Flag: Party flag will display 2/3 part in red and 1/3 in green colors. Red color symbolizes the struggle waged by our people and the sacrifices they rendered during their historic movement, while green color signifies a progressive and prosperous future. There will be four stars right in the middle of the red part representing a multi-national state with four National Units enjoying equal status.
Party Organ: “Juhd” (جہد) will be the official organ of the Party for publicizing Party policies and educating the workers politically and ideologically. Chapter 2
Party Membership
Any person (regardless of his/ her region, caste, color, ethnicity, religion or language) who agrees with the aims and objectives, manifesto and constitution of the party, may become a Party member;
Minimum age limit for formal Party membership is 18 years while age limit for youth is between 18 to 30 years;
Every Party member shall be obligated to abide by the policy, aims and objectives, discipline and decisions of the Party in letter and spirit;
A Party member cannot be the member of any other party; all members must pay their basic membership fee as well as the regular contribution as prescribed by the Party;
Membership cards will be issued after every Congress; all members will obtain their new membership cards and get their membership renewed;
Every member of the Party shall be obligated to promote and defend its ideology, policies and decisions and participate in organizational activities regularly. Rights and Responsibilities of Party Members
After obtaining the basic membership, every member will be eligible to vote;
Every member will be allowed to contest the election to any office of the Party; however, for the offices of central committee and central cabinet, membership of the Congress, for the offices of National Units, membership of the council of respective National Units and for district and tehsil offices, membership of respective district/tehsil councils will be deemed compulsory;
Every member of the Party will be free to express his/ her opinion regarding any organizational and political activity, process, performance, issues and problems in the proper forum, of which he/she is a member, and may also offer suggestions and recommendations;
Principles of criticism and self-criticism will be respected and encouraged across all party forums;
Once a decision has been taken on any issue at any official forum of the Party, no member has the right to openly express his/ her dissenting opinion or propagate negatively against the decisions taken by higher forums of the Party; however, he/she can initiate a debate in the forum, of which he/she is a member, for getting the decision changed or annulled. Party Structure
The organizational structure through which National Party will work to achieve its objectives shall consist of Central/Federal, and four national units besides Azad Kashmir, Gilgit-Baltistan and FATA, as described below:

Congress will be the highest and most powerful body of the Party for the purpose of direction and guidance during the intervening period between two Congresses;. Total strength of the Congress will be five hundred (500); Central Committee, Central Cabinet, National Working Committee as well as District Presidents and General Secretaries will be ex-officio members of the Congress; Central President will nominate 50 members of the Congress from different areas while remaining members will be elected by the District Councils through a majority vote for a three year period. Under normal conditions Central Committee will take the decision to convene the Congress through a majority vote; Central Committee may postpone the Congress for a specified period which may extend to a maximum of one year, in the event of unforeseen or unfavorable conditions;
In case of emergency, one-fourth of the total members may request the President and the General Secretary through a written notice for convening the Congress within 30 days;
Congress, in its meeting, will determine the number of members of the Central Committee;
Congress may amend, annul, add, change or transform the constitution, manifesto or policies of the party through a two-third majority of its total members;
Congress may terminate the membership of an ordinary member through a simple majority of the members present;
Congress will elect the members of Central Committee and Central office-bearers, and may delegate ordinary as well as special powers and responsibilities to Central Committee members and Central office bearers besides National, District and Tehsil units;
Congress will have the power to approve or make amendments in the annual reports and other documents of the party and may issue decisions and directions in this regard;
Congress may approve a no-confidence motion against a central office-bearer through a simple majority of its total members;
Congress may form different wings of the party or may delegate the power of forming such wings to Central Committee or Central Cabinet for the purpose of expanding the party’s political base;
15 percent seats in Congress will be reserved for women. Central Committee
Total strength of the Central Committee including Central Cabinet will be 60, in which the presidents and general secretaries of National Units will be ex-officio members, while ten members will be nominated by the Central President under his/her discretionary powers subject to a mandatory endorsement by the Central Committee; remaining members will be elected by the Congress in its meeting;
Central Committee will be the highest executive body of the party and will serve as supervisor as well as guide for all lower bodies and social, political, cultural and literary units;
Central Committee will monitor various activities of the party during the intervening period between two Congresses;
Central Committee will determine the number of congress members in different national units, on the basis of their performance;
It will be mandatory for the Central Committee to convene its meeting at least four times in a year and at least twice in six months;
A minimum ten-day notice and prior communication of the agenda is mandatory for convening a meeting of Central Committee; however, in cases of emergency, President or Secretary General is authorized to convene a meeting with a 72-hour prior notice; in case of lack of quorum, meeting will be adjourned and rescheduled; disciplinary action may be initiated in case of three successive absences by a member from the meetings of Central Committee;
One-fourth of the members of Central Committee may request the President or Secretary General to convene a meeting when deemed necessary, through a written notice clearly describing the purpose of the meeting;
Central Committee is authorized to convene the meeting of the Congress, determine or change its date as well as to hold conventions, conferences, seminars or other literary and social meetings at all levels; Central Committee can delegate these powers to the Central Cabinet as well. Central Committee is fully authorized to develop the manifesto and aims and objectives of the party and while remaining within the ambit of the Congress, chalk out political programmes and activities and set up various committees for the said purpose;
Central Committee is authorized to build relations and form united fronts with pro-people organizations and political parties for running combined political campaigns;
Central Committee is authorized to discuss and explain any disputed constitutional, organizational or political issues and such explanations by the Central Committee will be deemed final;
Central Committee may remove any member including a member of the Committee (except Central and National Unit office-bearers) from his/her respective membership, through a simple majority decision of its total members; however, the aggrieved member will have the right to request for convening a meeting of the Congress through a written application duly signed by one-fourth of the total members of the Congress and winning a vote of confidence against the disciplinary action;
