This is an Office Memorandum issued by the Government of Sindh, Finance Department on 22 July 2026, introducing the Basic Pay Scales (BPS)-2026 and revised allowances, effective 1 July 2026.
Key Points (Brief)
1. New Basic Pay Scales (BPS-2026)
BPS-2026 replaces BPS-2022 from 1 July 2026.
Adhoc Relief Allowance 2022 and 2025 have been merged into the new basic pay, meaning those two allowances will no longer be paid separately.
2. Existing Employees
Employees already in service will have their pay fixed on a point-to-point basis in the new pay scale.
Annual increments will continue as usual on 1st December.
3. New Adhoc Relief Allowance-2026
A 7% Adhoc Relief Allowance will be granted on the Basic Pay Scale-2026.
It applies to regular, contract, and contingent employees serving against civil posts.
This allowance is taxable.
It will not count for pension, gratuity, or house rent recovery calculations.
4. Personal Allowance
Only for BPS-01 and BPS-02 employees whose monthly gross salary is below Rs. 43,000.
Maximum allowance:
BPS-01: Rs. 401/month
BPS-02: Rs. 80/month
5. Special Allowances
Existing special allowances (including House Rent Allowance and percentage-based allowances) will remain frozen at the rates admissible as of 30 June 2022 unless separately revised.
6. Option
Employees have 30 days to choose whether to remain on BPS-2022 or switch to BPS-2026.
If no option is submitted, they will automatically be placed on BPS-2026.
7. Anomaly Committee
The Finance Department will establish an Anomaly Committee to resolve any issues arising from the implementation of BPS-2026.
