Secretary Finance Najeeb Alam chaired a budget review meeting for Budget 2026–27, which was attended by Mir Waqar Ahmad, Director General Anti-Corruption, and Abdul Razzaq, Secretary Gilgit-Baltistan Assembly, officials from Supreme Appellate Court and Communication & Works Department along with financial managers of the concerned departments. Officers of the Finance Department also attended the meeting.

During the session, detailed discussions were held on aligning departmental priorities with available fiscal space, ensuring efficient utilization of public funds, and maintaining financial discipline. Emphasis was placed on realistic budgeting, accurate projections, and prioritization of essential activities.

The Secretary Finance underscored the importance of sound financial management, transparency, and coordination among departments to ensure that budget proposals are both practical and sustainable. The meeting concluded with a commitment to adopt a structured and responsible approach towards budget formulation for improved financial governance.

اسکردو۔ مالیاتی امور میں جدت کی طرف ایک اور اہم سنگ میل۔ اسکردو ڈویلپمنٹ اتھارٹی (SDA) نے نیشنل بینک آف پاکستان (NBP) کے ساتھ ایک مفاہمتی یادداشت (MoU) پر دستخط کیے ہیں، جس پر ڈائریکٹر جنرل SDA غضنفر علی اور نیشنل بینک آف پاکستان کے ریجنل بزنس ایگزیکٹو نجیم اللہ بیگ نے دستخط کیے۔ اس معاہدے کا مقصد ادارے کے تمام مالیاتی لین دین کو مکمل طور پر ڈیجیٹل نظام میں منتقل کرنا ہے۔

یہ اقدام وفاقی حکومت کی کیش لیس اکانومی پالیسی کا ایک اہم حصہ ہے، جسے گلگت بلتستان میں محکمہ خزانہ کی ہدایات کی روشنی میں نافذ کیا جا چکا ہے۔

اس اقدام کے تحت SDA کی تمام وصولیاں (Receipts) اور ادائیگیاں (Payments) اب جدید ڈیجیٹل پلیٹ فارمز کے ذریعے انجام دی جائیں گی، جس سے نہ صرف شفافیت میں اضافہ ہوگا بلکہ وقت اور وسائل کی بھی بچت ممکن ہوگی۔

یہ اشتراک SDA کی جانب سے جدید ٹیکنالوجی کے استعمال اور ای-گورننس کے فروغ کے عزم کا مظہر ہے، جس سے مستقبل میں مزید اصلاحات کی راہ ہموار ہوگی۔

Najeeb Alam, Secretary Finance Gilgit-Baltistan, is holding budget review meetings with key departments in connection with the preparation of the upcoming fiscal year budget. In this regard, consultative sessions were held with Secretary Water & Power Safdar Khan and Secretary Excise & Taxation Rehman Shah, Secretary Higher, Technical & Special Education and Additional Secretay Health Irshad Hussain focusing on aligning departmental proposals with priority areas and ensuring that all important tasks are adequately reflected in the budget.

The Secretary Finance emphasized the need for strict fiscal discipline, rationalization of expenditures, and efficient utilization of resources. The review process is expected to strengthen financial planning, improve budget realism, and ensure a sustainable and responsible fiscal framework for the next financial year.

Secretary Finance Gilgit-Baltistan, Mr. Najeeb Alam, briefed the newly appointed Chief Secretary Gilgit-Baltistan, Mr. Arshad Majeed Mohmand, on the functions of the Finance Department, along with an overview of the budgetary framework and overall financial affairs of Gilgit-Baltistan. It was the first briefing following the assumption of charge by the new Chief Secretary.

The briefing covered key areas including fiscal management, budget formulation and ex*****on, revenue mobilization, expenditure control, and ongoing financial reforms. The current financial position, resource allocation, and key fiscal challenges were also discussed in detail.

Additional Secretaries of the Finance Department were also present during the briefing.

A high-level delegation from Gilgit-Baltistan, comprising the Secretary Finance, Secretary Services & General Administration Department (S&GAD), Accountant General Gilgit-Baltistan, Additional Secretary Finance Gilgit-Baltistan, Director PMRU Gilgit-Baltistan, and System Analyst Finance Department, visited the offices of the Accountant General and Secretary Finance Department Khyber Pakhtunkhwa.
The primary objective of the visit was to gain firsthand insight into the implementation and operationalization of the SAP Organizational Management (OM) Module, which has been successfully implemented in Khyber Pakhtunkhwa for effective management of Employees Related Expenditure (ERE). The delegation noted that implementation of the OM Module in Gilgit-Baltistan is expected to significantly improve the salary disbursement system by establishing real-time linkage between sanctioned posts and payroll data, thereby enhancing accuracy, transparency, and accountability in financial management.
During the meetings, experts from Khyber Pakhtunkhwa apprised the delegation of the efficiency and transparency achieved through the OM Module. It was highlighted that the system has played a pivotal role in eliminating discrepancies between sanctioned posts reflected in the budget book and salaries disbursed through payroll, resulting in substantial savings to the public exchequer. The delegation was also briefed on the importance of unique position codes, which ensure accurate identification and tracking of sanctioned posts—both regular and development—without duplication. Additionally, pre- and post-implementation challenges, along with lessons learned during the rollout of the OM Module, were shared. The Committee also visited the FABS Directorate and the Office of the Controller General of Accounts (CGA). It was noted during the visit that among the provinces, only Khyber Pakhtunkhwa has implemented the SAP Organizational Management (OM) Module, while other provinces are in the process of proceeding towards its implementation. In view of the successful experience of Khyber Pakhtunkhwa, Gilgit-Baltistan shall take all necessary measures to ensure fast-track implementation of the SAP Organizational Management (OM) Module.
Following detailed discussions and knowledge-sharing, it was agreed that the SAP OM Module shall be fully implemented in Gilgit-Baltistan by the commencement of the next financial year. The Secretary Finance and members of the delegation expressed their appreciation to the teams from Khyber Pakhtunkhwa for their guidance and cooperation and reaffirmed their commitment to ensuring successful implementation through active engagement of all stakeholders. They also requested Secretary Finance KPK and AG KPK to extend maximum possible technical support for implementation of OM Module in Gilgit Baltistan.
The visit marked a significant milestone towards strengthening financial management systems in Gilgit-Baltistan, and it is anticipated that the implementation of the SAP OM Module will usher in a new phase of transparency, efficiency, and fiscal discipline in the region.

Secretary Finance Gilgit-Baltistan Meets CCO 1LINK to Strengthen Digital Payments Framework
The Secretary Finance, Gilgit-Baltistan, Mr. Najeeb Alam, met with the Chief Commercial Officer of 1LINK, Mr. Bashir Khan, at 1LINK Headquarters, Islamabad, on 16th December 2025.
During the meeting, the Secretary Finance expressed his appreciation to 1LINK for its continued support in enabling the Government of Gilgit-Baltistan to implement a cashless payments model, particularly in the digitization of Person-to-Government (P2G) payments. He also conveyed expectations for enhanced collaboration in further digitizing government payments through 1BILL and 1LINK ADC services.
The Secretary Finance informed the CCO that the Finance Department has accelerated the digitization of revenues in Gilgit-Baltistan and has recently signed ten (10) Joinder Agreements with major revenue-generating departments under a tripartite arrangement involving the State Bank of Pakistan (SBP) and 1LINK. He further shared that a request for opening digital accounts has already been submitted to SBP for one department, while similar requests for the remaining departments will be submitted shortly.
Mr. Bashir Khan, CCO 1LINK, reaffirmed 1LINK’s commitment to supporting the Government of Gilgit-Baltistan in implementing cashless digital payment solutions across the region. He also discussed various alternate digital payment solutions supported by 1LINK to expand the scope of digital payments through the 1BILL and 1LINK ADC platforms, aimed at addressing challenges related to internet connectivity and other technological dependencies.
The CCO further stated that Gilgit-Baltistan has completed the major preparatory processes and that, under the existing model, all government revenues will be seamlessly integrated with the GB Pay platform in coordination with 1LINK.

Implementation of SAP OM Module to Strengthen HR & Payroll Controls in Gilgit-Baltistan

The Directorate of FABS held an orientation session on the implementation of the SAP Organizational Management (OM) Module in Gilgit-Baltistan. The session was attended by the Secretary Finance GB, Accountant General GB, Additional Secretary Finance, Director PMRU, and Finance Department officials.

The Secretary Finance stated that the Government of Gilgit-Baltistan will implement the OM Module on a priority basis to align payroll with sanctioned strength (SNE), eliminate discrepancies, and strengthen HR and financial controls through IT-driven reforms.

FABS technical experts briefed participants on the OM Module, its benefits, and implementation requirements, including data alignment, standardized templates, and user training for the Finance Department, AG Office, and DDOs. Interim data alignment will begin under FABS supervision, followed by full implementation.

After December salary disbursement, standard formats will be used for reconciliation of payroll, sanctioned posts, and budget data. A dedicated WhatsApp coordination group and a technical support team, including experienced consultants from KP, will facilitate the process.

Training Session on Online Billing Solution, RAAST/MPG & Works Division Payments
Gilgit-Baltistan (18th – 24th August 2025)

The Finance Department Gilgit-Baltistan successfully organized training sessions for Drawing & Disbursing Officers (DDOs) across all divisions and districts, conducted by Technical Consultants from DG MIS/FABS Directorate, Islamabad.

The opening ceremony in Skardu on 18th August 2025 was graced by Commissioner Baltistan, Mr. Kamal Khan, while the session in Gilgit on 21st August 2025 was graced by Additional Secretary (Finance), Mr. Abbas Ali Khan.

More than 1,500 DDOs participated in the training, focused on implementing the Online Billing Solution, enabling RAAST/MPG payments, and transitioning payments in the Works, Water & Power, and Forest Departments to the digital RAAST/MPG platform.

This initiative was part of the national drive toward a cashless economy, enhancing efficiency, transparency, and digital transformation in public financial management.

Gilgit-Baltistan Achieves Record Local Revenue Collection of Rs. 3.77 Billion in FY 2024-25
The Government of Gilgit-Baltistan has achieved a remarkable milestone by collecting Rs. 3.77 billion in local revenues during FY 2024-25, compared to Rs. 2.9 billion in FY 2023-24, reflecting a significant increase in non-tax receipts.
This significant increase has been possible due to clear vision of the GB Government outlined in Finance Bill 2024 following by constant efforts by revenue generating departments under the supervision of Chief Secretary and Secretary Finance GB.
