The Legislative Journey of a Private Member's Bill

The Pakistan Institute for Parliamentary Services (PIPS) successfully organized a two-day training programme titled "The Legislative Journey of a Private Member's Bill" for Council Officers/Focal Persons (BPS 17–19) from Federal Ministries on 29th–30th July 2026.

The programme commenced with the recitation of the Holy Quran, followed by welcome remarks from Mr. Asim Khan Goraya, Executive Director, PIPS, who underscored the importance of robust legislative processes and the pivotal role of Private Members' Bills in strengthening democratic governance.

The first technical session, facilitated by Barrister Syed Qamar Hussain Shah Sabzwari, Advocate Supreme Court and Legislative Expert, provided participants with a comprehensive overview of Pakistan's constitutional and parliamentary legislative framework. The second session, conducted by Mr. Muhammad Azam Sulehri, Deputy Secretary (Legislation), Senate of Pakistan, guided participants through the complete legislative journey of a Private Member's Bill—from its introduction to enactment. The third session, led by Sheikh Sarfaraz, Legislative Expert, focused on the role of the Federal Government in processing Private Members' Bills. Through practical examination of actual Bills and case studies, participants gained valuable insights into legislative scrutiny and ministerial processing.

The Legislation Wing of the Pakistan Institute for Parliamentary Services (PIPS) organized a Civic and Parliamentary Education Seminar for the faculty and students of COMSATS University Wah Campus on 15 July 2026.

The event commenced with the recitation of the Holy Quran, followed by the National Anthem. A delegation comprising 5 faculty members and 36 students was briefed on the role and functions of the Parliament of Pakistan and the Pakistan Institute for Parliamentary Services. Interactive sessions covered the legislative process, parliamentary oversight mechanisms, and the committee system, followed by an engaging question-and-answer session.

The delegation expressed its sincere appreciation to Mr. Asim Khan Goraya, Executive Director, PIPS, for providing this valuable opportunity to gain a deeper understanding of the workings of Parliament. The seminar concluded with Mr. Goraya presenting a commemorative shield to the head of the delegation.

The Pakistan Institute for Parliamentary Services (PIPS), hosted a five-Member delegation from the Children’s Parliament on the Right to Education of the Thar Education Alliance on Thursday, 09 July, 2026, in Islamabad. The delegation was led by Ms. Qurat-ul-ain Mudasar, Advocacy and Communications Manager and comprised Ms Pryanka, Community Outreach Officer, and three child members of the Children’s Parliament, including the Child Chief Minister and the Opposition Leader. Mr. Jamshaid Asghar, Assistant Director (Research) moderated the event.
The interactive meeting was organized to provide the children with an invaluable opportunity to learn about working of PIPS and gain practical insights into the efforts being made to advance children’s rights and promote quality education.
The meeting commenced with the recitation of Holy Quran. In her introductory remarks, Ms. Tehseen Khalid, Director (Research), PIPS, welcomed the delegation on behalf of the Honorable Chairman Senate of Pakistan and President of the PIPS Board of Governors, Syed Yousuf Raza Gilani, Executive Director PIPS, Mr. Asim Khan Goraya, and Director General (Research) Mr. Muhammad Rashid Mafzool Zaka. She introduced PIPS to the visiting delegation as a premier parliamentary institution committed to strengthening the capacity of parliamentarians through research, legislation and capacity building services that contribute to informed decision-making and policy formulation. She also delivered a comprehensive presentation on the role of Parliament and PIPS in promoting Children rights, particularly the right to education.
Following her presentation, the Director General (Administration), PIPS Mir Shai Mazar Baloch briefed the delegation on the functioning of parliamentary caucuses, particularly the Young Parliamentarians Forum. He informed the delegation that PIPS was the first institution where the YPF Secretariat was established and that any Member of the National Assembly who is 45 years of age or younger at the time of his or her election is eligible to become a member of the YPF. Mr. Qaisar Iqbal, Librarian, PIPS, provided an overview of library services offered by PIPS which was followed by interactive Q&A Session.
Ms. Qurat-ul-ain mudasar, Advocacy and Communications Manager delivered the vote of thanks. She commended PIPS for its proactive role in advancing children’s rights in the country and highlighted prospects for future institutional collaboration.
Executive Director, PIPS, Mr. Asim Khan Goraya presented a commemorative shield and a set of PIPS publications to the Head of the Delegation Ms. Qurat-ul-ain mudasar and team. The event concluded with a group photograph of participants with Executive Director, PIPS.

The Pakistan Institute for Parliamentary Services (PIPS) organized a two-day Orientation Programme for its Interns on 1st and 2nd July 2026 at PIPS, Islamabad. The internship programme has brought together 38 students from 18 universities across Pakistan, representing diverse academic institutions and cities. The orientation will provide them with a unique opportunity to gain first-hand exposure to the country's parliamentary institutions and democratic processes.
The programme was designed to familiarize interns with the mandate and functions of PIPS while providing them with a comprehensive understanding of Pakistan's parliamentary system, legislative and non-legislative business, parliamentary research, committee systems, and institutional practices.
The orientation commenced with welcome remarks by the Mr. Muhammad Rashid Mafzool Zaka, Director General (Research & Library), who is currently serving as the Acting Executive Director, PIPS. This was followed by insightful sessions delivered by senior officers of the Institute on the Constitution and Working of Parliament, Parliamentary Research Products, Committee Systems, Legislative Business, and professional decorum and etiquette. Participants also toured the Institute to gain first-hand exposure to its facilities and operational environment.
On the second day, interns will be introduced to the functions and responsibilities of the Research, Legislation, Finance, Information Technology, Capacity Building & Development, and Parliamentary Development Programme & Coordination Wings, providing them with a holistic understanding of the Institute's role in supporting Parliament through research, legislative assistance, capacity building, and institutional development.
The programme aims to affirming PIPS' commitment to nurturing young professionals and promoting parliamentary knowledge through quality learning opportunities and practical institutional exposure.

The Pakistan Institute for Parliamentary Services (PIPS) successfully conducted an Orientation Programme for the Interns of the Senate Secretariat from 22–29 June 2026 at PIPS, Islamabad.
The programme provided participants with a comprehensive introduction to Pakistan's parliamentary system, constitutional framework, legislative processes, oversight mechanisms, parliamentary research services, and emerging technological developments shaping the future of parliamentary work.

The Pakistan Institute for Parliamentary Services (PIPS), in collaboration with the Centre for Peace and Development Initiatives (CPDI), successfully organized a Post-Budget Seminar for the Honourable Members of the Provincial Assembly of Khyber Pakhtunkhwa on Monday, 22 June 2026.
The seminar was attended by more than 80 participants, including 42 Honourable Members of the Provincial Assembly of Khyber Pakhtunkhwa and officers from various sections and wings of the Assembly Secretariat. The seminar aimed at enhancing participants’ understanding of the budgetary process by providing insights into the concept of budgeting, constitutional and legal provisions governing public finance, mechanisms for revenue generation and resource distribution, people-oriented budgeting, and key highlights of the Federal and the Khyber Pakhtunkhwa budgets 2026-27. The programme commenced with the recitation of verses from the Holy Quran. The inaugural session was moderated by Mr. Tanzil Ur Rahman, Assistant Director Research, PIPS. In her introductory remarks, Ms. Tehseen Khalid, Director Research, PIPS, welcomed the Honourable Members on behalf of President PIPS Board of Governors Syed Yousuf Raza Gilani and Executive Director, PIPS Mr. Asim Khan Goraya. She presented programme overview. Syed Wiqar Shah, Secretary, Provincial Assembly of Khyber Pakhtunkhwa, welcomed the participants and acknowledged the significant role of PIPS in strengthening parliamentary institutions through capacity-building initiatives and technical support. Honorable Muhammad Anwar Khan, Senior Member and Chairman Standing Committee on Higher Education, Provincial Assembly of Khyber Pakhtunkhwa, appreciated PIPS for organizing the seminar and highlighted the importance of budget-related orientations in enabling Members to effectively participate in budget debates and oversight processes.
Dr. Amanat Ali, Associate Professor, QAU Islamabad, delivered a presentation on Pakistan’s economic outlook and the Provincial Budget of Khyber Pakhtunkhwa 2026–27, highlighting key fiscal challenges, IMF-supported reforms, IPP-related issues, fiscal policy considerations and the role of productive investment in sustainable economic growth. Mr. Haider Abbas, Director General Administration & Finance, NAVTTC, discussed the constitutional and legal framework of budgeting, resource distribution mechanisms, the NFC Award and key features of the Federal and Provincial Budgets 2026-27. Mr. Mukhtar Ahmad Ali, Executive Director, CPDI, conducted a session on People-Oriented Budgeting and the Quality of GDP Growth, emphasizing equitable taxation, domestic resource mobilization, parliamentary oversight of public finances and international best practices in budget scrutiny.
Throughout the seminar, Honourable Members actively engaged with the resource persons through discussions on issues including the role of IPPs, NFC and PFC resource distribution mechanisms, public financial management, economic growth and the expansion of technical and vocational education opportunities for youth. During the seminar, Director Research, PIPS presented mementos on behalf of Executive Director PIPS to Honourable Babar Saleem Swati, Speaker of the Provincial Assembly of Khyber Pakhtunkhwa and Syed Wiqar Shah, Secretary of the Assembly. In his concluding remarks, Honourable Muhammad Anwar Khan appreciated the efforts of PIPS in organizing a timely and informative programme. Ms. Tehseen Khalid presented vote of thanks. The Pakistan Institute for Parliamentary Services (PIPS) and the United Nations Development Programme (UNDP) Pakistan signed a Memorandum of Understanding (MoU) on 22 June 2026 at the PIPS, Islamabad, to enhance collaboration in parliamentary development, democratic governance, institutional capacity building, and sustainable development.

The MoU was signed by Mr. Asim Khan Goraya, Executive Director, PIPS, and Dr. Samuel Rizk, Resident Representative, UNDP Pakistan, in the presence of senior officials from PIPS, UNDP, and the Foreign, Commonwealth & Development Office (FCDO).

During the meeting, PIPS shared its recent international achievements, including being designated as the Secretariat of the IPU Network of Parliamentary Training Institutes (PTIs) and Chair of the Interim Steering Committee of the PTIs Network. PIPS will have the honor of hosting the Second International Conference of PTIs in Islamabad in February 2027 as well.

Dr. Samuel Rizk congratulated PIPS on achieving these significant milestones and expressed UNDP’s interest in supporting PIPS’ future initiatives aimed at strengthening democratic institutions and parliamentary effectiveness.

The partnership marks another important step towards advancing democratic governance, parliamentary excellence, and sustainable development in Pakistan.

The Pakistan Institute for Parliamentary Services (PIPS) organised a two-day orientation programme on “Parliamentary Procedures: The Powers and Functions of Committees and Responding to Parliamentary Questions” from June 17–18, 2026, at the PIPS, Islamabad. The programme brought together Government Officers (BPS 17–19) from various Federal Ministries, Divisions, and attached Departments to strengthen their understanding of parliamentary procedures and enhance their capacity to effectively manage parliamentary business.
Welcoming the participants, Executive Director PIPS, Mr. Asim Khan Goraya, underscored the importance of fostering a constructive relationship between the executive and the legislature. He stated that parliamentary committees and parliamentary questions served as vital instruments of accountability, transparency, and institutional responsiveness in a parliamentary democracy. He further noted that the orientation would deepen participants’ understanding of parliamentary procedures, legislative oversight, committee operations, and the effective management of parliamentary business, while fostering a greater appreciation of Parliament’s role as an institution of democratic accountability and public representation.
Next to speak was Mr. Muhammad Anwar, former Secretary, Senate Secretariat/former Executive Director, PIPS, who provided an overview of the Rules of Procedure for carrying out assembly business and joint sitting sessions. The session enhanced participants' understanding of the procedural framework governing parliamentary business and the institutional mechanism that underpined the functioning of Parliament.
Day two comprised sessions on the powers and functions of parliamentary committees, effective responses to parliamentary questions, and preparation for appearance before committees. The sessions were facilitated by Ms Naveen Erum, Additional Draftsman, National Assembly Secretariat; Mr Talha Haroon, Deputy Director, National Assembly Secretariat; and Mr Haris Rehman, Joint Secretary, Senate Secretariat. Drawing upon their professional experience, the facilitators shared practical insights and best practices for engaging effectively with parliament.
The programme concluded with a vote of thanks from Ms. Samer Awais, Director General, Capacity Building & Development, who expressed appreciation to the facilitators and participants for their active engagement and meaningful contributions. She reaffirmed PIPS’ commitment to supporting capacity-building initiatives aimed at strengthening parliamentary governance and enhancing executive-legislative relations.

Under the able guidance of the Honourable Chairman Senate of Pakistan / President, PIPS Board of Governors, Syed Yousaf Raza Gilani, the Pakistan Institute for Parliamentary Services (PIPS) led by the Executive Director, Mr. Asim khan Goraya, Pakistan has secured Chairpersonship of the interim Steering Committee of Global Parliamentary Training Institutes (PTIs) alongwith KPI Thailand and CPST Kenya as the Vice Chairs and Parliamentary Institute of Ghana the Secretary. This was decided in the First Meeting of the Steering Committee of the PTIs' Global Network on Thursday, June 4, 2026 held virtually. The meeting was attended by 10 PTIs in addition to the IPU. This is a significant accomplishment at the international level by PIPS.
It was also decided in the meeting that PIPS would also be the interim secretariat of the Global PTIs network, until a decision regarding a permanent secretariat is taken in the second Global Conference of PTIs at Islamabad, scheduled from 3rd to 5th February 2027, in collaboration with the IPU. It was further decided that the Steering Committee will have a meeting every three months to be chaired by Executive Director PIPS, Mr. Asim Khan Goraya.
This imperative development reinforces Pakistan’s standing as an active and credible contributor to international parliamentary cooperation, democratic institution-building, and legislative capacity development.
