Punjab Municipal Development Fund Company (PMDFC) PMDFC is incorporated as limited by guarantee under the provision of Sec 42 of Companies Ordinance, 1984.

PMDFC resolves to continue striving towards its motto ‘Help Build Healthy Cities’ with the support of all its stakeholders. Punjab Municipal Development Fund Company was established in 1998 as a corporate body registered under the Companies Ordinance 1984. It was instituted to assist the local governments of Punjab in overcoming their capacity constraints concerning financial, administrative, tech

nical, and other organizational aspects. Support by PMDFC was aimed at improving the coverage and quality of municipal services in Punjab. The Company has been developed with the vision “Help Build Healthy Cities” and to develop municipal services infrastructure and institutional capacity of the local bodies. PMDFC is a multi-disciplinary organization possessing proven expertise in survey, feasibility studies, planning, design, and operation & maintenance of all types of municipal services. It is bestowed with a skilled human resource for improvement in the institutional capacity of the staff responsible for oversight of the delivery of these services at all tiers. PMDFC's vision is to maximize the potential of the cities of Punjab as engines of growth to support the local governments of the province and provision of quality municipal service delivery systems for the better and improved life of its people.

A progress review meeting of the Punjab Inclusive Cities Program (PICP) was held today with Suhaib Rasheed and Carlo Alberto (TTL & Co-TTL) World Bank to assess the implementation status of various program activities and key deliverables.
The session was attended by heads and representatives of IS, ID, Procurement, GIS, FM, IT and E&SM sections. During the meeting, detailed presentations were delivered on the progress achieved against various Disbursement Linked Indicators (DLIs) and other program targets.
Participants provided updates on ongoing activities, implementation milestones, challenges encountered, and planned actions for achieving upcoming deliverables. Discussions also covered broader program modalities and the overall progress of activities being undertaken under PICP.
The World Bank team reviewed the progress made across different components of the program and provided guidance on key actions required to ensure timely achievement of program objectives. The meeting concluded with a discussion on next steps and agreed actions to further accelerate progress towards meeting the program's objectives.

جدید اربن ڈرینیج و زیر زمین واٹر اسٹوریج منصوبے کا جائزہ

ورلڈ بینک کی انوائرنمنٹ اینڈ سوشل مینجمنٹ (ESM) ٹیم نے میونسپل کمیٹی عارفوالہ کا تفصیلی دورہ کیا، جس میں عمران الحق، اظہرالدین اور حفیظ بزدار شامل تھے۔ دورے کا مقصد پنجاب انکلوسیو سٹیز پروگرام (PICP) کے تحت جاری بلدیاتی انفراسٹرکچر، واٹر مینجمنٹ اور ماحولیاتی تحفظ سے متعلق اقدامات پر پیش رفت کا جائزہ لینا تھا۔

دورے کے دوران وفد نے مختلف منصوبہ جات کی سائٹس کا معائنہ کیا، جن میں 764 ملین کی لاگت سے جدید اربن ڈرینیج سسٹم، بارشی پانی کے ذخیرہ اور گراونڈ واٹر ری چارج انفراسٹرکچر کے منصوبے شامل تھے۔ ٹیم کو بتایا گیا کہ منصوبے کے تحت 7000 فٹ طویل ڈرین تعمیر کی جا رہی ہے، جس کا مقصد بارشی پانی کی مؤثر نکاسی اور شہری علاقوں میں سیلابی صورتحال سے بچاؤ کو یقینی بنانا ہے۔

اس کے علاوہ منصوبے میں دو جدید انڈر گراؤنڈ سٹوریج ٹینکس بھی شامل ہیں، جن میں سے ہر ایک کی گنجائش ایک ملین گیلن ہوگی۔ یہ ٹینکس بارش کے پانی کو محفوظ کرنے اور اسے دوبارہ قابلِ استعمال بنانے کے لیے بھی استعمال کیے جائیں گے۔ اسی طرح سڑک کے ساتھ ساتھ تین لینئر سٹوریج ٹینکس بھی منصوبے کا حصہ ہیں، جو پانی کے بہاؤ کو منظم کرنے اور ذخیرہ کرنے میں اہم کردار ادا کریں گے۔

منصوبے کے تحت ری چارج ویل (Recharge Wells) بھی تعمیر کیے جا رہے ہیں، جو زیرِ زمین پانی کی سطح کو بہتر بنانے میں مددگار ثابت ہوں گے۔ اس جدید نظام کے ذریعے بارشی پانی کو ضائع ہونے کے بجائے محفوظ کر کے مختلف شہری ضروریات، خصوصاً شہر کی گرین بیلٹس کی آبپاشی کے لیے استعمال کیا جائے گا، جس سے ماحولیاتی بہتری اور پانی کے مؤثر استعمال کو فروغ ملے گا۔

دورے کے دوران ایڈمنسٹریٹر میونسپل کمیٹی عارفوالہ رائے فیصل عمران، چیف آفیسر اطہر فاروق اور میونسپل آفیسر چوہدری نوید بھی موجود تھے، جنہوں نے منصوبوں پر عملدرآمد کی پیش رفت سے متعلق وفد کو بریفنگ دی۔

پنجاب میونسپل ڈویلپمنٹ فنڈ کمپنی (PMDFC) کی جانب سے عدنان نثارخان (ڈپٹی پروگرام ڈائریکٹر،جی ایم انجئنیرنگ)، رخسانہ شاہد (سینئر پروگرام آفیسر، انوائرنمنٹ اینڈ سوشل مینجمنٹ)، معظم جمیل (سینئر پروگرام آفیسرسیوریج ، ڈرینیج)،اویس یوسف (ریجنل پروگرام کوآرڈینیٹر)، انجینئرغلام شیر (پروگرام آفیسر آئی ڈی)، اور آصف گیلانی (پروگرام آفیسر انوائرنمنٹ) سمیت دیگر افسران نے بھی دورے میں شرکت کی۔

اس موقع پر پی ایم ڈی ایف سی کے نمائندوں نے منصوبے کے تکنیکی پہلوؤں، ڈیزائن اور ماحولیاتی و سماجی تحفظ کے اقدامات پر ورلڈ بینک ٹیم کو تفصیلی بریفنگ دی۔

واضح رہے کہ پنجاب انکلوسیو سٹیز پروگرام ورلڈ بینک کی مالی معاونت سے پنجاب کے 16 شہروں میں جاری ہے، جس کے تحت واٹر سپلائی، سیوریج، اربن ڈرینیج اور پائیدار بلدیاتی انفراسٹرکچر کی بہتری کے منصوبے نافذ کیے جا رہے ہیں۔ پروگرام کا بنیادی مقصد نہ صرف بلدیاتی سہولیات کو بہتر بنانا ہے بلکہ ماحولیاتی تحفظ، پانی کے مؤثر استعمال اور کلائمیٹ ریزیلینٹ اربن ڈویلپمنٹ کو فروغ دینا بھی ہے۔

اس موقع پر ایڈمنسٹریٹر میونسپل کمیٹی عارفوالہ رائے فیصل عمران نے ورلڈ بینک اور پی ایم ڈی ایف سی ٹیم کے دورے کو سراہتے ہوئے کہا کہ یہ منصوبہ عارفوالہ کے لیے ایک اہم سنگ میل کی حیثیت رکھتا ہے۔ انہوں نے کہا کہ ان جدید ڈرینیج اور واٹر اسٹوریج نظام سے نہ صرف بارشی پانی کے ضیاع کو روکا جائے گا بلکہ شہر کے دیرینہ سیوریج اور اربن فلڈنگ کے مسائل
کے پائیدار حل میں بھی نمایاں بہتری آئے گی۔

The International Finance Corporation (IFC) continued its ongoing engagement visit with key stakeholders in Punjab’s WATSAN service delivery sector.
An IFC delegation comprising Muhammad Bhatti, Investment Officer, Zain Fawzi, Investment Officer, and Syed Muhammad Shaharyar, Investment Analyst, visited the head office of the Punjab Municipal Development Fund Company (PMDFC) in Lahore. The team met with MD PMDFC Syed Zahid Aziz, GM ID, Mahmood Masood Tamana, and PPP Expert, Moeen Sheikh.
The meeting was also attended by representatives of the Public-Private Partnership Authority Punjab, including Muhammad Danish and Saba Hyat. Discussions focused on strengthening collaboration for the water supply and sanitation sector, and exploring opportunities for private sector participation in municipal infrastructure development.
Following the meeting at PMDFC, the delegation visited the Municipal Committee Kasur (Municipal Committee Kasur), where they held detailed discussions with Kashif Ali, CO MC Kasur, Talha Tahir, M*F, and other officials, and Kashif Ali, MD WASA Kasur. The agenda included key issues related to water supply and sanitation services, existing service delivery gaps, and infrastructure constraints being faced by the city. The delegates also visited the WASA Complaint Centre.

A delegation comprising Mahmood Masood Tamana, GM ID, and Moeen Sheikh, PPP Expert from the Punjab Municipal Development Fund Company (PMDFC), along with Muhammad Bhatti, Zain Fawzi, Investment Officers, and Syed Muhammad Shaharyar, Investment Analyst of the International Finance Corporation (IFC), visited the Municipal Committee Chakwal today.

During the visit, the team met with the Managing Director of WASA Chakwal, the Administrator, the Chief Officer, and the Municipal Officer (WATSAN) of the MC Chakwal. The primary objective of the meeting was to formally introduce the IFC team and provide an overview of the background and scope of IFC’s engagement in the urban water and sanitation sector.

The discussions focused on key water supply and sanitation challenges being faced by Chakwal city. Participants reviewed existing service delivery issues, infrastructure constraints, and potential areas for improvement through technical assistance and possible participation models.

A Project Progress Review Meeting for the project Construction and Establishment of 2Nos. Material Recovery Facilities (MRFs) in Punjab was held at the PMDFC Head Office, Lahore. The meeting was chaired by Senior Program Officer (ID), Muazzam Jamil Malik. Project Manager Ahsan Bela presented the meeting agenda and delivered a detailed presentation on the overall progress of the project and pending issues. Other participants from PMDFC included Regional Program Coordinators (RPCs) Awais Yousaf (Faisalabad) and Azeem Qadeer (Multan), along with Sub-Engineers Burhan Sheikh and Hairis. Gouhar Jamal and Abu-Baker attended the meeting on behalf of the contractor. Naqqash Kabeer, the focal person for the project from Gujranwala Waste Management Company (GWMC), participated in the meeting via Zoom.
