We feel honor and pleasure to share the success of the recent 𝗦𝗶𝗻𝗱𝗵 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆 𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲, a joint initiative by SEPC-GoS and 𝗔𝗞𝗨-𝗜𝗘𝗗. Together, we are working to refine the 𝗗𝗿𝗮𝗳𝘁 𝗦𝗶𝗻𝗱𝗵 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆 (𝗩𝗲𝗿𝘀𝗶𝗼𝗻 𝗜𝗜𝗜) to ensure every child in Sindh receives a world-class education.

The event brought together some of the brightest voices in education, including , , , , and many other experts from both the public and private sectors.

A special shoutout to the 𝗜𝗘𝗗 𝗥𝗲𝘀𝗲𝗮𝗿𝗰𝗵 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀! Their hard work and fresh perspectives played a critical role in making this dialogue evidence-based and practical.

𝗧𝗵𝗲 𝗴𝗼𝗮𝗹 𝗶𝘀 𝗰𝗹𝗲𝗮𝗿; turning these rich discussions into a 𝗪𝗵𝗶𝘁𝗲 𝗣𝗮𝗽𝗲𝗿 that will pave the way for Sindh’s first comprehensive provincial education policy. We are moving toward a more inclusive and future-ready school system!

The Directorate Sindh Education Policy Commission (SEPC) recently hosted a consultative session with Sarah Khan Associates (Pvt.) Ltd., an anchor organization for the Harvard Graduate School of Education (HGSE) EASEL Lab, to explore synergies in research translation and systemic reform.

The delegation included Ms. Sarah Khan (CEO & CASEL International Fellow), Mr. Alam (Operations Lead), and Ms. Nabeeha Bano (Wellbeing Lead). The session was chaired by DrAftab Ahmed Shaikh (Director, SEPC), with participation from the SEPC team, including Mr. Dilawer Ali Mangi (Additional Director, SEPC), Ms. Saima Lakho, Mr. Noman Shehzad, and Ms. Sadaf Raheem (Assistant Directors, SEPC).

𝐁𝐫𝐢𝐝𝐠𝐢𝐧𝐠 𝐭𝐡𝐞 “𝐓𝐫𝐚𝐧𝐬𝐥𝐚𝐭𝐢𝐨𝐧 𝐆𝐚𝐩”:
Sarah Khan Associates is a specialized firm dedicated to building “human infrastructure”—the internal systems that 𝐭𝐫𝐚𝐧𝐬𝐥𝐚𝐭𝐞 𝐚𝐛𝐬𝐭𝐫𝐚𝐜𝐭 𝐩𝐨𝐥𝐢𝐜𝐲 𝐢𝐧𝐭𝐨 𝐜𝐨𝐧𝐜𝐫𝐞𝐭𝐞, 𝐦𝐞𝐚𝐬𝐮𝐫𝐚𝐛𝐥𝐞 𝐛𝐞𝐡𝐚𝐯𝐢𝐨𝐫.
At SEPC-GoS, with a strong emphasis on contextual skill and personality development, this work aligns with SEPC’s vision of strengthening human capital within the education system. Their global engagement as an Anchor Organization for the PSS-SEL Toolbox Project at the Harvard Graduate School of Education (HGSE) EASEL Lab further reinforces the value of such collaborations.

By aligning Sindh’s research ecosystem with the ExploreSEL taxonomy and global benchmarks, SEPC is advancing efforts to ensure that policies are both contextually grounded and implementation-ready.

𝗧𝗼𝘄𝗮𝗿𝗱𝘀 𝗦𝗶𝗻𝗱𝗵’𝘀 𝗙𝗶𝗿𝘀𝘁 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆 – 𝗔 𝗦𝘁𝗲𝗽 𝗧𝗼𝘄𝗮𝗿𝗱𝘀 𝗮 𝗕𝗿𝗶𝗴𝗵𝘁𝗲𝗿 𝗙𝘂𝘁𝘂𝗿𝗲

Today, Team SEPC held a highly productive official meeting with 𝗠𝗿. 𝗣𝗿𝗲𝗺 𝗦𝗮𝗴𝗮𝗿, Special Consultant to the Worthy Education Minister on 𝘗𝘰𝘭𝘪𝘤𝘺, 𝘙𝘦𝘧𝘰𝘳𝘮𝘴, 𝘢𝘯𝘥 𝘐𝘯𝘪𝘵𝘪𝘢𝘵𝘪𝘷𝘦𝘴, assisted by 𝗗𝗿. 𝗦𝗮𝗶𝗺𝗮 𝗞𝗵𝗮𝗹𝗶𝗹, RSU/SELD, on the need for a comprehensive 𝗦𝗶𝗻𝗱𝗵 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗣𝗼𝗹𝗶𝗰𝘆 in light of the constitutional obligation and the strategic direction outlined in the Sindh Education Sector Plan (SESP-III) and the recent Education Sector Analysis (ESA).

The session was led by DrAftab Ahmed Shaikh, Director SEPC, along with Team SEPC, including Ms. Sadaf Raheem, Assistant Director, SEPC.

SEPC’s engagement reflects a shared commitment to advancing evidence-based reforms. Realising the constitutional obligation, it is imperative to develop the first Provincial Education Policy for Sindh under visionary leadership, ensuring coherence and long-term direction for the sector.

The meeting concluded with a reaffirmed commitment towards the 𝙛𝙪𝙡𝙡 𝙤𝙥𝙚𝙧𝙖𝙩𝙞𝙤𝙣𝙖𝙡𝙞𝙯𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙩𝙝𝙚 𝘿𝙞𝙧𝙚𝙘𝙩𝙤𝙧𝙖𝙩𝙚 𝙎𝙀𝙋𝘾, a critical and timely step to further enhance the quality of education in Sindh.

The Directorate Sindh Education Policy Commission (SEPC) had the privilege of welcoming a distinguished academic delegation from AKU Institute for Educational Development (AKU-IED) led by Dr. Sajid, Director Research & Policy, an eminent educationist and policy practitioner known for his contributions to the , the Education White Paper, and his role as a key contributor to Pakistan’s , along with around 20 MPhil Policy Studies research scholars.

The visit marked an important opportunity for academic–policy engagement, as the delegation explored the working and institutional role of the Directorate SEPC in shaping education policy for the province. DrAftab Ahmed Shaikh, Director SEPC, along with the SEPC team comprised on Ms Sadaf Raheem, Mr. Noman Shehzad, Ms Saima Lakho, Mr. Dhani Bux & Mr. Zulfiqar Ali, warmly received the guests and shared an overview of the Commission’s work.

During the session, the SEPC team presented an overview of the working of the education sector, institutional role, and key achievements of SEPC. The delegation was also briefed on the Draft Sindh Education Policy Commission–Version III, which will guide consultative engagements and recommendations for the forthcoming Provincial Education Policy for Schools in Sindh.

The visit provided a valuable platform for academic–policy dialogue. The MPhil research scholars and faculty, including Dr. Sajid, along with the SEPC team, expressed their commitment to collaborate not only on the Provincial Education Policy for Schools in Sindh but also on sub-sectoral policies development, undertaking task-based assignments and remaining engaged in future policy initiatives.

Under the visionary Leadership of Syed Sardar Ali Shah, the Provincial Plantation Drive—“Teach for Trees 🌳”—reflects Sindh’s commitment to aligning environmental sustainability with educational reform.

Under the leadership of DrAftab Ahmed Shaikh, Director SEPC, and 𝗗𝗿. 𝗭𝗮𝗶𝗴𝗵𝗮𝗺 𝗤𝗮𝗱𝗲𝗲𝗿, Director of the Pakistan Institute of Education (PIE), the Sindh Education Policy Commission (SEPC), along with a delegation from PIE, proudly joined this initiative by planting trees at its office premises.

This collaborative effort demonstrates institutional synergy—where policy leadership and academic partnership converge to promote environmental stewardship within the education sector. The initiative symbolizes that nurturing minds and nurturing nature must progress together.

Recently, the Sindh Education Policy Commission (SEPC) hosted a dynamic delegation of 20 M.Phil Scholars from AKU Institute for Educational Development (AKU-IED). Guided by the expertise of —a key pillar in Sindh’s educational advancement—and welcomed by our own DrAftab Ahmed Shaikh and Ms. Sadaf Raheem, this interaction marks a historic step in refining the Sindh Education Policy.

Team SEPC comprised of 𝗗𝗿. 𝗔𝗳𝘁𝗮𝗯, 𝗠𝗿. 𝗗𝗶𝗹𝗮𝘄𝗮𝗿 𝗮𝗻𝗱 𝗠𝘀. 𝗦𝗮𝗱𝗮𝗳; played an active and leading role in the Provincial Workshop on Sharing Major Findings of the Education Sector Analysis (ESA). The workshop provided a critical platform to translate analytical insights into actionable strategies—setting the stage for shaping the Sindh Education Policy and forthcoming Five-Year Education Sector Plan.

Discussions highlighted that sustainable reform depends on strong institutions and effective implementation. Policies should not be treated as one-time documents but as living frameworks—continually refined through evidence, equipped with adequate resources, and supported by well-coordinated institutional mechanisms.

SEPC participated in a 𝗣𝗼𝗹𝗶𝗰𝘆 𝗗𝗶𝗮𝗹𝗼𝗴𝘂𝗲 organized by the School Education & Literacy Department, Government of Sindh, in collaboration with the What Works Hub for Global Education, British Council, and the Learning Generation Initiative (LGI).

The dialogue reinforced a critical policy insight: strengthening middle-tier leadership cannot remain limited to administrative oversight. Sustainable improvements in foundational learning require middle-tier managers to function as 𝗶𝗻𝘀𝘁𝗿𝘂𝗰𝘁𝗶𝗼𝗻𝗮𝗹 𝗹𝗲𝗮𝗱𝗲𝗿𝘀—capable of mentoring teachers, using data for evidence-based decision-making, and driving classroom-level change.

During the session, Team SEPC had the opportunity to brief the Secretary Sb on SEPC’s ongoing initiatives, including our work on reviewing sub-sectoral education policies and supporting evidence-based reforms. This helped provide context to the discussion on strengthening middle-tier leadership and aligning policy with practice.

SEPC believes that aligning such discussions with evidence-based policy reforms—particularly those emphasizing capacity development, accountability mechanisms, and system coherence—is essential for strengthening Sindh’s education landscape.

Such engagements are vital to translating policy intent into actionable reforms that directly impact learning outcomes, particularly at the foundational level.
