In response to the growing challenges in garbage collection and waste disposal faced by many barangays in the city, the City Environment and Natural Resources in collaboration with the City Human Resource Management Office conducted a two-day Training on Solid Waste Management Operations last May 25–26, 2026. The training was attended by personnel from the Office of the City Environment and Natural Resources (OCENR) together with various city government employees.

The activity highlighted the importance of effective solid waste management in addressing common concerns such as limited garbage collection resources, equipment breakdowns, insufficient waste management infrastructure and poor public cooperation in waste segregation. These challenges often result in delayed waste collection and improper disposal, which may lead to serious environmental and public health hazards.

Recognizing the crucial role of government employees in maintaining environmental sustainability and public sanitation, the training aimed to enhance participants’ knowledge and practical skills in solid waste management operations. Through this training, employees gained a deeper understanding of proper waste handling, segregation, and disposal practices that contribute to a cleaner and healthier community. The training’s primary goal is to reiterate the implementstion of solid waste management to minimize and eliminate the harmful effects of waste on human health and the environment. This is achieved through methods that ensure public safety, environmental protection, resource recovery, and the proper disposal of waste materials.

Serving as resource speakers during the activity were Ms. Emma Alipala, Environmental Management Specialist II and Engr. Grace Ivory Torralba, Senior Environmental Management Specialist, who shared their expertise on sustainable waste management practices, environmental protection, and operational strategies for effective waste handling.

Executive Assistant Mr. Roderico Jose L. Lucero represented the City Mayor and delivered his message. He expressed gratitude to CHRMO and OCENR for spearheading the initiative. He also emphasized the strict enforcement of the ordinance to ensure the effective implementation of waste management systems and the proper maintenance of facilities.

The City Government of Zamboanga continues to strengthen its environmental programs by equipping its workforce with the necessary competencies to promote sustainable practices and responsible waste management in the community.

The conduct of the Supervisory Development Course (SDC) Track I last May 18–22, 2026 was successfully carried out through the collaborative efforts of the Civil Service Commission Regional Office IX and the City Human Resource Management Office (CHRMO). The five-day training gathered fifty (50) employees holding supervisory positions from various departments of the City Government, aiming to strengthen leadership and management competencies essential in public service.

The Supervisory Development Course (SDC) Track I serves as a foundational program for current and emerging first-line supervisors, equipping them with vital skills in communication, decision-making, delegation, conflict management, and problem-solving to effectively lead teams and manage workplace challenges.

Through this initiative, participants were provided with opportunities to further develop their leadership and management skills through various learning approaches and practical discussions facilitated by the resource speakers, Atty. Nathalie Keiko M. Lim-Gurrea, Ms. Maila Jean F. Falcatan, and Mr. Abram Aljon D. Drapiza.

During the activity, the Honorable City Mayor, Capt. Khymer Adan T. Olaso, encouraged all supervisors to lead with accountability, professionalism, and integrity. The Mayor also reaffirmed the City Government’s commitment to continuously support developmental programs that empower supervisors and service-oriented workforce through continuous learning and professional development.

The City Human Resource Management Office proudly recognizes and commends the interns from the Psychology Department of Western Mindanao State University for conceptualizing and developing the initiative, “Work Wins and Work Woes,” aimed at enhancing office operations and promoting continuous improvement within the department. Their creativity, professionalism, commitment, and passion for public service have made a meaningful and lasting impact in the office.

Department Head, Ms. Marinyd R. Tingcang, personally expressed her appreciation for the interns’ outstanding efforts and commended the university for producing students who embody excellence, responsibility, and a strong work ethic. Their accomplishment demonstrates how fresh perspectives, innovation, and collaborative teamwork can contribute to positive change in government service.

The interns: Kristine Mae S. Cubico, Apple P. Avellaneda, Angela Gabrielle O. Alameda, Jenefa Shammah S. Antolin, and Meljan Lapada successfully completed their internship at the Office of the City Human Resource Management on April 21, 2026. Joining them in this recognition was their OJT Coordinator and Program Head, Prof. Mary Sanedna A. Saavedra, whose guidance and support helped make this achievement possible. CHRMO likewise extends its appreciation to the institution for its continued commitment to developing competent and service-oriented future professionals.

The City Human Resource Management Office successfully conducted the “Training on Data Privacy Awareness, Compliance, and Accountability” in two batches held on May 13–14, 2026. This activity is part of the City Government of Zamboanga’s continuing commitment to strengthen compliance with the Data Privacy Act of 2012 (RA 10173) and promote the responsible handling of personal information across all offices and departments.

This opportunity provided participants with a deeper understanding of data privacy principles, privacy rights, organizational accountability and the importance of safeguarding personal information in government operations. It also emphasized the implementation of appropriate security measures and ethical data processing practices in accordance with the standards set by the National Privacy Commission. Resource Speaker Atty. Anna Benjieline Puzon, Deputy Division Chief of the Compliance and Monitoring Division of the National Privacy Commission, greatly contributed to the success of the training.

The City Mayor, Capt. Khymer Adan T. Olaso also gave importance about strengthening data protection practices within the local government, including the proper use of passwords for city government computers and ensuring that confidential information is handled responsibly, especially when coordinating with third-party agencies.

Through initiatives like this, the City Government of Zamboanga continues to uphold accountability and protect the personal information entrusted by the public.

CITY PROMOTES RESPONSIBLE ONLINE POSTING AMONG EMPLOYEES| The city government launches the “Be WISE” initiative Monday, May 11, to promote responsible social media use and reinforce professionalism and accountability among local government officials and employees.

Introduced during the regular flag-raising ceremony at City Hall grounds, the campaign is spearheaded by the City Human Resource Management Office (CHRMO) and anchored on Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.

The initiative emphasizes four guiding principles for online and workplace conduct: “Watch your words,” “Identify your boundaries,” “Stay neutral,” and “Engage responsibly,” aimed at guiding ethical behavior in digital platforms and public communication.

The City Human Resource Management Office conducted another training program for administrative officers, supervisory-level staff, section chiefs, and division chiefs to reaffirm its commitment to delivering excellence in public service. As part of its mission, the office aims to enhance employee productivity, motivation, and performance by streamlining approaches that strengthen coaching and mentoring skills.

A total of one hundred (100) employees from the City Government of Zamboanga participated in the training held on April 27–28, 2026. Conducted in two batches, participants from various departments were asked to identify recurring workplace issues that hinder day-to-day operations. Through interactive activities, they learned how to develop practical solutions with lasting impact on the organization.

The resource speaker, Dr. Jane C. Bascar, Director of the Human Resource Administration and Development Office of Ateneo de Zamboanga University, guided participants in asking the right questions when coaching their subordinates. She also provided insights into common challenges they may encounter, including managing diverse personalities and beliefs.

Through the Mayor’s Executive Assistant, Ms. Christine Chua, the Mayor expressed his appreciation for the participants’ continued dedication to public service and their commitment to embodying core leadership values in their respective offices. He emphasized that through cooperation, mutual respect, and patience, employees can achieve organizational goals and lead the City Government with pride.

The training dubbed as Unleash your Potential: A Guide to Leadership Coaching and Mentoring, aimed to further develop employees’ leadership capabilities, enhance coaching skills, and improve communication and decision-making.
