Anti-Corruption Establishment Balochistan Takes Action Against Corrupt Officials of PHE Loralai Circle

Quetta, June 09, 2026: The Anti-Corruption Establishment (ACE) Balochistan has initiated action regarding various water supply schemes in PHE Circle Loralai. Following public complaints and an inquiry, former officials allegedly involved in financial irregularities, misuse of authority, and incomplete development works despite full payments were arrested.

The allegations pertain to schemes executed during the fiscal years 2022–23 and 2024–25. Based on the inquiry findings, the following officials were taken into custody:

• Muhammad Ali – Former Executive Engineer (XEN), PHE Loralai
• Ameen Ullah – Former SDO, PHE Loralai

Investigations against other individuals allegedly involved in the case are also in progress.

This action, taken under the vision of Honorable Chief Minister Mir Sarfraz Ahmed Bugti, reflects the Government of Balochistan’s commitment to transparency, accountability, and good governance.

The Anti-Corruption Establishment has reaffirmed that anyone found involved in corruption, embezzlement of public funds, or causing losses to the national exchequer will be brought to justice regardless of position or influence.

DG Anti-Corruption Establishment Balochistan Nasib Ullah Kakar discussed various Anti-Corruption Establishment Balochistan cases and administrative matters with Chief Secretary Balochistan Shakeel Qadir Khan and Secretary S&GAD Syed Faisal Agha. During the meeting, emphasis was placed on transparency, accountability, and improving institutional performance.

PRESS RELEASE FOR MOU SIGNING CEREMONY AT PACA

Islamabad, 29th April, 2026— Guided by the vision of Chairman NAB, Lt Gen (R) Nazir Ahmed, the Pakistan Anti-Corruption Academy (PACA) and the Anti-Corruption Establishment (ACE) Balochistan have reinforced their commitment to enhancing institutional capacity and cooperation in combating corruption by signing a Memorandum of Understanding (MoU).

The MoU was signed by Director General PACA, Mr. Ghulam Safdar Shah, and Director General Anti-Corruption Establishment Balochistan, Mr. Naseebullah Kakar. The agreement marks a significant step towards enhancing professional training, knowledge sharing, and institutional cooperation in the domain of anti-corruption and financial crime investigation.

Following the signing ceremony, the Director General ACE Balochistan undertook a detailed visit of PACA’s facilities, including the lecture rooms, accommodation facilities, Forensic Science Laboratory (FSL), and library. He expressed keen interest in availing PACA’s specialized training programs for officers of ACE Balochistan, particularly in areas relating to modern investigation techniques, forensic analysis, and prosecution of corruption cases.

اسلام آباد، 29 اپریل 2026ء— چیئرمین نیب لیفٹیننٹ جنرل (ر) نذیر احمد کے وژن کی رہنمائی میں پاکستان اینٹی کرپشن اکیڈمی (PACA) اور اینٹی کرپشن اسٹیبلشمنٹ (ACE) بلوچستان نے بدعنوانی کے خلاف جدوجہد میں ادارہ جاتی صلاحیت اور باہمی تعاون کو مزید مضبوط بنانے کے عزم کا اعادہ کیا ہے، جس کے لیے ایک مفاہمتی یادداشت (MoU) پر دستخط کیے گئے۔

اس مفاہمتی یادداشت پر ڈائریکٹر جنرل PACA جناب غلام صفدر شاہ اور ڈائریکٹر جنرل اینٹی کرپشن اسٹیبلشمنٹ بلوچستان جناب نصیب اللہ کاکڑ نے دستخط کیے۔ یہ معاہدہ پیشہ ورانہ تربیت، علم کے تبادلے اور ادارہ جاتی تعاون کو فروغ دینے کی جانب ایک اہم پیش رفت ہے، خاص طور پر انسدادِ بدعنوانی اور مالی جرائم کی تحقیقات کے شعبے میں۔

بلوچستان کا انسدادِ بدعنوانی ادارہ سابق کنزرویٹر کی گرفتاری کے لیے چھاپے مار رہا ہے

کوئٹہ: بلوچستان کے انسدادِ بدعنوانی اسٹیبلشمنٹ (ACE) نے محکمہ جنگلات و جنگلی حیات بلوچستان کے ایک افسر اور ایک ٹھیکیدار کو 260 ملین روپے کے کرپشن اسکینڈل میں مبینہ طور پر ملوث ہونے پر گرفتار کر لیا ہے۔

حکام کے مطابق، اے سی ای بلوچستان کے مطابق، مقبول الحسن دشتی، جو بطور کنزرویٹر (ساحلی انتظام) خدمات انجام دے رہے تھے، مالی سال 2024-25 کے دوران مختلف ترقیاتی منصوبوں میں مالی بے ضابطگیوں میں مبینہ طور پر ملوث تھے۔ ان منصوبوں میں مینگروو ریسرچ سینٹر، شجرکاری، زمین کی لیولنگ، نرسری کی ترقی، مینگروو شجرکاری، ریسٹ ہاؤسز اور دیگر تعمیراتی کام شامل تھے۔

حکام کا کہنا ہے کہ بیشتر منصوبے، جو کہ محکمہ مواصلات و تعمیرات (C&W) کے ذریعے مکمل ہونے تھے، غیر قانونی طور پر محکمہ جنگلات و جنگلی حیات نے خود انجام دیے۔

یہ منصوبے یا تو کاغذوں میں مکمل ظاہر کیے گئے یا زمینی حقیقت میں ناقص معیار، کمزور یا نامکمل پائے گئے۔ مزید برآں، بڑی مقدار میں فنڈز ایڈوانس ادائیگیوں کے ذریعے مبینہ طور پر خردبرد کیے گئے۔

انکوائری مکمل کرنے اور مجاز اتھارٹی سے منظوری حاصل کرنے کے بعد، اے سی ای (قلات ڈویژن) کے ڈپٹی ڈائریکٹر نے مسٹر دشتی اور ٹھیکیدار مہتاب عالم کے خلاف مقدمہ درج کر لیا ہے۔

حکام کے مطابق، مسٹر دشتی اس کیس میں مفرور ہیں اور ان کی گرفتاری کے لیے چھاپے مارے جا رہے ہیں۔

Balochistan anti-graft watchdog conducts raids for ex-conservator’s arrest

QUETTA: The Anti-Corruption Establishment of Balochistan has arrested a contractor and an officer of Forest and Wildlife Department of Balochistan for their alleged involvement in a Rs260 million corruption scam.

According to officials of ACE Balochistan, Maqbool-ul-Hassan Dashti, in his capacity as forest conservator (coastal management), was allegedly involved in the financial misappropriation during the fiscal year 2024–25 in various development projects. These projects included a mangrove research centre, afforestation, land levelling, nursery development, mangrove plantation, rest houses and other construction works.

The officials claimed that most of the projects, which were supposed to be executed by the Communication & Works (C&W) Department, were illegally carried out by the Forest & Wildlife Department itself.

These projects were either shown as completed on paper or were found on the ground to be substandard, poor in quality, or incomplete. Additionally, large sums of funds were allegedly embezzled through advance payments.

After completing the inquiry and obtaining approval from the competent authority, the deputy director of ACE (Kalat division) registered a case against Mr Dashti and contractor Mehtab Alam.

According to officials, Mr Dashti is absconding in the case and raids are being conducted for his arrest.
