The Brazilian government condemns, in the strongest terms, the most recent wave of attacks by Israeli settlers in the West Bank — in many cases accompanied by Israeli security forces — against the life, physical integrity, and property of Palestinian civilians.

In several areas of the occupied territory, violent incidents have been recorded, which resulted, on 24 July, in the death of 4 Palestinian civilians and the wounding of others, as well as in the death, amid the clashes caused by the attacks, of an Israeli soldier and settler.

Brazil urges Israel, as the occupying power, to ensure — in accordance with its obligations under international humanitarian law — protection of the Palestinian population and accountability for all those involved in acts of violence against civilians. It further recalls the advisory opinion of the International Court of Justice, of July 19, 2024, which found Israel's continued presence in the occupied Palestinian territory to be unlawful and recognized the country's obligation to cease new settlement activities and to evacuate all settlers from that territory.

In this context, it deplores the statements by the Israeli government that it will intensify military operations in the West Bank and accelerate the approval of illegal settlements, actions that, in addition to being contrary to international law, will only contribute to escalating tensions in the region.

تُدين الحكومة البرازيلية بأشد العبارات موجة الهجمات الأخيرة التي يشنها المستوطنون الإسرائيليون في الضفة الغربية — والتي تُنفَّذ في كثير من الحالات بمرافقة قوات الأمن الإسرائيلية — ضد حياة المدنيين الفلسطينيين وسلامتهم الجسدية وممتلكاتهم.

وقد سُجِّلت في مناطق عدة من الأراضي المحتلة حوادث عنف أسفرت، في 24 يوليو، عن مقتل أربعة مدنيين فلسطينيين وإصابة آخرين، إضافة إلى مقتل جندي ومستوطن إسرائيليين في خضم الاشتباكات الناجمة عن تلك الهجمات.

وتحث البرازيل إسرائيل، بصفتها السلطة القائمة بالاحتلال، على أن تضمن — وفقًا لالتزاماتها بموجب القانون الدولي الإنساني — حماية السكان الفلسطينيين ومحاسبة جميع المتورطين في أعمال العنف ضد المدنيين. وتُذكِّر كذلك بفتوى محكمة العدل الدولية الصادرة في 19 يوليو 2024، والتي اعتبرت استمرار الوجود الإسرائيلي في الأرض الفلسطينية المحتلة عملاً غير قانوني، وأقرَّت بالتزام إسرائيل بوقف أي أنشطة استيطانية جديدة وإجلاء جميع المستوطنين عن تلك الأرض.

وفي هذا السياق، تستنكر البرازيل تصريحات الحكومة الإسرائيلية بشأن تكثيف العمليات العسكرية في الضفة الغربية والتعجيل بإقرار مستوطنات غير قانونية، وهي إجراءات تتعارض مع القانون الدولي ولن تسهم إلا في تصعيد التوترات في المنطقة.

O governo brasileiro condena, nos mais fortes termos, a mais recente onda de ataques de colonos israelenses na Cisjordânia — em muitos casos acompanhados por forças israelenses de segurança — contra a vida, integridade física e propriedade de civis palestinos.

Em diversas áreas do território ocupado, têm sido registrados incidentes violentos, os quais resultaram, em 24/7, na morte de 4 civis palestinos e no ferimento de outros, assim como na morte, em meio aos confrontos causados pelos ataques, de militar e colono israelenses.

O Brasil insta Israel, na condição de potência ocupante, a assegurar — em consonância com suas obrigações de direito internacional humanitário — proteção da população palestina e responsabilização de todos os envolvidos em atos de violência contra civis. Recorda, ademais, o parecer consultivo da Corte Internacional de Justiça, de 19 de julho de 2024, que considerou ilícita a contínua presença de Israel no território palestino ocupado e reconheceu a obrigação do país de cessar novas atividades em assentamentos e de evacuar todos os colonos daquele território.

Deplora, nesse contexto, as declarações do governo israelense de que intensificará operações militares na Cisjordânia e acelerará a aprovação de assentamentos ilegais, ações que, além de contrárias ao direito internacional, só contribuirão para escalar as tensões na região.

⚠️ Evitar viagens não essenciais para: 🇵🇸Palestina,🇸🇾Síria, 🇮🇶 Iraque, 🇱🇧 Líbando (demais regiões), 🇯🇴 Jordânia, 🇶🇦 Catar, 🇰🇼 Kuwait, 🇦🇪 Emirados Árabes Unidos, 🇧🇭 Bahrein e 🇸🇦 Arábia Saudita.** Para Jordânia, Catar, Kuwait, Emirados Árabes Unidos, Bahrein e Arábia Saudita, não há, por ora, restrições à realização de conexões aéreas.

Recomendações Gerais de Segurança

🔴 Acompanhar os sites e mídias sociais das embaixadas brasileiras na região e seguir suas orientações;
🔴 Seguir rigorosamente as recomendações de segurança das autoridades locais;
🔴 Evitar multidões e protestos;
🔴 Não filmar nem fotografar instalações, veículos ou pessoal militar, tampouco ataques ou quaisquer outros eventos relacionados ao conflito, uma vez que tal conduta pode, à luz da legislação local, resultar em detenção;
🔴 Não divulgar, em redes sociais, imagens, vídeos ou textos relacionados ao conflito que possam ser considerados pelas autoridades locais como ofensivos à segurança nacional, uma vez que essa conduta também pode resultar em detenção;
🔴 Monitorar a mídia local;
🔴 Não deixar seus locais de residência sem se certificar de que as condições de segurança o permitem;
🔴 Caso seu voo tenha sido cancelado, procurar a companhia aérea para remarcação dos bilhetes; e
🔴 Verificar se seus documentos de viagem estão em dia e com ao menos seis meses de validade.

‼️ Em caso de ataques ou bombardeios
🛑 Dirija-se imediatamente ao abrigo mais próximo. Caso esteja na rua, procure estações de metrô, viadutos ou estacionamentos subterrâneos.
🛑 Se estiver em casa, priorize cômodos com, pelo menos, duas paredes entre você e a parede externa do edifício, como salas no térreo, escadas do porão, corredores internos e áreas sem janelas. Mantenha as portas dos corredores fechadas e, caso haja janelas, conserve-as fechadas.
🛑 Ao buscar abrigo, observe os seguintes princípios: evite permanecer na linha de visão do céu; quanto mais ao interior da estrutura, melhor; garanta ao menos duas paredes entre você e as áreas com maior risco de estilhaços; e procure abrigo antes de utilizar aplicativos de mensagens ou realizar chamadas telefônicas.

🛑 توجه فورًا إلى أقرب ملجأ. إذا كنت في الشارع، ابحث عن محطات المترو أو الجسور العلوية أو مواقف السيارات تحت الأرض.
🛑 إذا كنت في المنزل، اختر الغرف التي يفصل بينها وبين الجدار الخارجي للمبنى جداران على الأقل، مثل الغرف في الطابق الأرضي، أو أدراج القبو، أو الممرات الداخلية، أو المناطق التي لا توجد بها نوافذ. أبقِ أبواب الممرات مغلقة، وإذا كانت هناك نوافذ، أبقِها مغلقة أيضًا.

General Safety Recommendations

🔴 Do not film or photograph installations, vehicles or military personnel, nor attacks or any other events related to the conflict, as such conduct may, under local law, result in detention.

🔴 Monitor local media;
🔴 Do not leave your place of residence without making sure that safety conditions allow it;
🔴 If your flight has been cancelled, contact the airline to rebook your tickets;
🔴 Check that your travel documents are valid, with at least six months' validity remaining.

‼️ In case of attacks or bombing
🛑 Go immediately to the nearest shelter. If you are on the street, look for subway stations, overpasses or underground parking lots.
🛑 If you are at home, prioritize rooms with at least two walls between you and the building's outer wall, such as ground-floor rooms, basement stairwells, internal hallways and windowless areas. Keep hallway doors closed and, if there are windows, keep them closed.
🛑 When seeking shelter, follow these principles: avoid staying within line of sight of the sky; the further inside the structure, the better; ensure at least two walls between you and areas at greater risk from shrapnel; and seek shelter before using messaging apps or making phone calls.
💧 Additionally, fill your bathtub or large containers with cold water, to have a reserve in case of a shortage.
