultation gathered members of the LGBTQIA+ community to discuss issues affecting their sector and contribute recommendations for the province-wide Youth Pride agenda.

Among the concerns raised was the desire of many LGBTQIA+ individuals to maximize their talents and contribute to community development, including participation in faith-based and religious activities. Participants shared that despite their willingness to serve, some continue to experience exclusion and stigma because of their gender identity and expression.

The consultation also highlighted the need to institutionalize dedicated help desks and support mechanisms for members of the LGBTQIA+ community, particularly those who experience discrimination, harassment, and other forms of abuse. Participants noted that many incidents remain unreported due to fear, lack of awareness, or the absence of accessible support systems.

Municipal Councilor Janice Teope, a staunch advocate of women and gender development, expressed her support for the sector's aspirations and underscored the importance of strengthening local policies that promote inclusion and protect vulnerable groups. She also conveyed her openness to supporting legislative measures, including ordinances that could help establish safer and more responsive mechanisms for addressing the concerns of LGBTQIA+ individuals in the municipality.

The insights gathered during the consultation will form part of the recommendations being consolidated by PYDO as it continues its province-wide dialogue with LGBTQIA+ communities, ensuring that future programs and policies are grounded in the realities and aspirations of the sector.

VIRAC, Catanduanes — The Provincial Youth Development Office (PYDO) on May 25 launched its province-wide Sexual Orientation, Gender Identity and Expression, and Sexual Characteristics (SOGIESC) Grassroots Consultation Tour, gathering LGBTQIA+ community members in Virac to help shape the agenda for this year's Youth Pride Celebration.

The consultation, held at The OM Conference Room, provided a venue for participants to raise issues and concerns affecting LGBTQIA+ youth and communities while also putting forward recommendations for programs, initiatives, and policy discussions.

Organized in partnership with CAT-COLORS, CatSU-Karibangbang, and the Municipal Youth Development Office (MYDO) of Virac, the activity aimed to ensure that the voices, experiences, and aspirations of LGBTQIA+ individuals are reflected in the province's youth development and inclusion efforts.

During the activity, Virac Mayor Sinforoso Sarmiento Jr. expressed his support for the initiative and underscored the importance of empowering LGBTQIA+ youth through meaningful participation in community development and local governance.

As the first stop of the consultation tour, the activity marked the beginning of a series of dialogues across Catanduanes designed to gather grassroots perspectives and strengthen the Province's commitment to inclusion, diversity, and youth participation.
