PRESS RELEASE
(11th February 2025)
MEETING WITH IMF MISSION

An International Monetary Fund (IMF) mission, led by Mr. Jan Loeprick, Senior Economist; Mr. Frank van Brunschot, Deputy Director; Mr. Joel Turkewitz, Advisor; and Mr. Jonathan Pampolina, Senior Counsel, held a virtual meeting with Mr. Faizan Bin Asif, Chairperson of the All Pakistan Taxpayers Association (APTA), on 11th February 2025.

The Chairperson welcomed the delegation on behalf of APTA, appreciating the opportunity to discuss governance, taxation, and corruption challenges in Pakistan. The meeting focused on identifying governance vulnerabilities and exploring solutions for improved transparency and efficiency.

Key Discussion Points
• Governance & Corruption: The Chairperson emphasized that bureaucratic inefficiencies, red tape, and lack of accountability fuel corruption. Weak governance structures make public administration ineffective and non-transparent.
• Tax Compliance Barriers: Complex tax laws, difficult language, and excessive procedural hurdles discourage compliance. Many taxpayers avoid filing due to unclear regulations and concerns about misuse of public funds.
• Public Distrust in Tax Utilization: The perception that tax revenues are mismanaged reduces willingness to pay. Citizens are hesitant to contribute when they do not receive essential public services in return.
• Hiring & Public Procurement Issues: The flawed recruitment system in government institutions promotes inefficiency, while non-transparent procurement processes lead to financial mismanagement and corruption. Reforming these areas could enhance public trust and save public funds.
IMF Governance Diagnostic Assessment

The IMF mission introduced its Governance Diagnostic Assessment (GDA), a tool for evaluating corruption and governance risks. Based on the 2018 Enhanced Governance Framework, it covers key governance areas, including fiscal governance and public finance management.

APTA’s Role & Commitment
IMF officials acknowledged APTA’s efforts to advocate for taxpayers' rights and improve the tax system in Pakistan. The Chairperson reaffirmed APTA’s willingness to collaborate with the IMF and other stakeholders to implement governance reforms. He also appreciated some efforts of government to improve the system.

Conclusion
The meeting concluded with the IMF delegation thanking Mr. Faizan Bin Asif for his insights. They recognized APTA’s role in promoting transparency and accountability and appreciated its commitment to supporting governance improvements in Pakistan.
The delegation extended thanks and gratitude to the Chairperson APTA.
