حکومتی وسائل کا ذاتی تشہیر کے لیے استعمال نہ صرف عوامی اعتماد کو مجروح کرتا ہے بلکہ یہ عوام کے پیسے کا ضیاع بھی ہے۔ پیکا ایکٹ جیسے قوانین کے ذریعے اظہار رائے کو دبانے کی کوشش بھی جمہوریت کی بنیادی اقدار کو کمزور کرتی ہے۔ جب حکومت اپنے اقدامات اور حقیقتوں کو عوام سے چھپانے کی کوشش کرتی ہے تو یہ ایک سنگین مسئلہ بن جاتا ہے، اور ایسی صورتحال میں عوام کی آواز کو دبانا ایک غیر جمہوری عمل ہے۔ پٹواری یا حکومتی نمائندے اس پر خاموش رہ سکتے ہیں، مگر عوام ہمیشہ اپنے حقوق کی حفاظت کے لیے آواز بلند کرتے ہیں۔
