مائنز حادثات کی روک تھام کے لیے حکومتِ پنجاب کا بڑا فیصلہ، غفلت پر کان سیل، لیز منسوخ اور ایف آئی آر درج ہوگی

حکومتِ پنجاب نے مائننگ سیکٹر میں بڑھتے ہوئے حادثات کی روک تھام اور مزدوروں کی جانوں کے تحفظ کے لیے سخت ترین اقدامات کا اعلان کر دیا ہے۔ چیف انسپکٹر آف مائنز پنجاب زبیر حسین کھرل کی جانب سے جاری کردہ ہنگامی سرکولر کے مطابق اب کانوں میں بجلی کے کرنٹ، شارٹ سرکٹ، ناقص وائرنگ یا ہالیج سسٹم کی خرابی کے باعث پیش آنے والے حادثات کو "انسانی غفلت" تصور کیا جائے گا، جس پر ذمہ داران کے خلاف سخت قانونی کارروائی عمل میں لائی جائے گی۔سرکولر کے مطابق اگر کسی کان میں برقی خرابی یا ہالیج سسٹم کی ناکامی کے باعث جانی نقصان ہوا تو مائنز ایکٹ کے سیکشن 19 (1،2) کے تحت متعلقہ کان کو فوری طور پر سیل کر دیا جائے گا، ذمہ دار مینیجر، سپروائزر یا متعلقہ عملے کے خلاف مجرمانہ غفلت کا مقدمہ (FIR) درج کیا جائے گا، جبکہ غفلت کی مرتکب کمپنی یا فرم کی مائننگ لیز مستقل طور پر منسوخ کرنے کی سفارش بھی کی جائے گی۔ چیف انسپیکٹوریٹ آف مائنز پنجاب نے تمام مائننگ کمپنیوں کے لیے نئے حفاظتی ضابطے بھی لازمی قرار دے دیے ہیں۔ ان کے مطابق ہر مائن پر پاکستان انجینئرنگ کونسل (PEC) سے رجسٹرڈ الیکٹریکل انجینئر یا الیکٹریکل DAE ہولڈر سپروائزر اور تجربہ کار الیکٹریشن کی تعیناتی ضروری ہوگی۔سرکولر میں ہدایت کی گئی ہے کہ اسٹیپ ڈاؤن ٹرانسفارمر، ارتھ لیکیج سرکٹ بریکرز، پروٹیکٹو ریلے اور میگنیٹک کانٹیکٹرز کی تنصیب یقینی بنائی جائے، جبکہ کانکنوں کی حفاظت کے لیے کام کی جگہ سے 600 فٹ کے اندر 220 وولٹ اے سی کے بجائے محفوظ 12 وولٹ ڈی سی بجلی استعمال کی جائے۔ مزید برآں تمام مزدوروں کو حفاظتی کٹس (PPEs) جن میں حفاظتی ہیلمٹ، دستانے اور ڈسٹ ماسک شامل ہیں، فراہم کرنالازمی ہوگا اور ان کے بغیر کام کی اجازت نہیں دی جائے گی۔ برقی آلات کی مؤثر ارتھنگ، تاروں کے جوڑ محفوظ طریقے سے بند کرنا، مناسب اونچائی پر وائرنگ نصب کرنا، آسمانی بجلی سے بچاؤ کے لیے لائٹننگ اریسٹرز لگانا اور برقی تنصیبات کے قریب حفاظتی ہدایات پر مشتمل انتباہی بورڈ آویزاں کرنا بھی لازمی قرار دیا گیا ہے۔ چیف انسپکٹر آف مائنز پنجاب کا کہنا ہے کہ ان سخت اقدامات کا بنیادی مقصد مائننگ سیکٹر میں کام کرنے والے مزدوروں کی جانوں کا تحفظ یقینی بنانا اور حادثات کی شرح کو کم سے کم کرنا ہے۔ حکومت نے واضح کیا ہے کہ حفاظتی قوانین کی خلاف ورزی کرنے والی کمپنیوں کے خلاف زیرو ٹالرینس پالیسی کے تحت بلاامتیاز کارروائی کی جائے گی۔

Subject: - Visit of ADP Scheme of Construction of Office Building and Residences (Officer & Staff) of Inspector of Mines, Sargodha in District Sargodha and Inspection of Shaheenabad Quarry.

1) The Chief Inspector of Mines, Punjab, Engr. Zubair Hussain Kharal, visited ADP Scheme of Sargodha Office on 27.06.2026 which is going to complete on 30.06.2026. The building was thoroughly inspected. Observations were conveyed to Project Director for rectifications. The IM(S) was further directed to shift the office from rental building to the newly constructed office building without any further delay.

2) M/s Shaheenabad Quarry was inspected.
The Shaheenabad Quarry + Crushing units were Inspected. It was observed that Chinees Machinery and Material is lying at the quarry and crushing plants. Inspector of Mines(Sargodha) was directed to prepare a detailed report for future line of action.

Mine Safety Seminar 2026
A Mine Safety Seminar was successfully conducted on 15 June 2026 at the Punjab School of Mines by the Inspectorate of Mines Punjab.
The seminar brought together a wide range of mining stakeholders, including mine workers, representatives of mine workers unions,mine owners, officers of the Mines Department, and a delegation led by the Chief Inspector of Mines Khyber Pakhtunkhwa and his team.
The event featured technical presentations and insightful discussions by industry experts and speakers on various aspects of mine safety, occupational health, and best mining practices. A live Mine Rescue Demonstration was also conducted, highlighting emergency response procedures and rescue techniques.
Certificates and shields were distributed among participants in recognition of their active participation and commitment to promoting a safe mining environment.
Speaking on the occasion, Engr. Zubair Hussain Kharal, Chief Inspector of Mines Punjab emphasized the importance of adopting modern digital technologies for enhancing mine safety, improving monitoring systems, and ensuring the well-being of mine workers. He stressed that innovation, training, and technology-driven safety measures are essential for reducing workplace hazards and achieving sustainable development in the mining sector.
The seminar concluded with a renewed commitment from all stakeholders to strengthen the culture of safety and promote safer working conditions across the mining industry.
