پاکستان کی میزبانی میں ہونے والی انٹر پارلیمانی اسپیکرز کانفرنس (ISC) اسلام آباد میں 10 سے 12 نومبر 2025 کو منعقد ہوگی، جو عالمی پارلیمانی سفارت کاری میں ایک تاریخی پیش رفت ہے۔ اس کانفرنس کا آغاز پاکستان کے چیئرمین سینٹ سید یوسف رضا گیلانی کی قیادت میں ہوا۔ یہ پہلا اجلاس ہے جس میں دنیا بھر سے 45 سے زائد پارلیمانی اسپیکرز شرکت کریں گے۔ "پیس، سکیورٹی اینڈ ڈویلپمنٹ" کے موضوع کے تحت یہ اجلاس عالمی سطح پر درپیش مسائل پر بات چیت، تعاون اور مشترکہ اقدامات کے لیے ایک اہم پلیٹ فارم ثابت ہوگا۔ پاکستان کی میزبانی اس بات کا مظہر ہے کہ وہ عالمی سطح پر قیام امن، جمہوری شمولیت اور پارلیمانی تعاون کے لیے پرعزم ہے۔

پاکستان کے لیے آئی ایس سی نہ صرف وقار بلکہ عالمی سطح پر اپنی شناخت مضبوط کرنے کا بھی موقع ہے۔ کانفرنس کے انعقاد میں سینٹ کی قیادت یہ ظاہر کرتی ہے کہ پاکستان کی سفارت کاری صرف روایتی تعلقات تک محدود نہیں بلکہ یہ پارلیمانی تعاون اور عوامی نمائندگی پر مبنی ہے۔ اس تاریخی اجلاس کی میزبانی کے ذریعے پاکستان یہ پیغام دیتا ہے کہ استحکام اور امن صرف نظریاتی مقاصد نہیں بلکہ سب کی مشترکہ ذمہ داری ہیں۔ آئی ایس سی اس بات کی عکاسی کرتا ہے کہ پارلیمنٹس اعتماد، سمجھ بوجھ اور تعاون پیدا کرنے میں وہ کردار ادا کر سکتی ہیں جو بعض اوقات حکومتیں اکیلے نہیں کر سکتیں۔
کانفرنس پاکستان کے لیے علمی اور ادارہ جاتی فوائد بھی لے کر آئے گی۔ پاکستانی قانون ساز اور پالیسی میکرز اپنے ہم منصبوں کے ساتھ بات چیت کر سکیں گے، گورننس کے بارے میں تجربات کا تبادلہ کریں گے اور قانون سازی، نگرانی اور عوامی جوابدہی کے بین الاقوامی بہترین طریقے سیکھ سکیں گے۔ یہ روابط پاکستان کی پارلیمانی روایت کو مضبوط کریں گے اور ملکی و عالمی چیلنجز سے نمٹنے کی صلاحیت بڑھائیں گے۔ اس نوعیت کے اجلاس کی کامیاب میزبانی پاکستان کی بین الاقوامی سطح پر ذمہ دار اور قابل اعتماد ریاست کے طور پر ساکھ کو مزید مستحکم کرے گی۔
آئی ایس سی پاکستان کی عالمی سطح پر مثبت تصویر بھی پیش کرے گی۔ بین الاقوامی نمائندگان کی موجودگی، عالمی میڈیا کی کوریج اور اعلیٰ سطح کی ملاقاتیں اسلام آباد کو محفوظ، متحرک اور ترقی پسند دارالحکومت کے طور پر اجاگر کریں گی۔ یہ بھی ظاہر ہوگا کہ پاکستان بڑے بین الاقوامی اجلاسوں کے انعقاد کے لیے تیار اور اہل ہے۔ اس سے پاکستان کے سفارتی تعلقات مضبوط ہوں گے اور تجارتی، تعلیمی اور ترقیاتی شعبوں میں تعاون کے نئے مواقع پیدا ہوں گے۔ کانفرنس عالمی سطح پر پاکستان کی مثبت نمائندگی کے لیے مددگار ثابت ہوگی اور دنیا کو یہ پیغام دے گی کہ پاکستانی قیادت عزم اور وژن کے ساتھ دنیا کے اہم امور میں کردار ادا کرنے کے لیے تیار ہے۔
