Peshawar, 10 August 2026: The Provincial Assembly of Khyber Pakhtunkhwa formally commenced the work of its WASH Caucus with its first inaugural and introductory meeting, bringing together parliamentarians, government departments, development partners and WASH stakeholders to discuss priorities for improving water, sanitation and hygiene services across the province.

The meeting provided an important platform to familiarize Members with the mandate and role of the Caucus and to discuss key challenges facing the WASH sector. A key emphasis of the meeting was on making the Caucus an action-oriented parliamentary platform, with Members highlighting the need for stronger parliamentary oversight, evidence-based policy making and coordinated action among departments working across the WASH sector.

The forum also discussed the importance of strengthening the policy and regulatory framework, including the Water Act and Provincial WASH policies, improving WASH financing and ensuring that public investments translate into sustainable services for communities. Members called for consolidated data on WASH projects, functional and non-functional water supply schemes, water quality, sanitation facilities and district-level needs to support informed parliamentary deliberation.

The role of WASHNet was highlighted in strengthening coordination, information sharing and linkages among government departments, development partners and the Provincial Assembly. WASHNet will continue to support the Caucus through coordination and evidence-based information to facilitate informed parliamentary engagement.

The meeting concluded with key decisions to convene the WASH Caucus at least once every month, place WASH-related legislation, policies and regulations on the agenda of forthcoming meetings, and strengthen parliamentary oversight of WASH programmes and projects through briefings and progress reviews with concerned departments.

Khyber Pakhtunkhwa Establishes Pakistan’s First Parliamentary Caucus on WASH and Climate Change

A significant milestone for the WASH sector in Khyber Pakhtunkhwa and Pakistan! 🇵🇰

The Khyber Pakhtunkhwa Provincial Assembly has formally notified the Parliamentary Caucus on WASH and Climate Change, establishing Pakistan’s first parliamentary caucus specifically dedicated to Water, Sanitation and Hygiene (WASH).

The initiative has been facilitated by WASHNet, a government-led coordination platform housed within the Planning & Development Department, Government of Khyber Pakhtunkhwa, with support from UNICEF.

The idea for the Caucus emerged during a WASHNet thematic workshop with Members of the Provincial Assembly, where parliamentarians discussed key WASH and climate challenges facing the province and explored ways to strengthen political leadership, parliamentary oversight and collective action. The workshop was followed by continued consultations with parliamentarians and the KP Assembly Secretariat, leading to the formal notification of the Caucus.

PHED and WASHNet Discuss Climate-Resilient WASH Priorities Under the SAFER Project

Representatives from the Public Health Engineering Department (PHED), Government of Khyber Pakhtunkhwa, and UNICEF held a strategic meeting to discuss opportunities for strengthening climate-resilient Water, Sanitation and Hygiene (WASH) services across the province under the SAFER (Sustainable Actions for Ecosystems Restoration in Pakistan) Project.

The discussions focused on enhancing resilience in flood-prone districts, including Charsadda, Nowshera, and Swat, through improved water resource management, climate adaptation, and sustainable WASH interventions. Participants emphasized the importance of evidence-based planning, risk assessments, and prioritizing the most vulnerable communities.

A key area of discussion was improving access to safe drinking water through stronger community awareness and behaviour change initiatives. The meeting also explored strengthening water quality monitoring through the use of testing kits and the gradual establishment of divisional water quality laboratories. Additionally, the proposed development of a wetland site was highlighted as a nature-based solution to support ecosystem restoration, groundwater recharge, and climate resilience.

Participants also discussed the development of a provincial WASH Master Plan and a corresponding WASH Financing Plan to guide future investments and strengthen sector planning.
Other proposed initiatives included the development of model villages demonstrating integrated climate-resilient WASH services, capacity-building programmes for PHED engineers, and the organization of a technical roundtable to support the formulation of the WASH Master Plan.

WASHNet Delegation Visits KP Assembly

A WASHNet delegation visited the Khyber Pakhtunkhwa Assembly Secretariat for an institutional familiarization and knowledge-sharing session.

UNICEF and KP Assembly Secretariat Discuss Strengthening Parliamentary Engagement on WASH

WASHNet Discussed During KP Assembly SDGs Task Force Meeting

A follow-up meeting to the recently held workshop on “Strengthening Parliamentary Leadership for Climate-Resilient WASH in Khyber Pakhtunkhwa” was convened at the Khyber Pakhtunkhwa Assembly under the chairmanship of Mr. Asif Khan Mehsud.

The meeting brought together representatives from the Planning & Development Department (P&DD), UNICEF, Members of the Provincial Assembly (MPAs), and other relevant stakeholders to deliberate on the role of WASHNet in supporting sustainable development priorities within the province.

Strengthening Parliamentary Leadership for Climate-Resilient WASH in Khyber Pakhtunkhwa

On 12th May 2026, UNICEF, WASHNet, and the Planning & Development Department organized a high-level thematic workshop titled “Strengthening Parliamentary Leadership for Climate-Resilient WASH in Khyber Pakhtunkhwa” at Serena Hotel, Peshawar. The workshop brought together parliamentarians, government officials, UN agencies, and development partners to discuss the future of climate-resilient water, sanitation, and hygiene (WASH) governance in the province.

The session opened with remarks from UNICEF and the Planning & Development Department, emphasizing the need for stronger political ownership and parliamentary engagement to address growing WASH and climate-related challenges in Khyber Pakhtunkhwa.

Technical presentations highlighted key sector challenges, including access to safe drinking water, sanitation coverage, waste management, institutional coordination gaps, and climate vulnerabilities. Discussions also explored the links between population dynamics, public health, and sustainable development planning.

Engaging Academia for Evidence-Based WASH Solutions in Khyber Pakhtunkhwa

WASHNet in collaboration with UNICEF, organized a thematic workshop on “Engaging Academia for Evidence-Based WASH Solutions” in Peshawar.

The event brought together leading universities and stakeholders to discuss how research can better support real-world WASH challenges. Key discussions highlighted gaps in coordination between academia, government, and industry, often leading to duplication of efforts.

WASHNet was introduced as a platform to bridge these gaps, strengthen collaboration, and guide research through priority topics aligned with sector needs.

UNICEF Chief of WASH & CEE Visits KP for Strategic Engagement on WASH Sector

On 15th April 2026, Ms. Cindy Kushner, Chief of WASH & Climate, Environment and Energy (CEE), UNICEF Pakistan, visited Khyber Pakhtunkhwa and held a series of high-level meetings with key government stakeholders and the WASHNet team at the Planning & Development Department. Ms. Kushner was accompanied by the UNICEF Pakistan WASH Manager Itsuru Takahashi.

During the visit, Ms. Kushner met with the Secretary Local Government Department, Secretary Public Health Engineering Department (PHED), Chief International Development Section (IDS), P&D Department, Mr. Ihtisham Ul Haq, and the WASHNet team to review ongoing collaboration and discuss strategic priorities for the WASH sector in the province.

The discussions focused on several key areas, including the review and way forward on amendments to the KP Water Act, strengthening WASH policies and regulatory frameworks, and addressing sector fragmentation through improved coordination mechanisms. Participants also exchanged updates on Funds for Responding to Loss and Damage (FRLD) and explored opportunities for enhanced engagement in climate-related financing and resilience initiatives.
